Project Description: The South Central Transit Authority (SCTA) will receive proposals online electronically via PennBid from qualified firms for Phase II: Installation of a rooftop solar panel array, electrical work and tie-in to Phase I electrical and structural work on a 1946 building to reinforce steel trusses and steel columns. Phase I comprised of the installation of solar canopies onto the adjacent employee parking lot plus the electrical work that includes portions of the Phase II installation at the Reading Operations Center until 1:00 PM, prevailing time, on Friday, December 6, 2024. At the designated time in this notice, the proposals received shall be opened online with results posted via PennBid.

A non-mandatory Pre-Proposal meeting will be held at the Reading Operations Center at 1700 N 11th Street, Reading, PA 19604 on Wednesday, November 13, 2024, beginning at 10:00 a.m.
All bids and contracts are subject to all applicable state and federal laws and to a financial assistance contract between the South Central Transit Authority and the Pennsylvania Department of Transportation and the Federal Transit Administration.
Contractors and subcontractors will be required to comply with all applicable Buy America, Non-Discrimination, Non-Collusion, Lobbying, Debarment and Contractor Integrity laws and regulations. All bidders will be required to certify they are not on the Comptroller General’s list of ineligible contractors.
SCTA solicits and encourages disadvantaged business enterprise participation. DBEs shall be afforded full consideration of their response and will not be subject to discrimination. For this project, a DBE goal has not been established for this Contract.
Bidders are advised that this project is subject to and will be governed by the provisions of the federal Davis-Bacon Act, including amendments and supplements thereto. Bidders shall prepare their bids after giving consideration to the applicability of said federal Davis-Bacon Act to the work.
A Performance Bond and Payment Bond, each for 100 percent (100%) of the contract price will be required by the winning proposer at the time of the execution of the contract.
SCTA reserves the right to postpone, to accept or reject any and all proposals, in whole or in part, or to waive any and all informalities or technicalities, as it deems in its best interest.
No proposals may be withdrawn for a period of sixty (60) days after the date set for the opening of proposals.
