Description

The United States Citizenship and Immigration Services (USCIS), a component of the Department of Homeland Security (DHS), on behalf of the Field Operations Directorate (FOD), is issuing this Sources Sought Notice. The Field Operations Directorate oversees and manages the daily operations of 88 Field Offices across the continental United States, as well as Alaska, Hawaii, Puerto Rico, Guam, Saipan, and the Virgin Islands. This notice is issued solely for planning purposes in accordance with Federal Acquisition Regulation (FAR) Part 10 and does not constitute a solicitation or obligation on the part of the Government.



USCIS is seeking information from industry stakeholders regarding their ability to support sign language interpreter services, as outlined in the attached draft Statement of Work (SOW).



Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses do not affect a potential offeror's ability to respond to any future synopsis/solicitation that may follow, nor do they restrict the U.S. Government's eventual acquisition approach. Furthermore, the U.S. Government is not obligated to, and will not, reimburse any costs incurred in responding to this notice. Respondents are solely responsible for all expenses associated with their submissions.

Responses are requested no later than 5:00 PM ET, October 10, 2025, and should be emailed to the Contract Specialist, Marianne Green, at Marianne.Green@uscis.dhs.gov.

At a minimum, include the following information in the body of your email:





  1. Company Information:




    • Company Name

    • Address

    • Contact Person Information (including telephone number and email address)




  2. Unique Entity Identifier (UEI):




    • Provide your UEI as registered in SAM.gov.




  3. Business Size and Classification:




    • Indicate your business size (e.g., Other than Small, Small).

    • If Small, specify your Socio-Economic category (or categories), such as:

      • 8(a)

      • HUBZone

      • Women-Owned Small Business (WOSB)

      • Economically Disadvantaged Women-Owned Small Business (EDWOSB)

      • Service-Disabled Veteran-Owned Small Business (SDVOSB)






  4. Contract Vehicles:




    • Identify any DHS-specific or Government-Wide Acquisition Contracts (GWACs) you currently hold that could be used to procure these services.

    • Include contract numbers and the current performance period for each contract.

    • Indicate your company’s size (e.g., Other than Small, Small Business) and, if applicable, socioeconomic status (e.g., 8(a), HUBZone, WOSB, EDWOSB, SDVOSB) for each contract vehicle.
