PROPOSALS SUBMITTED ELECTRONICALLY via NGEM are due NO LATER THAN 1:30 P.M. PACIFIC TIME ON THIS
DATE. “Submitted” means that the Offeror has: 1) provided all required responses and attachments 2) digitally signed
the Proposal on the Response Submission Tab and 3) received a confirmation after clicking the Submit Response
button. After the deadline has passed, the system will not allow Offerors to submit and the server clock will govern.
Partial proposals will not be accepted.

Bid Attributes
1 PROJECT OVERVIEW
The City is seeking proposals from qualified firms of Certified Public Accountants to audit its financial
statements and/or prepare financial reports for fiscal years ending June 30, 2025, 2026, and 2027 for
the City of Las Vegas and the City of Las Vegas Redevelopment Agency. The audits shall be conducted
in accordance with General Accepted Auditing Standards accepted in the United States of America (as
defined under Governmental Accounting Standards Board (GASB) Statement No. 34, Basic Financial
Statements – and Management’s Discussion and Analysis – for State and Local Governments)
(including a federal financial assistance audit, as required by Title 2 U.S. Code of Federal Regulations
Part 200). The number of funds, programs and thresholds are subject to change. Reference additional
information under the Attachments Tab for specific requirements, terms and conditions.
2 ACKNOWLEDGEMENT OF DESIGNATED CONTACT
All inquiries regarding this solicitation must be directed to the Purchasing & Contracts Representative named on the
Event Details Tab. Participants acknowledge that communication with non-purchasing City staff during the period
beginning with issuance of the solicitation and ending with award of a Contract or cancellation of the solicitation may

4 OFFICIAL SOLICITATION DOCUMENTS

Proposer acknowledges responsibility for reviewing past City of Las Vegas Annual Comprehensive Financial
Reports as reference for the engagements scope and size. Reference the Proposal Format and Statement of

7 METHOD OF AWARD
This RFP is a solicitation subject to evaluation and/or negotiation and is exempt from the requirement to award to
the lowest responsive and responsible bidder. The City reserves the right to take into consideration factors other
than price when evaluating Proposals. Offeror acknowledges a pricing proposal may be submitted for Lot 1 and/or
Lot 2. Award, if any, will be for the most advantageous Proposal/Offer in the best interest of the City of Las Vegas.
Offeror acknowledges review of the “Instructions to Offerors” and “Proposal Format & Statement of Work”, available
under the Attachments Tab, and understands and accepts this RFP award criteria.

8 MINIMUM REQUIREMENTS FOR AWARD
The successful responding Offeror must meet the following minimum requirements for the awarding of a contract
pursuant to the provisions of NRS 332: (i) compliance with the stated requirements of the Solicitation documents,
and (ii) submittal of all requested information in accordance with the Solicitation documents, including evidence of
the specified qualifications, experience and performance history.

9 CONTRACT TYPE
The Sample Professional Services Contract is provided under the Attachments Tab and should be thoroughly
reviewed. SHOULD AN OFFEROR BE SELECTED FOR AWARD, ANY RESULTANT CONTRACT SHALL CONTAIN
SUBSTANTIALLY THE TERMS AND CONDITIONS SET FORTH HEREIN.

1 PERFORMANCE PERIOD
0 It is intended that the initial performance period will be three (3) years, with up to two (2) one-year options for
renewal The City reserves the right to exercise an option to temporarily extend the Contract term for up to one
hundred eighty (180) calendar days from expiration date, for any reason.

information can be found in Section 8 of the “RFP Instructions” document under the Attachments Tab and any
such submission shall not be done through NGEM.
