Notice is hereby given that Navajo County is conducting a competitive ONE-STEP process to retain
a CONSULTANT to provide a modern Computer Assisted Mass Appraisal (CAMA) system and
associated professional services to replace the County's existing system. The term of this contract
will be one (1) year with the option to renew up to (4) additional one-year terms.

All Proposals for the specified service shall be received by the Navajo County Clerk of the Board of
Supervisor's Office at the location indicated, on or prior to the exact time and date indicated below.
Late submittals shall not be considered. The official prevailing clock is located in the Clerk of the
Board of Supervisor's Office. Proposals received by the correct time and date shall be publicly
recorded. Navajo County takes no responsibility for informing recipients of changes to the original
solicitation document. Failure to acknowledge addendums with the solicitation response may be
grounds for deeming the Proposal non-responsive.
Proposals must be submitted in a sealed envelope. The RFP number and the proposers name and
address should be clearly indicated on the outside of the envelope. Failure to clearly indicate RFP
number, name and address on the outside of the package or envelope may be cause for the
Proposal to be deemed invalid. All Proposal's must be completed in ink or typewritten. Questions
must be in writing and addressed to the contact listed below. The last day to submit questions is

I. PROJECT OVERVIEW
1.1 INTRODUCTION
The Navajo County Assessor's Office is responsible for maintaining accurate and equitable
assessment records for all taxable property within the County in accordance with the Constitution
and laws of the State of Arizona. These responsibilities include the valuation and administration of
residential, commercial, agricultural, exempt, and business personal property, as well as
maintaining ownership records, processing parcel changes, supporting appeal activities, and
providing property information to taxpayers, governmental agencies, and other authorized
stakeholders.
To support these responsibilities, the County utilizes a Computer Assisted Mass Appraisal (CAMA)
system as the primary repository of assessment information. As technology, business practices,
and statutory requirements continue to evolve, the County is seeking a modern solution capable
of supporting current operational needs while providing the flexibility necessary to accommodate
future growth and innovation.
The County recognizes that implementation of a CAMA system represents a long-term investment
extending well beyond software acquisition. Accordingly, the County seeks a solution that
provides not only comprehensive assessment functionality but also a stable technology platform,
reliable vendor support, and the flexibility to adapt to changing business requirements throughout
the life of the system.
1.2 PROCUREMENT INTENT
The intent of this procurement is to acquire a comprehensive assessment administration solution
together with all professional services necessary to successfully implement and support that
solution.
The County seeks proposals that demonstrate proven functionality, mature implementation
methodologies, experienced project personnel, and a commitment to long-term customer
success. While innovation is encouraged, preference will be given to solutions that emphasize
configurable standard functionality over extensive custom software development.
1.3 RELATIONSHIP TO THE TECHNICAL REQUIREMENTS SPECIFICATION
This Executive RFP establishes the County's procurement objectives, business expectations, and
proposal requirements.
Vendors shall provide sufficient detail within their proposals to demonstrate how the proposed
solution satisfies the functional, technical, implementation, security, reporting, data conversion,
training, integration, and support expectations described throughout this RFP. The County may
request additional information, demonstrations, or clarifications during the evaluation process to
further assess the proposed solution.

II. BACKGROUND
2.1 COUNTY OVERVIEW
The Navajo County Assessor's Office administers property assessment functions for a
geographically diverse county consisting of residential, commercial, agricultural, industrial,
exempt, and business personal property. The Assessor's Office is responsible for maintaining
accurate assessment records, supporting equitable valuation practices, and administering
assessment activities in accordance with Arizona law.
Assessment operations involve numerous interconnected business functions including parcel
administration, ownership maintenance, valuation, permit processing, appeals, mapping
coordination, reporting, and public information services. These activities require timely access to
accurate assessment information and coordination with multiple County departments and
external agencies.
2.2 EXISTING TECHNOLOGY ENVIRONMENT
The County maintains an established technology environment supporting assessment
administration through a combination of enterprise applications, geographic information systems
(GIS), reporting and business intelligence platforms, document repositories, and internally
developed software that support daily assessment operations.
The CAMA system serves as the authoritative source for assessment information and supports
numerous business functions, including parcel administration, ownership maintenance, property
valuation, sales analysis, permit processing, business personal property administration,
exemptions, appeals, statutory reporting, public information services, and integration with other
County and State systems. The County has also developed custom reports, automated
processes, interfaces, and internally developed applications that leverage assessment
information to improve operational efficiency and meet local business requirements.
The proposed solution shall integrate effectively within this enterprise environment while
preserving the County's ability to support existing business processes and future technology
initiatives. Vendors shall describe how the proposed solution supports integration with enterprise
GIS, reporting and business intelligence platforms, document management systems, internally
developed applications, and other County systems. Vendors shall identify the integration
methods available (such as APIs, direct database access, data replication, data warehouse,
scheduled exports, or other supported interfaces), describe any limitations or licensing
requirements, and explain how the proposed solution will support both existing and future
County-developed applications and business processes.
2.3 BUSINESS ENVIRONMENT
The County's assessment environment is characterized by evolving statutory requirements,
changing market conditions, and increasing expectations for timely access to accurate property
information.

County personnel rely upon assessment information to support parcel administration, ownership
maintenance, property valuation, sales analysis, permit processing, business personal property
administration, exemption management, appeals, reporting, customer service, and compliance
with Arizona Revised Statutes, Title 42. Assessment information is also utilized to support
geographic information systems (GIS), tax administration, public information services, business
intelligence, and integration with other County and State systems.
The proposed solution shall support these operational and statutory responsibilities by providing
comprehensive functionality for the administration, maintenance, analysis, and reporting of
assessment information. Vendors shall describe how their proposed solution supports these
business functions, identify any functionality provided through standard product capabilities,
configuration, or third-party components, and explain how the solution improves operational
efficiency, data accessibility, reporting capabilities, and integration with the County's enterprise
technology environment.
III. PROJECT OBJECTIVES
3.1 OVERVIEW
Navajo County is undertaking this procurement to acquire a modern Computer Assisted Mass
Appraisal (CAMA) solution that will serve as the County's enterprise platform for assessment
administration for the next generation of operations. The County seeks a solution that not only
satisfies current business and statutory requirements but also provides the flexibility to adapt to
changing legislation, evolving technology, and future organizational needs.
The County recognizes that replacing a CAMA system represents a significant investment in
technology, business processes, and organizational change. Accordingly, the County seeks a
Vendor that can provide not only proven software, but also the expertise, implementation
methodology, and long-term partnership necessary to ensure the continued success of the
Assessor's Office.
This procurement is intended to balance functionality, technology, implementation risk, long-term
sustainability, and total cost of ownership while preserving the County's investment in its
assessment data and supporting business processes.
3.2 STRATEGIC OBJECTIVES
The County has identified the following strategic objectives for this procurement:
Modernize Assessment Administration
Implement a comprehensive assessment administration platform that improves efficiency,
enhances usability, and supports the complete lifecycle of property assessment activities
while reducing dependence on manual processes.
Improve Operational Efficiency
Provide County staff with modern tools that streamline workflows, reduce duplicate effort,
improve data quality, and support timely completion of statutory responsibilities.

Support Accurate and Equitable Valuation
Provide a solution that supports accepted mass appraisal practices and enables the County
to maintain accurate, equitable, and defensible property valuations in accordance with
Arizona law.
Preserve County Information Assets
Preserve the County's investment in historical assessment records by ensuring the
successful migration, accessibility, and long-term usability of assessment data, including
historical information maintained since 2005, while maintaining County ownership and
supporting future operational needs.
Strengthen Enterprise Integration
Support secure, standards-based integration with the County's enterprise Geographic
Information System (GIS), custom reporting and business intelligence platforms, internally
developed applications, and Arizona Department of Revenue (ADOR) reporting
requirements. Vendors shall describe the integration methods supported by the proposed
solution, including available APIs, direct data access, data warehouse or replication
options, scheduled file exports, and other supported mechanisms. Vendors shall also
describe how the proposed solution supports the generation of fixed-width text files and
other required export formats used for statutory reporting and data exchange with the
Arizona Department of Revenue.
Improve Reporting and Decision Support
Provide timely access to reliable assessment information that supports operational
reporting, management oversight, business intelligence, and informed decision-making.
Establish a Long-Term Partnership
Select a Vendor committed to continuous product improvement, responsive customer
support, and a collaborative relationship that extends well beyond the initial
implementation.

IV. SCOPE OF WORK
4.1 FUNCTIONAL CAPABILITY
The County seeks a complete, integrated solution that includes all software, professional
services, implementation activities, and ongoing support necessary to successfully replace the
County's existing Computer Assisted Mass Appraisal (CAMA) system.
The selected Vendor shall provide the software, personnel, project management, documentation,
and professional services required to deliver a fully operational production system. The County
expects the Vendor to assume responsibility for coordinating implementation activities and
providing guidance throughout the project lifecycle.
The scope of work described within this section establishes the overall expectations of the
County.
4.1.1 SOFTWARE SOLUTION
The proposed solution shall provide a comprehensive assessment administration platform
capable of supporting the County's business operations through configurable standard
functionality.
The County seeks an integrated solution that minimizes reliance on custom software development
while providing sufficient flexibility to accommodate Arizona assessment practices, statutory
requirements, and County business processes.
The solution should support future product enhancements and technological evolution through
standard product releases whenever practical.
The proposed solution should support the County's statutory assessment responsibilities as
prescribed by Arizona Revised Statutes, Title 42, while providing opportunities to improve
business processes, increase operational efficiency, enhance reporting and analytics, and
strengthen integration with other enterprise systems. Vendors shall describe how their proposed
solution supports Arizona assessment laws and regulatory requirements, including any standard
functionality, configuration, or implementation services used to achieve compliance.
The County encourages Vendors to recommend industry best practices where appropriate;
however, the proposed solution should remain sufficiently flexible to accommodate Arizona
statutory requirements and the County's established assessment business processes.
4.1.2 INTEGRATED GIS AND MAP-BASED ASSESSMENT
The County seeks a CAMA solution with an integrated GIS experience that provides a seamless
relationship between the assessment record and the property's geographic location. GIS should
function as an operational component of the assessment system rather than solely as a separate
mapping or reference application. Users should be able to move efficiently between property

records and their geographic representation without unnecessary duplication of searches or
navigation between disconnected systems.
The proposed solution should enable authorized users to utilize the map as part of routine
assessment activities, including locating and identifying properties, searching for parcels and
accounts, selecting individual or groups of properties, reviewing property and assessment
information, and using geographically selected properties to initiate supported workflows or batch
processes. The County is particularly interested in solutions that allow staff to use spatial
selection tools to identify groups of properties and perform authorized mass or batch activities
against the selected records.
Vendors shall describe the GIS capabilities provided with the proposed solution and explain how
GIS is integrated with the CAMA property record. Responses shall identify the mapping platform or
technology utilized, available search and spatial selection capabilities, the assessment functions
that may be initiated from the map, and whether geographically selected properties can be used
for batch processing or mass maintenance activities. Vendors shall also identify any separate
products, licenses, integrations, configuration, or third-party components required to provide the
proposed GIS functionality.
Vendors should be prepared to describe the relationship between a property record and its
geographic location, property identification and search from the map, selection of multiple
properties using geographic or spatial criteria, review of assessment information for selected
properties, and initiation of an assessment workflow or batch process using properties selected
through the GIS interface in their proposal.
4.1.3 BUSINESS FUNCTIONALITY
The proposed solution should provide comprehensive support for all major assessment
administration functions including property administration, ownership management, valuation,
appeals, permitting, reporting, workflow management, administration, and public information
services.
The County encourages Vendors to demonstrate mature standard product functionality that
reduces reliance on customization while providing the flexibility necessary to accommodate
Arizona assessment practices.
Vendors shall provide a description of the functionality available within each major assessment
area identified above. The response shall identify whether the functionality is included within the
standard proposed solution or requires configuration, customization, an additional Vendor
module, third-party software, or future development. Vendors shall also identify any significant
limitations, dependencies, or additional licensing requirements.
Vendors shall be prepared to describe representative end-to-end assessment workflows using the
proposed production software, including property and ownership maintenance, valuation
activities, appeals or permit processing, reporting, workflow or task management, system
administration, and public property information.
