REQUEST FOR QUOTE
The Ohio Department of Natural Resources, Division of Oil & Gas Resources Management is accepting bid for the installation of new LED, dimmable lighting and installation of new 2x2 ceiling grid and tile for the 1 st and 3 rd floor of the Central Office location in Columbus, Ohio.

Specifications:

Lighting:
Division would like lighting to match new lighting that was installed during the recent 2 nd floor installation approved manufacturer(s) listed below. The fixtures range from 2x2, 2x4 and a few circular recess lights. Contractor would be responsible for installing new lighting and light switches through 1 st and 3 rd floors. Any programing of light switches or lighting as required. Light should have the ability to have wattage and kelvin be selectable. Below is an estimated number of light fixtures to be replaced. Final numbers are the responsibility of the bidder. Current/ requested setup of switches is attached in drawing attached named “Switch Setup”.

Ceiling Grid:
Bidder will be responsible for removal of old ceiling grid and tiles. Bidder will install new ceiling grid lowering grid ½” to 1” to drop ceiling grid from sitting on top wall

Bidder is responsible for all actual measurements, but estimated building measurement is 68’ W x 148’ L.  A general building layout for the two floors is attached to the documents of this solicitation for reference.

Material reference and requirements along with installation instructions are attached in “Ceiling Tile & Grids Specifications”

Bidder will be responsible for removing and disposing of all old materials offsite. Bidder will be able to place a dumpster on site with coordinator of ODNR General Services Team. Bidder should submit materials list with bid as attachment in OhioBuys.

Work will be completed and scheduled with Division staff and will be completed during normal business hours. Work schedule will be agreed upon mutually in advance. Work will be scheduled and completed within 90 days from issuance of PO.

All bids must be submitted through OhioBuys and any bids submitted outside of OhioBuys will not be accepted.

Prevailing Wage: All current wage rates apply for Franklin County, Ohio . Ohio Department of Commerce, Division of Labor and Worker Safety, Wage and Hour Bureau has identified that work in this solicitation and to be performed under contract may be subject to the requirements of Ohio Revised Code Sections 4115.03 to 4115.16, Prevailing Wage. Upon award of a Contract, the successful Contractor, and all of the sub-contractors, guarantees that the prevailing wage for the area, to include any adjustments thereto, as published by the Ohio Department of Commerce, Division of Labor and Worker Safety, Wage and Hour Bureau will apply to any workman assigned by the Contractor or all of the sub-contractors to this project. The DNR representative will serve as prevailing wage coordinator and will be responsible for proper application of labor rates as required by the Ohio Department of Commerce. Responsibilities of the Prevailing Wage Coordinator include, but are not limited to; setting up and maintaining payroll reports, monitoring when payments of wages are made, receiving the Contractor’s complete payroll records of each employee, establish procedures to monitor compliance, notify Contractor of any adjustment to the prevailing wage scales and report delinquencies on the part of the Contractor. The successful supplier and all of the sub-contractors shall strictly comply with the wage provisions of the contract.

Site Visit Information:
Site visits are available by appointment only Monday through Friday. 8:30am to 4pm. Visits are available May 13 th – May 22 nd 2026 . A minimum of 24 hours is requested to provide time to notify security and ensure that someone is available to accompany you through building. Any questions asked during site walk will be tracked and posted in OhioBuys for all other bidders to review. Inquiry window will correspond with availability to schedule site visits.

Once a contract is awarded, failure of the bidder to have requested a site visit to become familiar with the facility and requirements of the bid will be insufficient reason to support any request to be released from the contract.

F.O.B. DESTINATION/PRE-PAID/ALLOWED. The Contractor must provide Deliverables under this Contract F.O.B. Destination/Pre-Paid/Allowed. The place of destination will be specified by the Ordering Agency on the agency’s purchase order or other ordering document. Cost of the freight must be borne and paid by the Contractor unless otherwise stated.
All risk of loss, regardless of the cause, will remain with the Contractor until title to the Deliverable passes to the State. Unless otherwise provided in this Contract, the State will determine whether the Contractor provided each Deliverable required in this Contract and has fully met all work requirements of this Contract. Title to any Deliverables will pass to the State on Acceptance of the Deliverable.

Evaluation: The contract will be awarded to the lowest responsive and responsible bidder as determined by the State. All Proposals must be submitted through Ohio Buys. Proposals received outside of Ohio Buys will not be considered.

Contract Award:
The contract will be awarded to the lowest responsive and responsible bidder by low lot total.  Low lot total will be determined by multiplying the unit cost by the estimated usage listed in the bid and then adding each of the totals together to arrive at a total for all items. Failure to bid all items may result in the bidder being deemed not responsive.
