rooms, conference rooms, the County Board Room, and other support areas. The
project designer of record is Progressive Companies Architectural and Engineering. Clark
Construction is soliciting Proposals for Design Assist (DA) services for the following
Trades: Elevators. The Terms Design Assist Partner (DAP) and Trade Contractor (TC)
shall be used interchangeably.
The successful Design Assist Partner will provide a cost proposal for pre-construction
services as well as a Guaranteed Maximum Price (GMP) for construction services. These
proposals will be based the current SD (Schematic Design) Drawings and Narratives that
are included with this RFP. Some of the highlighted services that will be required for
this project will be system design evaluation, value engineering, lifecycle cost analysis,
BIM (Building Information Model) coordination/ clash detection, constructability, team
building, schedule evaluation, construction phase management plan, project
commissioning, and providing efficient project closeout. Clark Construction will be
looking for the trade contractor that has been determined to be the most qualified to
provide these services, coupled with a competitive Guaranteed Maximum Price
Proposal.
Phase 1 Pre-Construction Activities starting from award through 100% CD
(Construction Documents)

DD 100%, 50% CD, and 100% CD. Estimate submissions in between to
identify alternate system costs will also be required.
Phase 2 Construction:
10. Continue to perform Pre-Construction services throughout the
remainder of the project.
11. Perform Construction activities per scope of work and contract. Which
includes but not limited to:
a. Pull planning attendances (Reverse Engineering Scheduling method)
b. Bi weekly schedule updates
c. Building information Model/Clash Detection participation as needed
d. All contract requirements
e. Project Commissioning per specifications
f. Efficient closeout including O&M's (Operation and Maintenance), as-
built drawings, attic stock, filter replacements, training, and warranty
period.
Clark Construction will be looking for the trade contractor that has been
determined to be the most qualified to provide these services, coupled with a
competitive Guaranteed Maximum Price Proposal.
The initial agreement between Clark Construction and the Design Assist Partner will be a
lump sum for Pre-Construction Services (refer to schedule of values per section 2.2) and
a Guaranteed Maximum Price for Construction Services. At the completion of the CD
Documents the Design Assist Partner will be required to make any revisions to the
guaranteed maximum price. This final guaranteed maximum price cost will be derived
by taking the initial guaranteed maximum price cost and tracking each design revision
that has impacted cost. The net total of design changes added or subtracted to the
initial guaranteed maximum price shall be the Final guaranteed maximum price amount.
The process in which the Design Assist Partner closely monitors the Design evolution
and its impact to quality and cost are critical to the success of this project. This
guaranteed maximum price will be reconciled by the project team. Upon a successful
reconciliation, a lump sum contract will be issued for the construction phase of the
project. If a mutual agreement cannot be reached, the project may be re-bid at the
discretion of the Owner/Architect/Contractor. All contingencies will be held by Clark
Construction. Your proposed fee and other cost information, as described in Section 6
should be specifically addressed in your response.
Clark Construction Company greatly values the impact that engaging Trade
Contractors in the Design Process can have on a project. Prior experience with
Design Assist is preferred, but certainly not required. It is important to assign a
team member that is eager to engage with the Design and Construction team as a
collaborative partner. It is also important that the team holds superior knowledge
of their Craft and has excellent customer service and communication skills. When
compiling the preliminary guaranteed maximum price and Project Estimate, great care
should be taken to present it in a "reader friendly" straight forward format. The
manner in which the Estimate Assumptions and Clarifications are presented in the
proposal are critical, they will be interpreted as a clear indication of the bidder's ability
to function as a true design assist partner and demonstrate the value that their
