ADVERTISEMENT FOR PREQUALIFICATION
(Subcontractor - Cast in Place Concrete, Grind and Polish Concrete)
Subject to conditions prescribed by the University of California, Los Angeles, responses to the University's
prequalification documents for a lump sum contract are sought from prospective Cast in Place Concrete,
Grind and Polish Concrete subcontractors (hereafter "subcontractors") for the following project:

PREQUALIFICATION OF PROSPECTIVE SUBCONTRACTORS: The University has determined that
Cast in Place Concrete, Grind and Polish Concrete subcontractors who submit bids to on this project must
be prequalified.
Prequalified subcontractors will be required to have the following California contractor's license(s):
B License (General Building)
DESCRIPTION OF WORK:
1. Overall Description: The Los Angeles campus proposes to construct the 901 Levering
Student Housing project. The site, purchased by UCLA in May 2024, currently consists of
five aging residential buildings with 42 apartment units. This project will demolish the
existing buildings and construct a 19-story building with approximately 145 apartments,
totaling roughly 310,000 gross square feet. The project will provide approximately 1,130
new undergraduate student beds in predominantly four-bedroom (double occupancy)
units.
The proposed building will be a Type I high-rise concrete structure. Exterior materials will
include a prefabricated curtainwall panel system with fiber cement or
ultra-high-performance concrete, metal panels, and punched window components.
Exterior materials at the building base will include curtain wall and storefront systems,
integral color cement plaster, and architectural-grade exposed structural concrete. The
project will connect to municipal utilities, including domestic water, fire water, sanitary
sewer, and stormwater. Electrical and telecommunications utilities are anticipated to
connect to the University's campus loop.
The project will include an outdoor terrace, entry, and rear courtyards, enclosed on all
sides and open to the sky, as well as other landscape and hardscape elements. A service
drive accessed from Levering Avenue, located at the southeast corner of the building, will
provide direct access for maintenance and service vehicles, deliveries, and trash removal.
On-site alternative transportation facilities will include ground-level bicycle storage and a
designated scooter parking area. Pedestrian access will be provided from the existing
sidewalk on the west side of Levering Avenue and via a street-level connection at Weyburn
Place on the building's fourth level.
The Project shall comply with the University of California Policy on Sustainable Practices
and achieve a minimum LEED - NC Gold Certification rating.
The project work hours will adhere to Los Angeles City noise ordinances.
The Project site is not identified on any lists of hazardous waste sites compiled pursuant to
PQQ-SUB 170809 Prequalification Questionnaire (Subcontractor-Cast in Place Concrete, Grind and Polish

California Government Code Section 65962.5.
The Anticipated Contract Value is $278,300,000.
2. Bid Package 09: Cast in Place Concrete, Grind and Polish Concrete Description:
Work includes the provision of all cast in place shear walls, cast in place columns and
architectural columns, all structural excavation, form work and cast in place scope
complete. Work also includes the provision and management of one (1) tower cranes, and
hoisting systems. Includes all site concrete including architectural paver systems.
Provision of reinforcing steel (Rebar) is not included in this Bid Package and will be bid as
a separate package.
Estimated Construction Cost for this Bid Package is $38,800,000
PREQUALIFICATION SCHEDULE: On July 24, 2026, prequalification documents will be available to

MANDATORY PREQUALIFICATION CONFERENCE: A Mandatory Prequalification Conference
will be conducted on July 31, 2026 beginning promptly at 10:00 a.m. Only subcontractors who
participate in the Conference in its entirety will be allowed to submit prequalification documents
and, if prequalification is achieved, submit bids on the Project.
Mandatory Pre-Bid Conference via ZOOM: The mandatory Pre-Bid Conference will be
conducted via ZOOM and shall begin promptly at 10:00 a.m. Participants must log onto the ZOOM
meeting at or before 10:00 a.m. (See ZOOM meeting instruction below.) Persons logging in later
than said time will not be allowed to bid on the Project.

NOTES:
1. Attendee shall be a staff member of the subcontractor's firm who will be actively
involved in responding to this Prequalification, and who is highly knowledgeable of
the firm's potential response to the prequalification criteria.
SUBMITTAL DEADLINE: Each subcontractor's completed Prequalification Questionnaire and
associated documents must be received at the above-listed University Contracts Administration
office in a sealed envelope, or uploaded to the UCLA Planroom website, no later than:
3:00 p.m., August 7, 2026
NOTE: Only hard copy submittals or submittals uploaded to the UCLA Planroom website will be
accepted. Oral, telephonic, electronic mail (e-mail), facsimile, or telegraphic Prequalification
Questionnaires are invalid and will not be accepted. Only University's Prequalification
Questionnaire (and associated documents) will be accepted. University reserves the right (but is
not obligated) to request, receive, and evaluate supplemental information after the above time and
date at its sole determination.
Any person or entity not satisfied with the outcome of the prequalification must file a writ
challenging the outcome within 10 calendar days from the date of the University's written notice
regarding prequalification determination. Any assertion that the outcome of the prequalification
process was improper will not be a ground for a bid protest.
The dates, times, and location set for receiving and opening of bids will be set forth in an
Advertisement for Bids.
The University reserves the right to reject any or all responses to Prequalification Questionnaires and to
waive non-material irregularities in any response received.
All information submitted for prequalification evaluation will be considered official information acquired in
confidence, and the University will maintain its confidentiality to the extent permitted by law.
Every effort will be made to ensure that all persons have equal access to contracts and other business
opportunities with the University within the limits imposed by law or University policy. Each subcontractor
may be required to show evidence of its equal employment opportunity policy. Subcontractors will be
required to follow the nondiscrimination requirements set forth in the Bidding Documents and to pay
prevailing wage at the location of the work.
In addition, the University is committed to promoting and increasing participation of small business
enterprises (SBEs) and disabled veteran business enterprises (DVBEs) relating to all goods and services
covered under the awarded agreement, subject to any and all applicable obligations under state and federal
law, and University policies. The awarded contractor shall make best efforts to provide qualified SBEs and

The work described in the contract is a public work subject to section 1771 of the California Labor Code.
No contractor or subcontractor, regardless of tier, may be listed on a Bid for, or engage in the performance

Labor Code section 1725.5 and 1771.1.
This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations.
The successful Prequalified subcontractor shall pay all persons providing construction services and/or any
labor on site, including any University location, no less than the UC Fair Wage (defined as $15 per hour)
and shall comply with all applicable federal, state and local working condition requirements.
