Scope of Services
2.0 PI Number: 0021195
3.0 County: Fulton
4.0 Description: This project will construct a paved shared use path connecting the Southside
Beltline Trail to the Southtowne Trail at South Bend Park. This paved shared use path will be
delivered in two phases: phase one will extend from the Southside Trail to Pryor Road at Meldon
Avenue, while phase two will extend from this point to the Southtowne Trail at South Bend Park.
This project will be for Phase I (shown in Exhibit 1- B)
5.0 Required Area Classes:
Prime Consultants are defined as the firm submitting the Statement of Qualifications and the firm with
whom ATLDOT will contract. The Team is defined as the Prime Consultant and their sub-consultants,
who are considered team members. The Prime Consultant must be prequalified in the Area Classes
identified below in Section 4.A. The Prime Consultant or sub-consultant team members must be
prequalified in the Area Classes identified below in Section 5.B. Respondents should submit a summary
form (example provided in Exhibit IV) which details the required area classes for the Prime Consultant
and all sub-consultants or joint venture of consultants on the team listed in the Statement of
Qualifications. The area classes listed on the summary form must meet all required area classes, or
the team will be disqualified. The Prequalification Expiration Date must be current by the deadline stated
for this RFQ.

5.0 SCOPE OF SERVICES
Objective:
This project will construct a paved shared use path connecting the Southside Beltline Trail to the
Southtowne Trail at South Bend Park. This paved shared use path will be delivered in two
phases: phase one will extend from the Southside Trail to Pryor Road at Meldon Avenue, while
phase two will extend from this point to the Southtowne Trail at South Bend Park. This project will
be for Phase I (shown in Exhibit 1- B)
In partnership with the PATH Foundation, the City of Atlanta is seeking a qualified consultant to
perform any revisions to the approved concept report that may be necessary, prepare preliminary
and final plans and the NEPA document for phase one, including all revisions that may be
necessary to obtain final approval and permits. The scope of work includes all tasks necessary to
produce final design plans in accordance with GDOT's Plan Development Process, including all
necessary review, revision, and approval processes, including those tasks which may not be
explicitly called out in this contract.
This project will be delivered via a series of Task Orders throughout the Master Contract's
duration. The Consultant shall prepare concept, preliminary, and final design plans in general
conformance to GDOT's EDG and PPG. The final design plans should reflect project features
which first and foremost prioritize the safety of all roadway users, while remaining feasible to
construct in the stated timeline and in the defined project budget. The Consultant should make
every effort to design the project such that it would be eligible for a Categorical Exclusion (CE)
NEPA document.
Base phase: Preliminary Design and NEPA Documentation
A. Project Management
a. Create and maintain the project schedule in P6 or MS Project.
b. Review and finalize project scope.
c. Develop and maintain project risk register.
d. Submit monthly invoices and status reports.
e. Participate and prepare meeting minutes for kick-off meeting and subsequent project
management team (PMT) meetings (frequency as needed) throughout the planned
duration of the project.
f. Conduct internal and external coordination as necessary for project development.
g. Coordinate Quality Control/Quality Assurance tasks throughout the planned duration of the
project.
h. Ensure relevant portions of the GDOT PDP, Local Administered Project (LAP), FHWA
Grant Agreement, and other procedures, regulations, and manuals are followed and met.
B. Concept Validation and Updates

1. Review and validate the 2021 approved concept report.
a. Identify any assumptions that should be revised prior to preliminary design.
b. Replicate any analysis using more recent data, if deemed necessary.
c. Prepare a memorandum documenting findings or revisions, if a revised concept
report is not deemed necessary.
d. Prepare a current cost estimate.
2. If updates to the 2021 approved concept report are required by Georgia Department of
Transportation (GDOT): Revise concept report as needed, to include the alignment
described in this document as the preferred alternative.
a. Perform ICE stage 1 and stage 2 screening.
b. Prepare layouts and typical section for the preferred alternative.
c. Updated cost estimate, including right-of-way (ROW).
d. All updates and revisions as needed following submittal to obtain GDOT and
ATLDOT approval.
C. Data Analysis
1. Collect data and produce traffic projections in accordance with the current GDOT
Design Traffic Forecasting Manual, including but not limited to:
a. Roadway conditions and deficiencies
b. Bridge and structure conditions
c. Traffic volumes, including bicyclist and pedestrian volumes, for all intersections
and roadway segments in the project limits
d. Parking information
e. Right-of-way
f. Environmental resources
g. Transit and freight operations in the project area
h. Sidewalk conditions and compliance with ADA and PROWAG
i. Crash history, particularly collisions involving pedestrians and bicyclists
j. Relevant plans, studies, and nearby planned and programmed future projects,
with an emphasis on connectivity for multi-use trails
k. Conduct a site visit, with emphasis on traffic conditions for users of all modes,
and all items referenced in this section (sidewalk condition, ADA compliance,
etc.)
l. Examples of shared use paths in peer cities, especially with comparable land-
use types and demographics.
D. Preliminary Design
1. For phase 1, the Consultant shall prepare preliminary plans in accordance with the
GDOT Design Policy Manual, Streets Atlanta design manual, and any other relevant
design standards and requirements deemed necessary for plans approval.
2. The Consultant shall provide preliminary design services to include the following, but
not limited to:
a. Complete preliminary plans, following the GDOT PDP, Plan Presentation
Guide (PPG), Electronic Data Guidelines (EDG), and Preliminary Field Plan
Review (PFPR) checklist.
b. Prepare for and attend constructability review.
c. Preliminary plans submission, including responding to comments.
d. Prepare for and attend the Avoidance and Minimization Measures Meeting
(A3M) (if required).

E. Final Design
1. For phase 1, the Consultant shall provide Final Plan design services to include the
following but not limited to:
a. Complete the final plans meeting the requirements of the GDOT PDP, PPG,
and FFPR accepted comment responses
b. Perform right-of-way staking and easements
c. 2nd submission utilities
d. Prepare and submit the final design databook
e. Roadway plans
f. Signing and marking plans
g. Traffic signal plans
h. Utility plans
i. All special project details
j. All special provisions and specifications
k. Prepare a detailed construction cost estimate; update annually
l. Perform internal Quality Control/Quality Assurance (QC/QA) reviews and
revise plans accordingly. Submit (QC/QA) letter stating that the plans were
reviewed and corrected.
m. Attend FFPR and address all comments within two (2) weeks within receipt of
FFPR report.
n. After FFPR comments have been addressed, the corrected FFPR plans, and
other materials required for the Corrected FFPR plan submission to
Engineering Services will be submitted.
o. Prepare and submit Signal Permit Revisions with Corrected FFPR submittal
p. After corrected FFPR comments have been addressed, the final plans and
other materials required for final plan submission to Construction Bidding
Administration will be submitted.
q. Prepare Revisions and Amendments as required.

r. Hold monthly meetings with City staff, in addition to the other meetings
previously mentioned above, to discuss progress, design issues, and
preparation for other formal meetings

1. Identify environmental resources adjacent to the project according to GDOT's
environmental procedures manual.

3. Prepare for a Public Information Open House (PIOH), including attending the meeting
and any dry runs.
G. Public and Stakeholder Engagement
1. Collaborate with the PATH foundation and ATLDOT communications team to develop
a strategy for public and stakeholder engagement, which may include some or all of
the following activities:
a. Attendance at up to three public events, such as Atlanta Streets Alive or NPU
meetings, to engage with members of the public.
b. Develop a survey to gather input from the public on concept design.
c. Conduct a Public Information Open House (PIOH) meeting.
d. Establish a stakeholder group and conduct up to three meetings throughout
the project.
2. Review public input that has been provided during past outreach by ATLDOT,
Department of City Planning, and the PATH Foundation.
3. Prepare materials, including renderings of potential alternatives, to be presented to
public and stakeholders during meetings
4. Prepare a summary of public and stakeholder engagement activities and their
outcomes

7.0 Critical Success Factors:
A. Experience designing off-system paved shared use trails, particularly within Atlanta and the
state of Georgia.
B. Design to available project budget with a reasonable amount of contingency.
C. Account for public and stakeholder feedback throughout the design process and provide
opportunities to revise plans based on feedback received.
D. Closely collaborate with PATH foundation.
E. Produce plans which are easily understood by a contractor and avoid any misunderstandings
during construction.
8.0 Target Outcome:
GDOT-approved final design plans for a paved shared use trail which provide a high-quality, safe
connection for the nearby communities; which account for the needs and wants of bicyclists and
pedestrians, especially users with disabilities; which consider the interests of nearby residents;
which carefully consider and mitigate negative impacts to the surrounding environment and local
communities; and which serve as a national example of best practices for multimodal facilities.
9.0 Contract Term:
The contract term shall include a base period of 18 months from the commencement date with
two (2) one (1) year renewal options.
