Outdoor Station Structural and Electrical Materials
1.0 OVERVIEW
The Town of Apex (Owner) is procuring materials for the expansion of its East Williams
Street Substation. The Substation is 230 kV to 23 kV station with one existing transformer
and one to be added for this project. The existing high side facilities will remain with a tap
added for the new transformer. The entire low side structure will be removed and replaced
with the design herein. These technical specifications are an integral part of the Procurement
Documents for these materials and describe the structural materials and equipment required
for the installation of the facilities.
Station construction features galvanized steel structure with aluminum tubular bus and flexible
aluminum and copper cables for conductor leads. Bids shall include all steel structures and all
associated conductors, connectors, and electrical apparatus required by the technical
specifications, material list, and associated drawings, unless such items are specifically
identified as furnished by others.
The scope of work includes the Materialman's engineering to produce a design exhibiting
structural integrity for stated environmental conditions while offering pre-engineered assembly
in the field. The switching station shall be furnished as a packaged product ready for field
erection by others skilled in site construction work. The Materialman's work shall include all
fabrication and assembly detailing necessary to produce a functional substation structure based
upon the general arrangement drawings provided with these technical specifications.
The general arrangement drawings provided with these technical specifications serve to
illustrate conceptual design and function. Absence of specific assembly details and
dimensions in the general arrangement drawings as provided does not relieve the Materialman
from responsibility for providing a fully engineered product.
Throughout these technical specifications, the term "Procurement Documents" is used to
encompass the various documents and forms that comprise the bid package for this project.
Reference to this term includes the technical specifications, the general arrangement and detail
drawings, the bill of materials, the bid forms, general conditions, and all commercial
documents prepared or incorporated by the Owner and/or the Engineer (ECE).

2.0 GENERAL REQUIREMENTS FOR MATERIALMAN'S WORK
2.1 All materials manufactured or otherwise supplied by the Materialman shall be new.
2.2 The Materialman shall comply with the bill-of-materials (BOM) accompanying these
technical specifications. The BOM is provided to the Materialman to indicate the type
and style of the particular item required by the engineer. If the Materialman proposes to
furnish alternate manufacturers for various items listed in the BOM, the Materialman
must clearly identify such alternates in the Materialman's bid. The quantities listed in
the material list are estimated by the engineer based upon the conceptual design with
allowance for some spares of items such as bus or conductor terminals. In no case
should the Materialman propose to furnish less than the quantities listed unless approved
by the engineer a minimum of 10 days prior to the bid date. If the Materialman
discovers that a particular quantity listed has been underestimated he shall so state in his
proposal and propose to provide sufficient quantity for the job. The Materialman should
also add materials as necessary for a complete and functional design. The BOM
furnished with the bid shall have itemized pricing for each item proposed. This
information is for the Owner's information only. The Owner understands that this
pricing includes engineering costs that may be spread among the items and any
future deletions or additions to the project may not be in accordance with these
exact prices.
2.3 Substitution of alternate brands or styles of materials for various items in the bill-of-
materials is subject to approval by the Project Engineer.
2.4 Fabricated steel and associated structural components supplied by the Materialman shall
be warranted against defects in workmanship, fit, and finish. The warranty shall
encompass a period of 12 months after energization of the facility or 18 months from
date of last material shipment to the job site, whichever occurs first. This warranty shall
be binding upon the Materialman, regardless of the origin of structural material
fabrication.
2.5 When submitting a proposal, the Materialman shall provide an estimate of the total
weight of all galvanized structural components including columns, beams, trusses,
towers, base plates, anchor bolts, and fastener hardware.
2.6 Pre-engineered products (connectors, conductors, switches, fuses, insulators,
transformers, etc.) supplied by the Materialman in accordance with the BOM shall
provide the device manufacturer's full warranty coverage as if supplied directly by the
device manufacturer.
2.7 The Materialman shall coordinate all design, fabrication, material procurement, and
material shipment as a complete packaged product. Structural design shall be
comprehensive to provide structural integrity, fabrication detailing, subassembly

detailing, erection detailing, and details for attachment of specified electrical apparatus.
The Materialman shall provide incidental engineering necessary to design all structures
in accordance with specific environmental conditions.
2.8 In performing the work, the Materialman shall submit a complete set of shop drawings
for the Project Engineer's review and approval. Conditions and requirements regarding
the submittal and approval of the shop drawings are detailed in Section 3.0 of these
technical specifications.
2.9 Notice to proceed with material orders is contingent upon the Project Engineer's review
and approval of the Materialman's proposed bill of materials. Materials supplied
without the approval of the Project Engineer are subject to replacement at the
Materialman's expense.
2.10 Notice to proceed with fabrication of steel components is contingent upon the Project
Engineer's review and approval of the Materialman's shop drawings. Structural
components fabricated prior to such review may be subject to replacement at the
Materialman's expense if the components do not conform to the Project Engineer's
review and commentary.
2.11 The Materialman shall weld, bolt, and otherwise preassemble all braces, clips, plates,
channels, angles, and other subcomponents into structural subassemblies suitable for
shipment and simplified site erection. Such subassemblies include, but are not limited
to, column trusses, box trusses, channel trusses, flanged column assemblies, flanged
beam assemblies, and pedestal assemblies.
2.12 The Materialman's scope of work shall include coordinated prepaid delivery of all
materials to the designated job site. Conditions regarding delivery of the project
materials are addressed in detail in Section 4.0.
3.0 DRAWINGS
3.1 Engineer's Drawings
3.1.1 As an integral part of the Procurement Documents, the Engineer. provides
drawings depicting the general arrangement of the switching station structure.
These drawings also identify general location and intended use of the materials
to be supplied by the Materialman. The drawings typically include Site Plan,
Plan View, Sections, Details, and Grounding Details.
3.1.2 The Engineer will provide the successful bidder with AutoCad versions of these
drawings for his use. The successful bidder should understand that these
drawings are conceptual in nature and that the Materialman is responsible for the
actual dimensions, fit, and coordination of all components.

3.1.3 Use of drawings prepared and provided by the Engineer in any form of media is
restricted to this project.
3.2 Submittal of Manufacturer's Shop Drawings
3.2.1 Prior to placing orders for material and fabrication, the Materialman shall submit
three (3) copies of all shop drawings and proposed bill of materials to the Project
Engineer for review. All documents submitted shall be clearly identified as
"PRELIMINARY" and "SUBMITTED FOR APPROVAL". Such documents
shall also clearly identify the name of the end use customer, the name of the
project, and any project numbers designated in reference to the project.
Electronic submittals are subject to the Engineer's approval.
3.2.2 The Materialman's shop drawings shall be comprehensive in the representation
of the station components and the assembly of those components. The drawings
shall exhibit all dimensions, design criteria, and assembly detailing to allow the
Project Engineer to assess the conformance of the Materialman's work with the
project specifications. As a minimum, each set of shop drawings and/or
documents submitted shall include the following, where applicable to the project.
1) Foundation Reaction Calculations
2) Structural Loading Diagrams
3) Anchor Bolt Plan and Bolt Details
4) General Arrangement (Plan and Sections)
5) Erection Diagrams
6) Steel Detail Drawings
7) Bill of Materials
3.2.3 Steel detail drawings shall include a table itemizing the components for each
assembly, with each component identified by mark number, quantity, dimension,
and weight.
3.2.4 The Materialman's Bill of Material shall list the type, size, length and quantity of
associated mounting bolts, washers, nuts, etc. with each piece of equipment
(such as switches or insulators). Similar information shall be furnished for
stainless steel or bronze (as applicable) hardware for attachment of terminals (or
similar appurtenances) to the piece of equipment.
3.2.5 The Materialman shall submit reaction calculations, loading diagrams, and
anchor bolt plan/details to the Engineer at the earliest possible date.

3.2.6 When submitting foundation reaction calculations and loading diagrams, the
Materialman must identify the following information for each structural member:
1) Vertical Dead Weight
2) Vertical Uplift
3) Shear
4) Overturning Moments
3.2.7 When submitting shop drawings, the Materialman shall direct attention to any
modifications in the project design that notably deviate from the original design
set forth in the Procurement Documents. The Materialman shall clearly identify
the justification for modifications to the design at the time shop drawings are
submitted.
3.2.8 The Materialman shall submit to the Project Engineer detailed data (i.e., "cut-
sheets") for all alternate products that are proposed substitutions to items
originally identified by the Procurement Documents.
3.2.9 The Project Engineer will review the Materialman's drawings and documents to
ascertain conformance of the Materialman's materials and work with the design
concepts and materials set forth by the Procurement Documents. Furthermore,
the Project Engineer will review the shop drawings for usefulness to field
personnel for on-site structural assembly and erection. However, such review,
commentary, and approval will not extend to design data, design methodology or
fabrication methodology that is the particular expertise of the Materialman and
outside the general practice of an engineering review.
3.2.10 The Project Engineer will make every effort to afford a prompt review of
documents submitted. However, the Materialman shall allow the Project
Engineer a minimum of 14 continuous calendar days after receipt of drawings
for review, commentary and approval. Following the review, the Project
Engineer will return to the Materialman one (1) set of shop drawings and
documents bearing commentary and notations relevant to approval.
3.2.11 The Project Engineer's approval of an individual item or detail does not
necessarily indicate approval of the complete assembly in which the individual
item or detail is used. Review and approval of the Materialman's shop drawings
and documents will not relieve the Materialman from responsibility for
compliance to the design concepts and functionality required by the Procurement
Documents.
3.2.12 The Materialman shall make corrections to the shop drawings and documents as
required by the Project Engineer, and shall submit subsequent copies of
corrected documents to the Project Engineer as may be required.

3.2.13 Fabrication of structural components or placement of orders for materials
without the approval and consent of the Project Engineer may result in rejection
of such components and materials, and require replacement of such components
and materials at the expense of the Materialman.
3.3 Materialman's Final Drawings and Documentation
3.3.1 Following review and approval of shop drawings by the Project Engineer, the
Materialman shall prepare final drawings documenting the structural components
and materials as fabricated or otherwise supplied under the project contract.
3.3.2 The Materialman shall forward final drawings and documentation to the Project
Engineer. The Project Engineer will be responsible for distributing these
materials to the on-site construction personnel and to the technical staff of the
Owner.
3.3.3 The Materialman shall furnish final drawings and documentation in the
following quantities and formats:
3.3.3.1 Drawings in .pdf format and .dwg or .dxf format
Anchor Bolt Plan and Details
General Arrangements (Plan and Sections)
Erection Diagrams
Steel Details
3.3.3.2 Reaction calculations in .pdf format.
3.3.3.3 Bill of materials in .pdf format.
3.3.3.4 Equipment assembly details for apparatus supplied by the
Materialman but manufactured by others in .pdf format.
3.3.3.5 Hard copies of all documentation shall be furnished with the package.
4.0 DELIVERY OF MATERIALS
4.1 The Materialman's scope of work shall include coordinated prepaid delivery of all
materials to the designated job site. The Owner will provide the personnel and
equipment necessary to unload shipments at the job site.
4.2 The Materialman shall provide a tentative shipping schedule to the Owner at least two

weeks in advance of any material shipments.
4.3 The Materialman (or his shipping agent) must provide 48 hours advance notice of any
delivery to the project supervisor designated by the Owner. Advance notice may be
placed by telephone to the responsible party, but must be given during normal working
hours between 8:00 a.m. and 4:30 p.m., Monday through Friday, holidays excluded.
4.4 The Materialman (or his shipping agent) must schedule site deliveries to occur
between 9:00 a.m. and 2:00 p.m. Monday through Thursday. Deliveries will not be
accepted on weekends, holidays or late afternoon hours requiring overtime effort
for Owner personnel to unload deliveries.
4.5 The Materialman shall coordinate shipments in accordance with the following
guidelines. These shipping schedules outline the general order of delivery and may vary
as applicable to this project. Shipments as designated in the following table may be
combined in order to minimize the number of shipments. However, the Materialman
shall make every effort to schedule bulk shipments of like materials and avoid
intermittent drop shipments of small quantities directly from manufacturers. Direct-
factory drop shipments of small quantities are subject to rejection by the Owner.

4.6 The Materialman shall identify all structural steel subassemblies with a "Mark Number"
that is cross-referenced to the shipping list and the erection diagrams. The Mark Number
shall be marked on one (1) face of the member, approximately 3' up from the base plate
or ground line, and on the bottom of the base plate. Marking shall be clearly legible
after finishing. This identification shall be applied with waterproof indelible ink,
embossed metal tag or other method legible under extended outdoor storage conditions.

4.7 The Materialman shall identify all crates, pallets, boxes, and similar containers of
material with the appropriate "Item Number" referenced to the bill-of-materials. Bulk
quantities of bolts, nuts and similar fastener hardware shall be grouped by size, packaged
by appropriate containers, and clearly identified for application. Identification shall be
applied with waterproof indelible ink, embossed metal tag or similar method legible
under extended outdoor storage conditions.
4.8 The Materialman shall mark all components of each group switch order in a manner
which will clearly coordinate field location and assembly of the appropriate switch and
associated operator hardware onto the station structure.
4.9 The Materialman and his shipping agent shall employ prudent methods in the packaging,
loading, and securing all materials for safe transport without damage to material
functionality, quality or finish.
4.10 The Materialman shall include a packing list with every shipment outlining the specific
type and quantities of materials included with the shipment. All items listed shall be
referenced to the Mark Number and Item Number allowing field personnel to verify a
complete delivery.
4.11 The Materialman shall ship anchor bolts to arrive at the site at least 30 days in advance
of shipment of structural steel columns. Anchor bolts should be shipped at the earliest
possible date following receipt of the Project Engineer's approval of anchor bolt plans
and details.
5.0 STATION DESIGN PARAMETERS
5.1 All station designs and materials provided for this project shall comply with the
applicable provisions of standards set forth by:
