PROJECT FACT SHEET
The San Diego County Water Authority is requesting bids for the following construction project.
I. PROJECT:
A. Title: Pipeline 5 Relining Oceanside 5 Flow Control Facility to Huckleberry Lane,
Specification 682
B. Owner: San Diego County Water Authority
C. Location: The project site is in the northern part of San Diego County along the
Water Authority's Second Aqueduct. The reline, isolation structure, and
valve structure rehabilitation portion of the project is west of the Interstate
15 freeway, north of the Oceanside 5 Flow Control Facility, and spans
south across Jackass Canyon to Huckleberry Lane. The isolation structure
is located in the vicinity of the North County Distribution Pipeline Flow
Regulatory Structure at 3775 Silverleaf Lane, Vista, California 92084. See
the Plans for the vicinity and location maps of the Work.

III. PROJECT DESCRIPTION:
A. Scope of Work: In general, the Work consists of relining an existing untreated water 96-inch
inside diameter prestressed concrete cylinder pipe by fabricating, setting, and welding
approximately 4,968 feet of 93-inch outside diameter welded collapsible steel liners; installing
approximately 96 feet of 93-inch outside diameter cement mortar lined welded steel pipe closure
pieces at two portals; grouting annular space behind installed steel liners; field applying cement
mortar lining to the interior of installed steel liners, installing three temporary portals to access the
existing 96-inch pipe; providing excavation support systems; installing, maintaining and removing
temporary fencing; installing soundwalls; cutting, demolishing and disposing prestressed concrete
cylinder pipe; and removal of abandoned acoustic fiber optic cable from existing pipe; clearing and
grubbing; dewatering; providing traffic control; installing, maintaining, and removing
environmental fencing and flagging; installing and maintaining storm water pollution prevention
measures; excavating and backfilling; installing a concrete isolation structure; rehabilitating eight
pipeline structures including removing, replacing, and salvaging existing valves and piping
components; demolition and disposal of concrete structure and pipeline encasement; installing
cathodic protection test stations; placing reinforcing steel and encasing welded steel pipe in
concrete; installing welded steel pipe bulkheads; restoring the site including placement of soil
amendments and hydroseeding; restoring and improving existing access roads along reline

segment; providing record documents; and all other appurtenant work as required by the Contract
Documents.
B. Liquidated Damages: If work is not completed by the Contractor by each scheduled milestone or
completion date specified in the Contract Documents, the Water Authority will assess liquidated
damages for each calendar day or portion thereof until work is complete. Liquidated damages will
be assessed concurrently if delays in completing work are concurrent. Liquidated damages range
between $4,000 and $15,000 per calendar day depending on the milestone or completion date.

C. Required Insurance Coverage:
1. Commercial General Liability $5,000,000 per occurrence
2. Automobile Liability $5,000,000 per occurrence
3. Worker's Compensation/ Per statutory limitations, and
Employer's Liability $1,000,000 per occurrence for Employer's Liability
4. Professional Liability $2,000,000 per claim
5. Contractor's Pollution Liability $2,000,000 per occurrence
$4,000,000 general aggregate
6. Builder's Risk An amount not less than the contract price
7. Contractor's Equipment On an "all risk" basis

IV. BID PROPOSAL REQUIREMENTS:

B. Prebid Meeting: Prospective bidders are encouraged to attend a Pre-bid Meeting for the
proposed Project. It is not mandatory for the Bidder to attend a Pre-bid Meeting, but it is highly
encouraged. The Pre-bid Meeting will be conducted by the Water Authority at 9:00 a.m.,
February 10, 2026, in the Board Room of the Water Authority located at 4677 Overland Avenue,
San Diego, California 92123-1233. The purpose of the Pre-bid Meeting is to provide a
description of the Work requirements, to describe the bid process and administrative procedures
such as the Small Contractors Outreach and Opportunities Program, Project Labor Agreement,
and insurance requirements, and to receive and answer bidder questions.
C. Site Review: As identified in the Bid Proposal and Bidder's Plan for Construction, prospective
bidders are encouraged to examine the Project site prior to bid. The Water Authority will
conduct a Site Visit on February 10, 2026, immediately following the Pre-bid Meeting.
Prospective bidders are required to provide their own transportation; four-wheel drive vehicles
are recommended but not required. Prospective bidders are required to wear closed-toe shoes and

long pants during the Site Visit. Some locations may require moderate physical activity as
attendees may need to walk on steep hills or uneven terrain. Directions and other information
related to the Site Visit will be given at the Pre-bid Meeting. To document Site Visit attendance,
attendees will be asked to leave their business card or write their information on a sign-in sheet.

D. Bid Security: Each bid shall be accompanied by cash, certified or cashier's check, or bid bond in
the amount of 10 percent of the total bid price payable to the Water Authority as a guarantee that
the bidder, if the bid is accepted, will execute the Contract and provide the required bonds,
certificates of insurance, and endorsements within 15 days of the receipt by the bidder of the
Notice of Award.
E. Required Contractors License: General Engineering Class "A", State of California.
F. Department of Industrial Relations Registration: Pursuant to California Labor Code Section
1725.5, the Water Authority requires all contractors and subcontractors to be registered with the
DIR prior to submitting a bid on any public works project. Bids from contractors or
subcontractors that are not registered as required will be deemed non-responsive. The Water
Authority will not award a contract to and no contractor or subcontractor will be allowed to work
on a Water Authority project unless contractor and each subcontractor are registered with the
DIR pursuant to Labor Code Section 1725.5.
Contractors must submit proof to the Water Authority that all subcontractors of any tier
performing any public works portion of the work are registered with the DIR. Pursuant to Labor
Code Section 1773.3, the Water Authority shall withhold final payment to the Contractor if the
requirement is not satisfied. The Contractor must complete Subcontractor List, Schedule B-1
and Vendor/Supplier and Service Provider List, Schedule B-2 and submit with its bid.
G. Small Contractor Outreach Opportunity Program: The San Diego County Water Authority's Small
Contractor Outreach and Opportunities Program (SCOOP) is designed to maximize participation
of diverse, qualified, small prime contractors, subcontractors, and material suppliers seeking to do
business with the Water Authority. The Contractor hired to complete the scope of work identified
in this request for bids will be determined, in part, by the Contractor's demonstrated effort in
conducting effective outreach to small contractors. Effective implementation of the Water
Authority's SCOOP is a requirement. If the apparent low bidder does not satisfy these SCOOP
requirements, the bidder may be deemed non-responsive.
H. A Project Labor Agreement entitled "San Diego County Water Authority Project Labor
Agreement" has been negotiated and covers the Covered Work of this Contract (Covered
Project). The Project Labor Agreement states the Parties agree to establish effective and binding
methods for the resolution of all misunderstandings, disputes, and grievances without the need to
resort to any strikes, slowdowns, work interruptions, or disruption of Covered Projects by the
Unions or employees or any lockouts by Contractors. As a Covered Project, the Water Authority
has established a goal that at least 60 percent of the total construction craft hours worked on each
Covered Project be performed by Local Workers. In addition, there is a goal that at least 15
percent of the total construction craft hours worked on each Covered Project be performed by
Targeted Workers. The successful bidder and any subcontractors of any tier awarded Covered
Work will be required to execute a Letter of Assent to abide by the terms and conditions of the
Project Labor Agreement. A copy of the Project Labor Agreement is included in the Contract
