Project Description: Sealed Proposals will be received by Shaler Township via PennBid until 10:30 a.m. prevailing time on Tuesday, December 17, 2024, for the following:
2024/2025 SHALER O&M REPAIRS PROJECT CONTRACTS A - G
Each Contract involves sanitary sewer repairs including but not limited to: sanitary sewer full length manhole to manhole lining CIPP repairs (contracts ranging from approximately 2,000 L.F. to 30,750 L.F.); direct excavation point repairs (contracts ranging from approximately 20 L.F. to 515 L.F).; sanitary sewer heavy cleaning; pre and post CCTV inspections; internal reinstatement of active service laterals; cutting of protruding taps; internal rehabilitation of sanitary sewer manholes; location and adjustment of buried sanitary sewer manholes; installation of manholes; traffic control; resident and business notification; and site restoration, complete in place. All traffic control and restoration of disturbed areas are also included in this project.
There will be a Mandatory Pre-Bid Meeting on Tuesday, November 26, 2024, at 10:30 a.m. prevailing time at the Township Building located at 300 Wetzel Road, Glenshaw, PA 15116. Contractors who intend to bid MUST attend for their bids to be considered responsive.
The project will be funded through PENNVEST and additional grant opportunities. Davis Bacon or PA Prevailing Wage Rates will be required to be paid on this contract depending on the funding type utilized.
Sewer Lining and Plumbing Contractors are encouraged to bid on this work.
Bidders shall note that the project is using State Revolving Fund (SRF) Grant funding, and that DBE Solicitation is required. The American Iron and Steel Act (AIAS) and Build American, Buy America Act (BABA) are requirements of the SRF grant funding. By signing payment application and recommending payment, Contractor certifies they have reviewed documentation for all products and materials submitted for payment, and the certifications are sufficient to demonstrate compliance with Build America, Buy America Act requirements. The Prime Contractor for the project must comply with the Six Good Faith Efforts. The Prime Contractor must also use DGS to obtain subcontractors, rentals, and suppliers.

Proposals to receive consideration must be submitted with a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of Shaler Township in an amount equal to ten percent (10%) of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within a specified amount of time after Notice of the Award of the Contract.
The Proposals must be made to Shaler Township, Allegheny County, Pennsylvania, and shall remain firm for a period of one hundred twenty (120) days. No Bidder may withdraw his Proposal during the one hundred twenty (120) day period without forfeiting his Bid guarantee.
Performance, Maintenance, and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement upon acceptance of the Proposal from the successful Bidder.
