1.0 BACKGROUND INFORMATION
The Santa Clara Superior Court (“Court”) is seeking a qualified janitorial company to provide
janitorial cleaning services for holding cells at five (5) courthouse locations, as well as general
and deep cleaning services as needed for all courthouses listed below:
Palo Alto Courthouse 270 Grant Street, Palo Alto, CA (holding cells)
Hall of Justice East 191 West Hedding Street, San Jose, CA (holding cells)
Hall of Justice West 200 West Hedding Street, San Jose, CA (holding cells)
Family Justice Center Courthouse 201 North First Street, San Jose, CA (holding cells)
Old Courthouse 161 North First Street, San Jose, CA
Downtown Superior Court 191 North First Street, San Jose, CA
Morgan Hill Courthouse 301 Diana Avenue, Morgan Hill, CA (holding cells)
Records Storage Center 32 Daggett Drive, San Jose, CA
2.0 DESCRIPTION OF SERVICES AND DELIVERABLES
The Santa Clara County Superior Court (“Court”) seeks the services of a qualified person or
entity with expertise in cleaning, sanitizing, and detailing all secondary and basement inmate
detention holding cells at the courthouses listed above, Monday through Friday.
The daily shift will be eight (8) hours, from 3:30 p.m. to 12:00 a.m. (midnight). Travel between
courthouses is required daily as part of the assignment. Qualified vendors must provide a
reliable company vehicle for this position. The bid proposal shall include the cost of a
company vehicle and an estimated monthly cost for fuel.

Qualified vendors may also be called upon, on an as-needed basis, to provide general
cleaning and special deep-cleaning services. Special projects such as floor waxing and deep
cleaning will be quoted based on the scope of work.
The initial contract term will be three (3) years, with two (2) additional one (1) year extension
options

If selected, the person or entity submitting a proposal
(hereinafter referred to as “Proposer”) must sign this Court
Standard Form agreement (the “Terms and Conditions”).

On this form, Proposer must indicate acceptance of the
Terms and Conditions or identify exceptions to the Terms
and Conditions.
Note: A material exception to a Minimum Term will
render a proposal non-responsive.
Proposer must complete the General Certifications Form
and submit the completed form with its proposal.
Proposer must complete the Darfur Contracting Act
Certification and submit the completed certification with its
proposal.
This form contains information Court requires in order to
process payments and must be submitted with the
proposal.
For Proposers claiming the DVBE incentive, complete the
DVBE Declaration and Bidder Declaration forms to receive
the 3% incentive. See section 13.0.
Proposer must complete the Iran Contracting Act
Certification and submit the completed certification with its
proposal.
Proposer must complete the Unruh Civil Rights Act and
California Fair Employment and Housing Act Certification
and submit the completed certification with its proposal.

5.0 PAYMENT INFORMATION
The Court will pay monthly invoices.
The Court shall not be charged for the following:
Sick time, no-shows, vacation, holidays, or Court closure days, including Court-
observed holidays listed below
Incidentals such as tolls, meals, and parking without advance Court approval
Any unapproved expenses

6.0 PRE-PROPOSAL CONFERENCE
Court will hold a Mandatory pre-proposal conference on the date identified in the timeline
above. The pre-proposal conference will start at 9:30 am

Attendance at the pre-proposal conference is MANDATORY. Each Proposer must be certain
to check in at the pre-proposal conference, as the attendance list will be used to ascertain
compliance with this requirement. Court will reject a proposal from any Proposer who did not
attend the pre-proposal conference.
7.0 SUBMISSIONS OF PROPOSALS
7.1 Proposals should provide straightforward, concise information that satisfies the
requirements of the “Proposal Contents” section below. Expensive bindings, color
displays, and the like are not necessary or desired. Emphasis should be placed on
conformity to the RFP’s instructions and requirements, and completeness and clarity of
content.
7.2 Proposer must submit its proposal in two parts, the technical proposal and the cost
proposal.
a. Proposer must submit an electronic copy of the technical proposal. The
technical proposal must be signed by an authorized representative of Proposer.
