Request for Proposal (RFP) for Maintenance and Repair of Dual-Fuel Boilers and Hot Air Furnaces
The New Hampshire Department of Environmental Services (NHDES), Winnipesaukee River Basin Program
(WRBP) owns and operates the Franklin Wastewater Treatment Facility (WWTF) located at 528 River St. in
Franklin, New Hampshire. The WRBP is seeking qualified contractors experienced with dual-fuel boiler and
furnace service and repair and is soliciting proposals for a three-year annual service contract for scheduled
servicing including as-needed repair of two dual-fuel boiler systems, one #2 oil only boiler, and two #2 oil-only
fired forced hot air furnaces in operation at this facility. Qualified firms shall have a minimum of five years' work
experience maintaining industrial dual-fuel (methane/gas and #2 fuel oil fired) burners and boilers and
commercial-type forced hot air fuel oil fired furnaces and have the staff and equipment available for response to
the facility within the specified emergency response time. Any firm that cannot respond within 6 hours to an
emergency may be disqualified at the discretion of the WRBP.
The WRBP WWTF has two #2 fuel oil/methane units, one #2 fuel oil only unit, and two forced hot air fuel oil
furnaces that are the subject of this request. The Digester Area contains two dual-fuel boilers that fire on #2 fuel
oil and/or methane. The Operations Building contains a third unit; a boiler that fires on #2 fuel oil. The Primary
and Secondary Areas contain one #2 oil fired forced hot air furnace each. Five (5) units total are covered by this
RFP.
Over the course of this multi-year contract, any of these five units may be replaced by similarly fueled system(s)
or by propane fired units. The WRBP shall notify the contractor of any such change and negotiate updated
service costs as their discretion. It is expected that the contractor will perform annual inspections/service or
repairs, at the discretion and direction of the WRBP, on any new units after their warranty period expires. For
this reason, Exhibit B breaks down the annual price proposal into per/visit and per/unit costs. The two furnaces
are typically scheduled for annual service in April of each year. The dual-fuel and #2 fuel oil boilers are typically
scheduled for annual service in October of each year.
Proposal Requirements
All responses must be received by 3 p.m. on April 24, 2026 at the WRBP Maintenance Shop, 202 Water Street,
Laconia, New Hampshire 03246. The proposal response must include completed Exhibits A, B, and C as well as
a minimum of three references with current contact information sufficient for the WRBP to confirm the
minimum experience, emergency response capabilities, and staffing required to successfully complete the
scope of work. Your proposal must be clearly marked "Dual-Fuel Boiler and Furnace Service." WRBP also accepts
proposals via e-mail to joseph.a.irving@des.nh.gov. It is the responsibility of the respondent to confirm receipt
of their proposal before the deadline.

Contractor Responsibilities
The contractor will be solely responsible for errors or omissions; therefore, it is strongly suggested that any firm
unfamiliar with the equipment arrange a site visit prior to finalizing their proposals. Please contact Joe Irving at

BASIS OF AWARD
The basis of award and total price limitation is based on a menu of services consisting of:
(a) The sum of the costs for the annual scheduled servicing.
(b) The sum of anticipated as-needed services per FY at the rates quoted on Exhibit C as follows:
* One unscheduled service call per FY for one boiler and one furnace involving one person and three
hours of time at overtime rates (or minimum hours or service charge, as applicable).
* Mileage charges, if any.
* Total parts and supplies of $1,000 at the contractor's quoted markup.
(c) An additional $3,500 or 10% (whichever is greater) per FY as a contingency for unforeseen costs or serving of
alternative units. Contingency funds may only be used upon prior authorization by the WRBP.
The WRBP reserves the right to determine what constitutes a conforming proposal; to determine if a firm or
individual is qualified; to waive irregularities that it considers not material to the work; and award the contract
solely as it deems to be in the best interest of the State. Basis of award is the lowest total price submitted from a
qualified firm as is in the best interest of the WRBP.
PROPOSED CONTRACT
The selected firm will be under contract to the WRBP. We include herein a blank copy of a standard state
service contract (P-37 form), as well as Exhibits A, B and C for the Agreement. Exhibit A "Special Conditions"
provides a form for the statement to be provided by the contractor confirming that their firm has a confined
space policy which complies with state and federal regulations. Exhibit B "Scope of Services" describes the
contract services. Exhibit C "Cost Proposal and Terms of Payment" is the form for the price quote for the work. It
is strongly suggested that you review the general conditions shown on the second page of the contract form (P-
37) including the insurance requirements contained in Item No. 14. Exhibits A, B and C shall be completed and
returned as part of the proposal response.
Should your firm be selected for the work, the WRBP will send you a "Notice of Intent to Award" along with a P-
37 contract for execution. In addition to this form, the contract documents include: a "Corporate Resolution"
documenting that the signatory has the authority to execute a contract for the work; an insurance certificate
meeting the requirements shown in the P-37; and a "Certificate of Good Standing" from the New Hampshire
Secretary of State's office. Be aware that any corporation, individual (sole proprietorship) or partnership doing
business with the State must be registered and in good standing with the New Hampshire Secretary of State's
Office to process a contract. The contractor will be responsible for providing the WRBP with a certificate issued
by the New Hampshire Secretary of State dated after April 1, 2026. The contractor must also have an active
vendor code issued by the State.
Because it is necessary for the selected contractor to be registered and in good standing with the Secretary of
State's office, if at the time the contractor receives the "Notice of Intent to Award" the contractor is not
registered, the contractor will be allowed fourteen (14) days to complete this task. If at the end of the fourteen
(14) days the contractor is not registered, it will be the WRBP's option to disregard the contractor's proposal.

When the required documents are returned to us, a contract will be processed through the NHDES and the
Governor and Executive Council, a process that usually requires eight (8) to twelve (12) weeks to complete.
The term of this contract shall be for a three-year period beginning July 1, 2026 and ending June 30, 2029. This
contract shall be based on the state's fiscal year, which begins July 1 and ends on June 30 of the subsequent
year.

SCOPE OF SERVICES
The scope of work includes annual scheduled servicing on two Digester boilers, one Operations Building (OB)
boiler and two Primary and Secondary Tunnel forced hot air furnaces at the Winnipesaukee River basin Program
(WRBP) Franklin wastewater treatment facility (WWTF). The dual-fuel service is similar to the service that would
be performed on any fuel-burning boiler system/hot air furnace. This work encompasses a total of Five (5) units:
two (2) Methane/#2 oil fired Maxon EB-5 burners on the Digester boilers, one (1) #2 oil fired burner on the OB
boiler, and two (2) #2 oil fired only burners on the forced hot air Primary and Secondary Tunnel heating units.
Please Note: Due to their size, the two (2) #2 oil-fired forced hot air furnaces require service by a
Commercial/Industrial heating technician. They are to be serviced one (1) time per year in the spring as they are
operated in the summer months. The two (2) dual-fuel digester boilers and the #2 oil fired OB boiler are to be
serviced annually in the fall of each service year.
Notice must be given a minimum of two (2) days before scheduled service is to be done. Cleaning and
service must be done in two (2) consecutive days on the Digester boilers. Cleaning and service of the
tunnel furnaces needs to be done within a week of each other. Contact both Mark Corliss at 603-934-
9926 and Joe Irving at 603-527-9535 with notice.
Because of the configuration and weight of the Maxon burners, a WRBP mechanic will be available to
assist, if needed, with the service of the Digester boilers. This assistance will consist of helping
disassemble, remove and then replace the burner units when the cleaning has been completed.
At a minimum, boiler service shall consist of the following: Open the boilers, brush them out, reseal and
close them up. Disassemble the burners, clean, reassemble, and start them up. Test the system for
efficiency and provide this information in a written report to the maintenance supervisor following each
visit. Based upon this efficiency information, the State may authorize additional work to be performed at
the additional, contingent costs specified in Exhibit C.
At a minimum, furnace service shall consist of the following: Open and clean furnace firebox, nozzles,
electrode, or replace nozzles and electrodes, as deemed necessary should be included in the service
cost. Check and change filters and belts. Grease bearings in blowers. Start and operate, verify efficiency.
Provide this information in a written report to the maintenance supervisor following each visit.
Any broken or defective parts will be replaced after authorization by the WRBP under the additional,
contingent cost provisions specified in Exhibit C.
Repairs resulting from unscheduled service calls will be paid under the terms outlined in Exhibit C of this
Agreement.
Response time requirements: It should be noted that when called for an emergency response, unless
otherwise stated and approved, the service personnel shall be on sight in no more than (6) hours from
time of call. It is the option of the WRBP to make arrangements that would allow for a mutually agreed
time beyond the (6) hour requirement; if the situation allows.
