Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to issue a sole source, Firm Fixed Price (FFP) purchase order to Unholtz-Dickie Apex (CAGE: 15580) for two (2) APEX SL Vibration Controller and two (2) APEX SL Vibration Controller Software (Opti-Pack).
This notice of intent is not a request for competitive proposals. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
Sole Source Justification: The required equipment must be compatible with existing equipment in the Government’s laboratory. The Government’s requirement can only be met by Unholtz-Dickie Apex’s vibration controllers and Upholtz-Dickie Apex is the original manufacturer; no authorized resellers exist for this product. Government would need to perform extensive technical validation if a controller other than the APEX SL Vibration Controller were procured for use. Procurement of a new controller would require vibration testing, data analysis, and technical reports and documentation for all types of vibration testing that would need to be performed.
