Special Notice Notice of Intent to Award a Sole Source Procurement

The Department of Veterans Affairs (VA), Veterans Health Administration, Network Contracting Office (NCO) 17, for the South Texas Veterans Health Care System (STVHCS), 7400 Merton Minter Blvd.
San Antonio, TX 78229 intends to issue a sole source award to Becton, Dickinson & Co., located at 1 Becton Dr, Franklin Lakes, NJ 07417.

This procurement action requires contractor to provide service agreements for the STVHCS. The contractor shall provide preventative maintenance and service on three (3) government owned BD FX Blood Culture System Instruments SN: FT3310, FT3320, FT3321 and service agreement for the BD Epicenter Data Management System, SN: G6MY934003NC, all in accordance with the attached Statement of Work.

The VA intends to solicit and negotiate a sole source contract under the authority of FAR 13.501(a)(2)(i). The VA anticipates awarding contract on or near September 01, 2025. The projected period of performance will be from 09/02/2025 to 09/01/2026.

This notice of intent to award a sole source contract is not a request for competitive proposals. However, in accordance with FAR 5.207(c)(16)(ii), all responsible sources that feel they can fulfill this requirement may submit a capability statement which shall be considered by the VA. Responses to this notice shall contain sufficient information to establish the interested parties bona-fide capabilities for fulfilling the requirement, and include: SAM Unique Entity ID, and the Taxpayer Identification Number, along with documentation that the vendor is a Certified Becton, Dickinson & Co., Field Service Engineer or an authorized third party. All respondents must have an active registration in the System for Award Management at www.sam.gov. Interested Service Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) must be listed as verified on the Veteran Small Business Certification (VetCert) database located at https://veterans.certify.sba.gov/ in order to receive contract awards under the Veterans First Contracting Program. A determination by the VA not to compete this proposed action based upon responses to this notice is solely within the discretion of the VA. In addition, the information received because of this notice of intent will be retained as market research only. If no affirmative written response is received by the response date and time, a sole source contract will be awarded to Becton, Dickinson & Co., located at 1 Becton Dr, Franklin Lakes, NJ 07417 without any further notice.
