The Board of Trustees of the St. Louis County Library District (“Library District”) is accepting proposals (“Proposal” or “Proposals”) pursuant to this Request for Proposals from qualified businesses to provide Landscape Services (the “Project”) to be performed at 21 buildings in the Library District for a period of three years, with the exception of the Guy and Judy Jaffe Family Branch (New Chesterfield Branch), which will require services for only one year beginning in 2028. The Library District is offering two packages for proposals. Proposers may submit a proposal for Package A, Package B or both.

See the attached Scope of Work, Proposal Form and Proposal Instructions for Proposal Package A and Proposal Package B. Proposers are responsible for examination of all instructions for the project. The scope of work will be the same for each Library District Building, however each location differs in size and amount of attention needed. Proposers are responsible for visiting all buildings prior to proposal submission.

Proposal Package A invites proposals for landscape services at the Clark Family Branch, Lynn Beckwith, Jr. Administration Building, and the future Guy and Judy Jaffe Branch (New Chesterfield Branch) slated to need landscape service beginning in 2028. A projected landscape plan will be included with this package (Attachment A).

Proposal Package B invites proposals for landscape services at 18 library branches; Bridgeton Trails, Cliff Cave, Daniel Boone, Eureka Hills, Florissant Valley, Grand Glaize, Grant’s View, Jamestown
Bluffs, Lewis & Clark, Meramec Valley, Mid-County, Natural Bridge, Oak Bend, Parkview, Prairie Commons, Rock Road, Thornhill, and Weber Road.

Please visit each Library District Location to take measurements and examine field conditions. Proposers are responsible for examination of all locations, specifications, schedules, and instructions for
the Project. Addresses of the various branches may be found on the Library’s website at: www.slcl.org/branches .

All Proposals are due no later than 1:00 P.M. C.T., on February 9, 2026.

Proposers shall complete the Proposal as required in this Request for Proposals and deliver the completed Proposal by email only to Kelli Reeves, Manager, Facilities, kreeves@slcl.org . The email
subject line should be “Request for Proposals ? Landscape Services”

To protect the integrity of the Proposal selection process, any questions concerning this Request for Proposals, the Proposal process, or Proposal specifications shall be e-mailed only to Kelli Reeves, Manager, Facilities, at kreeves@slcl.org . The deadline for questions is 2:00pm C.T. Monday, February 2, 2026. Questions will be answered in an addendum posted on the Library’s website ( www.slcl.org/bid-opportunities ).

It is anticipated that the Proposals will be considered by the Library District’s Board of Trustees at the February 23, 2026 meeting after consideration by the Selection Committee and recommendation to the Director & CEO.

The Library District reserves the right to reject any and all Proposals and to waive formalities in
the best interest of the Library District.
BACKGROUND
The Library District is a political subdivision of the State of Missouri. The Board of Trustees
(“Board of Trustees”) of the Library District is a body corporate with all the powers and rights of like or
similar corporations serving more than 863,000 Library District residents. All management and control of
the Library District is vested in a Board of Trustees consisting of five Trustees appointed by the County
Executive of St. Louis County, Missouri. The Trustees serve staggered four-year terms.
The Board of Trustees appoints a qualified librarian who holds that office at the Board of Trustees’
pleasure as the chief executive and administrative officer (“Director & CEO”) of the Library District.
The Board of Trustees has the power to purchase grounds, erect appropriate buildings and improve
existing buildings for the use of the Library District and its branches out of funds available or through the
issuance of bonds or otherwise.
GENERAL REQUIREMENTS
The Project is subject to all applicable laws of the State of Missouri governing the Library District
including but not limited to the following:
● Missouri law prohibits all employers from employing aliens unlawfully present in the United
States to perform work within the State of Missouri, including the Project and proposers must
comply with the provisions relating thereto in Section 285.530 RSMo, as amended.
● All Proposers on Library District contracts for services in excess of $5,000 must provide the Library
District with documentation and a sworn affidavit, with respect to employees working in
connection with the contracted services, affirming enrollment in a Federal Work Authorization
Program (“FWAP”). The affidavit shall also provide that the Proposer does not knowingly employ
any person in connection with the contracted services who is an unauthorized alien. Such affidavits
must be provided with the Proposal.
● In the event that the contract for the services described in this Request for Proposal is for $100,000
or more, and the successful Proposer employs ten (10) or more employees, the contract shall include
a written certification that the Proposer is not currently engaged in and shall not, for the duration
of the contract, engage in a boycott of goods or services from the State of Israel; companies doing
business in or with Israel or authorized by, licensed by, or organized under the laws of the State of
Israel; or persons or entities doing business in the State of Israel.
● Every transient employer must comply with Sections 285.230 through 285.234 RSMo, as amended,
when applicable.
● Pursuant to Sections 34.070 and 34.073 RSMo, the Library District prefers to purchase those
materials, products and supplies which are produced, manufactured, compounded, made or grown,
within the State of Missouri when they are found in marketable quantities and are a quality suited
to the purpose intended, and can be secured without additional cost over out-of-state
products. Quality and fitness of articles will be considered in making purchases or letting
contracts. Similarly, in letting contracts for the performance of any job or services, the Library
District prefers Missouri firms, corporations or individuals, or firms, corporations or individuals
which maintain Missouri offices, when the quality of performance promised is equal and the price
quoted is the same or less.
In addition to the general requirements listed above, the successful Proposer shall comply with all laws,
ordinances, regulations, applicable zoning and building requirements, and orders of federal, state, county,
and local governing authorities pertaining and applicable to each Library District Location, the successful
Proposer and/or the Library District.
Applicable insurance coverage must be provided by the successful Proposer before any work can be
started on the Project.
These general requirements, this Request for Proposal, the Proposal and the specifications, drawings,
schedules and instructions of the Project shall be incorporated in the contract and/or purchase order signed
by the parties should the Proposer be awarded a contract under this Request for Proposal.
SCOPE OF WORK
The following Scope of Work provides an overview of the terms and conditions being sought by the
Library District for the Project. The scope of work will be the same at each Library District building.
Supply all labor, materials, supervision, tools, and equipment for maintenance of all lawns, shrubs,
planting beds, trees and irrigation systems at all locations. Work shall be directed by and coordinated with
the Library’s Manager of Building Systems or their appointee.
Specific duties include:
Lawn care
● Implement a four-season weed control, nutrient, and fertilizing program for all turf areas. Provide
crack and crevice weed control with pre- and post-emergent herbicides. Proposer shall supply all
necessary data sheets.
● In season, mow, trim, and edge all turf areas on a weekly basis. We anticipate a minimum of 30
mowings. Four (4) in the months of April, May, June, July, August, September and October and
two (2) in the month of November with the final cut on or before November 15th. If locations need
additional service it will be outside of this contract it will require an approved PO before work can
be completed.
● The Proposer is required to produce in writing the mowing dates, other work descriptions and
specify locations. This is required as an emailed monthly summary of activity completed.
● Mowing height will be maintained at approximately between 2-3 inches.
● Prior to mowing remove all trash and debris from turf. After each mowing, remove any remaining
litter. On each visit, collect and dispose of trash in planting beds and all dead material (branches,
etc.). Proposer shall not dump any debris into SLCL containers.
● Edging shall be performed at all turf transition areas. All areas around trees, shrubs, buildings,
posts, fences, flower beds, sidewalks and curbs will be edged with lawn trimmers after each mow.
Use trimmers in locations where mowers cannot reach vegetation.
● All grass clippings shall be removed from all play area equipment, porches, beds, walkways,
sidewalks, driveways, and parking lots after each mowing. The use of power blowers is acceptable,
however, accumulations of debris must be removed from the site and not blown onto adjacent
property, street surfaces, sewer drains, fence lines or planting areas. Excessive clippings shall be
recycled through commercial recycling processes rather than placed in Library’s refuse containers.
● Proposer will be responsible for replacement of trees, turf, shrubs, bushes or any other vegetation
damaged by inappropriate mowing or edging. Ruts, holes and other disfigurement of mowed areas
caused by mowing equipment shall be the responsibility of the Proposer to repair to original
condition. Proposer will provide prompt replacement or repair.
● Community gardens are installed at three locations: in Package B: Cliff Cave Branch, Grant’s View
Branch and Prairie Commons Branch. No work related to them is included in this Scope of Work,
but Lawn Maintenance is required around and adjacent to the planters. Care should be taken to
prevent any lawn treatment material from entering the planting beds.
Weed control
● Planting beds shall be kept free of weed material on a weekly basis. Remove individual weeds at
the root. If herbicides are required, consult with Library prior to use. Library shall have final
approval of treatment plan. Comply with all federal, state, and local laws and regulations governing
the use of herbicides.
● Undesired vegetation in sidewalks, curbs, cracks and other hard surfaces need maintained so
there are no weeds growing in them on a weekly basis. Proposer can apply an effective, safe and
environmentally friendly herbicide and/or cut them with a weed whip.
Native plant prairie areas
Leave grasses up for winter interest and cut down (4-6” above grade) end of February before
bulbs start to appear.
● Inspect native plant areas monthly for any invasive plants. Remove undesired plants at the root or
if herbicides are required, consult with the Library prior to use. Library shall have final approval
of treatment plan.
Irrigation
● Annually in the spring perform startup and programming at each location. At the end of the season
perform annual winterization for system shutdown.
● Monthly, during growing season, inspect the system and confirm all heads and lines are working
properly and not leaking.
● Weekly, inspect plants for signs of over or under-watering and make any adjustments to
programming needed.
BMP maintenance
● Seven locations have MSD-approved BMP structures installed. Perform monthly cleanup of BMP
ponds at each visit. Each year, prepare BMP annual report for each location per MSD’s
specifications
