COUNTY ROAD 9 FORCE MAIN REPLACEMENT
General Notice
Town of Victor (Owner) is requesting Bids for the construction of the following Project:
County Road 9 Force Main Replacement
208375.410
Bids for the construction of the Project will be received at the Town of Victor's Town Hall located at 85
East Main Street, Victor, New York 14564, until Thursday, October 15, 2026, at 10:00 am local time. At
that time the Bids received will be publicly opened and read.
The Project includes the following Work:
The project includes but is not limited to the abandonment of an existing 10-inch DIP force main
and replacing it with +/- 4,375 linear feet of 12-inch HDPE force main via horizontal directional
drill. The project also includes the installation of a doghouse manhole and all testing and site
restoration associated with the installations.
Bids are requested for the following Contract: County Road 9 Force Main Replacement.
Owner anticipates that the Project's total bid price will range from approximately $800,000 to
$1,100,000

Information and Bidding Documents for the Project can be found at the following designated website:

Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to
register with the designated website as a plan holder, even if Bidding Documents are obtained from a
plan room or source other than the designated website in either electronic or paper format. The
designated website will be updated periodically with addenda, lists of registered plan holders, reports,
and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and
other Bidding Documents will be offered only through the designated website. Neither Owner nor
Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources
other than the designated website.

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday
through Friday between the hours of 8:30 am and 4:30 pm, and may obtain copies of the Bidding
Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be
available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets
of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.

Bidding Documents may be purchased from the Issuing Office during the hours indicated above. Cost
does not include shipping charges. Upon Issuing Office's receipt of payment, printed Bidding Documents
or electronic documents will be sent via the prospective Bidder's delivery service. The shipping charge
amount will depend on the shipping method chosen.
Pre-bid Conference
A pre-bid conference for the Project will be held on Thursday, October 8, 2026, at 10:00 am at Victor
PS-11 (approximately 481 Victor-Egypt Rd), Victor, New York 14564. Attendance at the pre-bid
conference is encouraged but not required.
Instructions to Bidders.
All bidders please be advised that this project may be funded entirely or at least in part from a Federal
assistance agreement between EPA and the Town of Victor. In accordance with State, local or tribal
laws and regulation as well as Federal laws and Uniform Grant Guidance (UGG) - 2 CFR Part 200 (i.e.
procurement standards) and 2 CFR Part 1500 (EPA's Supplement to the UGG), 40 CFR Part 33 and/or 40
U.S.C. Part 1101 et seq., all bidders shall acknowledge the federal requirements and provisions for
construction contracts including, but not limited to: the Davis-Bacon Act; EPA's Disadvantaged Business
Enterprise (DBE) program; Build America, Buy America (BABA) Act; and American Iron and Steel (AIS)
Act.
For all further requirements regarding bid submittal, qualifications, procedures, and contract award,
refer to the Instructions to Bidders that are included in the Bidding Documents.
