REQUEST FOR SUBMITTALS REGARDING STATEMENT OF QUALIFICATIONS –COST-OF-SERVICE AND RATE STUDY – SANITARY DISTRICT - TALBOT COUNTY, MARYLAND

The Scope of Work for the project consists of developing a comprehensive wastewater utility system cost-of-service analysis for wastewater utilities owned by Talbot County, Maryland.  Talbot County (“the County”) desires to conduct a cost-of-service analysis and develop a fixed rate structure based on this analysis.  Since the County owns and operates only sewer utilities, the rate structure must be fixed and cannot be based on water usage.  If appropriate, the new rate structure should consolidate the existing rate structure. The rates must be clear and understandable, easily administered by County staff, follow cost-of-service principles, and provide revenue stability.  The study should also analyze how the debt service for capital projects is billed and how different rate classes are accounted for.  The County intends to create a short list of qualified firms who will then be asked to provide a separate cost proposal for the included scope of work.  It is the intent that the basis of the award for the cost proposal will be to the lowest responsible and responsive bidder.
