Notice to Proposers
The following schedule of events is provided for informational purposes only and is subject to
change at the sole discretion of the City of Mableton. Respondents shall not contact elected
officials, evaluators, or other City personnel regarding this solicitation unless specifically
authorized in writing. Any revisions to this solicitation shall be made by written addendum
and posted on the Georgia Procurement Registry (GPR). Final contract award is subject to
approval by the Mayor and City Council.
The City of Mableton is soliciting proposals from qualified and experienced household
hazardous waste contractors to provide comprehensive collection and management services
for two resident-only Household Hazardous Waste (HHW) collection events. The selected
contractor will be responsible for event planning, mobilization, staffing, site operations, waste
identification and handling, regulatory documentation, transportation, recycling, treatment,

and lawful disposal of all accepted materials.
The events are scheduled for Saturday, December 5, 2026, and Saturday, April 24, 2027. The
December event will also include the collection of fats, oils, and grease (FOG) to address
increased disposal needs associated with holiday cooking. Each event is anticipated to operate
for approximately four hours at a City designated location within Mableton.
The City's planning assumptions are informed by its June HHW event, which collected
approximately 15,383 pounds of material at an all-inclusive cost of approximately $24,000.
Based on this experience and anticipated participation, the City has established a combined
planning baseline of approximately 36,000 pounds, or 18,000 pounds per event, and an
anticipated combined budget of $50,000 to $70,000. These figures are provided for planning
purposes and do not constitute guaranteed quantities or expenditures.
The selected contractor shall furnish all qualified personnel, supervision, equipment, vehicles,
containers, packaging materials, labels, personal protective equipment, spill-response
resources, permitted downstream facilities, regulatory documentation, and reporting
required to conduct both events safely, efficiently, and in compliance with all applicable
federal, state, and local requirements.
Throughout each event, the contractor shall actively monitor estimated material weights and
associated costs, maintain sufficient staffing and operational capacity to unload at least two
vehicles simultaneously, and promptly notify the City if projected costs may approach the
authorized not-to-exceed amount. The contractor shall prioritize recycling, beneficial reuse,
and other environmentally responsible disposition methods whenever technically and legally
feasible and shall restore the event site to a condition equal to or better than its pre-event
condition.
The City will be responsible for event promotion, resident registration, residency verification,
traffic-control barriers, directional signage, and City or volunteer personnel supporting
activities outside the contractor-controlled unloading, processing, and staging areas.
Intent to Submit a Proposal
Interested firms intending to submit a proposal in response to this Request for Proposals (RFP)
shall notify the City of their intent by sending an email to purchasing@mableton.gov. The
email shall advise the Procurement Manager of the firm's intent to submit a proposal for this
solicitation.
Upon receipt of the notification, the Purchasing Division will acknowledge the firm's intent
and provide the official RFP package and any applicable procurement information within
twenty-four (24) business hours. Only firms that have notified the Purchasing Division of their
intent to submit a proposal and have received the official solicitation package from the City of
Mableton Purchasing Division will be eligible to submit a proposal.

Proposal Submission Requirements
All proposals and Addendums shall be submitted electronically on a USB flash drive (Jump
Drive). Electronic files must be searchable, unencrypted, and free of password protection.
Respondents must also acknowledge all issued addenda in the completed Proposal Letter and
Certification. Paper proposals will NOT be accepted. Email submissions will NOT be accepted
under any circumstances.

Questions Regarding Solicitation
To ensure a fair and transparent procurement process, telephone calls regarding this
solicitation will not be accepted. All questions, requests for clarification, or interpretation
must be submitted in writing to the City of Mableton Purchasing Division no later than
08.20.2026, at 12:00 PM Eastern Time.
Addenda: All solicitation updates, clarifications, corrections, and addenda will be
posted on the Georgia Procurement Registry (GPR). It is the sole responsibility of each
proposer to monitor the GPR and acknowledge all addenda in its proposal.
Proposal Deadline
No proposal submission extensions will be granted. Proposers are solely responsible for
ensuring their proposal is received by the Purchasing Division prior to the stated deadline.
Business License Requirements
Respondents are NOT required to possess a City of Mableton business license at the time of
proposal submission. A current business license issued by another municipality, county, or
state is acceptable for purposes of submitting a proposal. If awarded a contract, the successful
proposer shall comply with all applicable City of Mableton licensing and registration
requirements prior to contract execution, if required by law or City ordinance.

PROPOSAL LETTER
We propose to furnish and deliver all the deliverables and services named in the attached
Request for Proposal (RFP). The price or prices offered herein shall apply for the period stated
in the RFP. We further agree to strictly abide by all the terms and conditions contained in the
City of Mableton Vendor Manual as modified by any attached special terms and conditions,
all of which are made a part hereof. Any exceptions are noted in writing and included with this
bid.
It is understood and agreed that this statement of Proposal and proposal constitutes an offer,
which when accepted in writing by the Purchasing Division, City of Mableton, and subject to
the terms and conditions of such acceptance, will constitute a valid and binding contract
between the undersigned and the City of Mableton.
It is understood and agreed that we have read the City's specifications shown or referenced
in the RFP and that this statement is made by the provisions of such specifications. By our
written signature on this proposal, we guarantee and certify that all items included in this
statement meet or exceed all such City specifications. We further agree, if you awarded a
contract, to deliver goods and services which meet or exceed the specifications. The City of
Mableton reserves the right to reject any or all offers, waive technicalities, and informalities,
and to make an award in the best interest of the city. It is understood and agreed that this
statement of Proposal and proposal shall be valid and held open for a period of sixty (60) days
from the opening date.
Additionally, the proposer certifies compliance with the applicable provisions of the Official
Code of Georgia Annotated (O.C.G.A.) Title 13, which governs public contracts, and Title 50,
Chapter 5, which addresses procurement and bidding processes for public entities in the State
of Georgia. The proposer acknowledges that any violation of these statutes may result in
disqualification from future contracts and potential legal penalties.
Furthermore, the proposer acknowledges compliance with O.C.G.A. 45-10-20 et seq., which
prohibits conflicts of interest in public contracting and ensures that no public officer or
employee has a direct financial interest in the contract. The proposer also certifies adherence
to Georgia's Illegal Immigration Reform and Enforcement Act of 2011 (O.C.G.A. 13-10-91),
confirming that the proposer and all subcontractors have registered and participated in the
federal E-Verify program to verify employment eligibility.

Section 1: Purpose and Background
1.1 Purpose
The City invites qualified firms with demonstrated experience in household hazardous waste
collection events to submit proposals for two resident-only HHW collection events. The
contractor will be responsible for compliant planning, collection, identification, segregation,
packaging, loading, transportation, recycling, reuse, treatment, disposal, documentation, and
reporting.
1.2 Event Program
Event 1: will occur on Saturday, December 5, 2026, and includes HHW plus fats, oils, and grease
(FOG). Event 2: will occur Saturday, April 24, 2027, and includes HHW. Each event is expected
to operate for approximately four hours at a City designated site.
1.3 Planning Assumptions
Approximately 200 to 300 vehicles or households per event.
Combined baseline volume of 36,000 pounds, approximately 18,000 pounds per event.
Combined anticipated budget of $50,000 to $70,000, inclusive of mobilization and all
required services.
FOG collection applies only to the December event.
Quantities are planning estimates and are not guaranteed.

Section 3: Scope of Services
The following scope establishes the minimum requirements for both events. The contractor
shall provide all labor, supervision, equipment, containers, supplies, vehicles, permits,
downstream facilities, and documentation necessary for complete performance.
3.1 Task 0: Project Initiation and Management
Attend a kickoff meeting and site walk-through for each event.
Confirm points of contact, site layout, operating hours, vehicle flow, staffing, equipment,
waste streams, documentation, escalation, and cost-control procedures.
Provide a detailed event work plan at least 21 calendar days before each event.
3.2 Pre-Event Planning and Mobilization
Submit an event-specific operations plan, staffing plan, health and safety plan, emergency
response plan, spill-prevention procedures, severe-weather procedures, and list of
downstream facilities.
Provide current permits, registrations, licenses, certificates of insurance, employee
training documentation, emergency contacts, and vehicle information.

Coordinate containers, packaging, labeling, supplies, scales or weight methods, and
transportation capacity for approximately 18,000 pounds per event.
Provide dedicated receiving containers and equipment for FOG during the December
event.
3.3 Event Setup and Site Controls
Arrive with sufficient time to complete setup before the public opening.
Establish contractor-controlled unloading, identification, segregation, packaging, staging,
spill control, and loading areas.
Coordinate the operational interface with City staff responsible for registration, residency
verification, traffic barriers, and directional signage.
3.4 Collection and Processing Operations
Provide qualified chemists, technicians, drivers, laborers, and supervisors in sufficient
numbers to process at least two vehicles simultaneously.
Residents should remain in their vehicles unless directed otherwise for safety. Contractor
staff should remove accepted material from vehicles.
Identify, segregate, inventory, package, label, manifest or document, stage, and load all
accepted materials. Non-acceptable materials shall remain in the resident's vehicle.
Maintain safe separation of incompatible materials and follow applicable containers,
labeling, placarding, and transport requirements.
Monitor estimated weights and costs throughout the event and promptly notify the City
when the authorized amount may be approached.
3.5 Waste Management Hierarchy and Disposal
Use recycling as the preferred disposition method when technically and legally feasible.
Use beneficial reuse or fuel blending as the second preference, followed by treatment,
permitted incineration, and permitted land disposal as a last option.
Use properly permitted receiving, recycling, treatment, storage, and disposal facilities.
The proposal shall identify anticipated disposition methods and downstream facilities by
waste stream.
3.6 Transportation and Regulatory Responsibility
Transport all material in properly licensed, permitted, marked, and insured vehicles using
qualified drivers.
Assume custody and responsibility for accepted material at the point of receipt and serve
as generator for regulatory purposes where legally permissible.
Comply with applicable RCRA, EPA, U.S. Department of Transportation, Georgia EPD,
TSCA, CERCLA, SARA, OSHA, and local requirements.
