1. INTRODUCTION
1.1 Brief Overview of the Project
The Workforce and Government Affairs Division (WGA) is soliciting proposals from
qualified consultants to provide workforce development consulting services.
The Consultant selected as a result of this Request for Proposals (RFP) will provide
strategic planning, program design, and implementation support to advance multi-year
workforce development initiatives focused on the adoption of zero emission human
operated cargo handling equipment and Class 8 electric vehicle (EV) trucks. This work
directly supports the commitments of the Port of Los Angeles under the Environmental
Protection Agency's Clean Ports Program grant agreement and the Port's broader efforts
to accelerate zero emission transition across port operations. The Consultant will work
closely with internal Harbor Department leadership and external partners to ensure
workforce readiness, adaptability, and alignment with evolving industry and regulatory
requirements.
For engagements with independent or solo consultants, per terms and conditions of
the Environmental Protection Agency, compensation will be capped at a maximum hourly
rate of $93.50. This rate limitation does not apply to consulting firms. The total value of the
agreement is $900,000 over a three-year term, allocated at $300,000 per year.
The duration of the contract awarded as a result of this RFP is expected to be three
(3) years from the date of execution of the agreement. These services will commence after
a contract is approved by the Board of Harbor Commissioners.
1.2 The Port of Los Angeles
The Port of Los Angeles is America's Port(R), the nation's premier gateway for
international commerce and the busiest seaport in the Western Hemisphere. Located in
San Pedro Bay, 25 miles south of downtown Los Angeles, the Port encompasses 7,500
acres of land and water along 43 miles of waterfront.
The Port features both passenger and cargo terminals, including cruise, container,
automobile, breakbulk, dry and liquid bulk, and warehouse facilities that manage billions of
dollars' worth of cargo each year. One of the world's busiest seaports and leading gateway
for international trade in North America, the Port of Los Angeles has ranked as the number
one container port in the United States each year since 2000. In 2025, the Port handled a
total of 10.2 million container units.
The Port of Los Angeles is a department of the City of Los Angeles (also known as
the Los Angeles Harbor Department) and is governed by the Los Angeles Board of Harbor
Commissioners, a panel appointed by the Mayor of Los Angeles. Although the Port is a
City department, it is not supported by City taxes. Operating as a landlord port with more
than 200 leaseholders, the Port instead generates its revenues from leasing and shipping
5

service fees. The Port's jurisdiction is limited to the Harbor District, which includes property
in San Pedro, Wilmington, and Terminal Island.
1.3 The Workforce and Government Affairs Division
The Workforce and Government Affairs Division engages and maintains positive
relationships with labor unions and governmental entities at the local, regional, state, and
federal levels, while also leading the Port's workforce development initiatives. The division
supports and advocates for legislation and regulations that support the Port and its
stakeholders. The division is led by the Senior Director of Workforce and Government
Affairs who reports to the Deputy Executive Director of Stakeholder Engagement.
2. PROJECT DESCRIPTION
2.1 Project Scope of Work
In 2024, the United States Environmental Protection Agency (EPA) awarded the
Port of Los Angeles (POLA) a $411 million grant through its Clean Ports grant program.
The grant award, along with a significant match from POLA and its terminal operators,
allows the Port to move forward with a $644 million project to transition to zero emission.
Included in POLA's grant project is the launch of Port of Los Angeles Teaching Energy
Advancements in Cargo Handling (POLA TEACH).
Exhibits F and G describe the administrative and general Terms and Conditions of
the EPA for the Clean Ports grant program. The Consultant selected from this RFP will be
required to comply with those Terms and Conditions.

and alignment across sectors.
4. Program and Initiative Development
a. Develop workforce programs, initiatives, and outreach campaigns that
support the transition to human operated zero emission technologies and
promote workforce readiness and adaptability.
b. Support pilot programs and scalable models that can be replicated or
expanded over time.
5. Strategic Advisory Support
a. Provide strategic guidance and recommendations to the Senior Director of
the Workforce & Government Affairs Division on workforce policy, program
design, partnerships, and funding alignment.
b. Monitor industry trends, regulatory developments, and best practices related
to workforce development and zero emission technologies.
6. Reporting, Documentation, and Evaluation
a. Support the development of reports, briefings, and documentation required
for internal Harbor Department leadership, project funders, and external
stakeholders.
b. Develop performance metrics and evaluation frameworks to assess
workforce program effectiveness and outcomes.

The Consultant shall produce the following deliverables:
1. Multi-Year Workforce Development Strategy
a. A written strategic plan outlining goals, timelines, partner roles, workforce
pathways, and implementation milestones.
2. Stakeholder Engagement Plan
a. Documentation of key stakeholders, engagement strategies, meeting
schedules, and facilitation outcomes of POLA TEACH convenings and other
stakeholder engagement.
b. Facilitation of meetings as described in strategies, engagement plans, or
other analysis that support key responsibilities and project deliverables.
3. Education and Training Partnership Framework
