Project Description: Sealed bids will be received by Silverdale Borough electronically via the PennBid System until 2:00 PM on March 5, 2026 for Barringer Avenue improvements, including but not limited to, sidewalk, curb, ADA ramps, driveway aprons, storm sewer, cartway repair, signs, and pavement markings. Bids will be reviewed publicly and made available at 2:00 PM on March 5, 2026. Specifications and forms for proposals may be obtained or examined on the internet at https://pennbid.bonfirehub.com at no cost. (Contractors must register in accordance with PennBid requirements). The successful bidder is required to pay fees established by PennBid, equalling 1/3% of awarded bid total.
A mandatory pre-bid meeting will be held on February 19, 2026, 9:30 AM, at the Silverdale Borough Building, 100 West Park Ave, Silverdale, PA 18962, to review the scope of the project.
Bids must be on forms furnished by the Borough (via PennBid) and must be accompanied by a non-collusion affidavit, contractor qualification form, bidder information form, Public Works Employment Verification Form (E-verify program) and certified check or bid bond, issued by a surety licensed to conduct business in the Commonwealth of Pennsylvania, in the amount of at least 10% of the total bid price; made payable to the Borough. Attention is called to the fact that this contract is subject to Pennsylvania Prevailing Wage Act 442 and that the successful bidder shall pay no less than the State wage rates determined for the project area as set forth in the contract documents.

Successful bidder will be required to furnish and pay for satisfactory performance and payment bonds, each in the amount of 100% of the contract price, and maintenance bond in the amount of 50% of the contract price, with a corporate surety approved by the Borough. Additionally, insurance coverage in accordance with the bid specifications must be maintained by the bidder during the entire construction period and maintenance period.

Award of contract, if a contract is awarded will be based on the Total Base Bid, and will be to the lowest responsive and responsible bidder. However, Silverdale Borough reserves the unqualified right to reject any and all bids and to waive any informalities.
