This addendum to the request for proposals is hereby made a part of the Contract Documents for the above
titled project, to the same extent as though it were originally contained therein.
All bidders are expected to thoroughly examine each item enumerated herein, regardless of its apparent
application and shall be responsible for furnishing all labor and materials required in the division of work
that the items indicate.
CONTRACT DOCUMENTS
In the TIMETABLE section of the RFP, on page 10, directly above the first bullet point which
states “Proposal Due: May 27, 2026,”: ADD:
“Pre-Proposal walkthrough meeting at the Casper Water Treatment Plant: May 21 at 2 pm
In the TIMETABLE section of the RFP, on page 10, bullet point 3. Award of Contract,
REPLACE “Award of Contract: June 23, 2026” with:

QUESTIONS AND ANSWERS
The following questions were asked by consultants and are summarized here with the answers given
by the City. This information is being provided to clarify the scope and details of the project.
Proposed Schedule and Timeline
Question: The five-week timeline given for design completion seems short. Could this timeline be
extended?
Answer: The award date has been changed to July 21, 2026, and the design completion deadline has
been moved to September 30, 2026. This gives approximately 10 weeks for the design to be
completed.
PEMB Designated Design
Question: Will the project’s pre-engineered metal building (PEMB) be designated as delegated design
with the final frame and building framing system designed by a PEMB manufacturer, or is the PEMB
design and girt framing system to be included in the construction document set provided by the
Consultant?
Answer: The PEMB is to be designated as a delegated design. The Consultant will not be required to
provide the PEMB design or design for the girt framing system. The Consultant will be required to
provide a design for the foundation and building which provides enough detail for the PEMB
manufacturer to provide a finished design, and the Consultant will be required to provide a design
which, after delegated design by the PEMB manufacturer, can be fully constructed.
Scope Clarification for Consultant Services
Question: Will the Consultant be required to provide a full set of architectural drawings (including
door and window details, elevations, roof plan, building frame details, etc.)?
Answer: The Consultant will not be required to provide a full set of architectural drawings. The
drawings are to be finalized to the extent that a delegated design can be obtained from the
manufacturer of the PEMB.
Power Requirements (insulation, lighting, heating/cooling)
Question: What are the building’s power needs? Will power need to be provided for the crane,
lighting, miscellaneous outlets, and heating? Will cooling be required? Will there be any need for
higher output outlets to accommodate specialty tools and equipment? (e.g., welder)? Is this facility
planned to be an all-season structure, meaning it needs insulation and lighting, heating, and/or cooling?
Answer: Power will be supplied to the building for the crane, lighting, miscellaneous outlets, and the
overhead doors. There will be no heating or cooling in the building. Currently, there is no planned need
for higher output outlets. The City is working with Rocky Mountain Power to provide an electrical
hookup for the building. The building will be used all season; there will be lighting, there will not be
any heating or cooling, there will be insulation. The Rocky Mountain Power Work Order Number is
7512105.

Plumbing
Question: Will the building have any plumbing requirements for sinks or a bathroom?
Answer: The building will not have any plumbing, and there will no amenities such as a bathroom,
sink, eye wash station, etc.
HVAC
Question: Can you please describe the nature of the HVAC system that is anticipated?
Answer: No HVAC system is anticipated.
Trench Drains
Question: Is there a need for any trench drains within the building?
Answer: It is not anticipated that trench drains will be needed.
Floor Finish
Question: What is the desired floor finish? Is this a concrete slab or a gravel floor?
Answer: Concrete slab floor finish is desired.
Surveying or Mapping Services
Question: Will topographic surveying/mapping services be required?
Answer: It is likely that some surveying/mapping services will be required in order to provide
coordinates for the geotechnical work and the details for any necessary design elevations.
Cost Estimates
Question: At what levels of design will cost estimates need to be delivered?
Answer: An initial cost estimate will be required at about 30% design, and a more finalized cost
estimate will be required at about 90% design for this project.

Date: April 29, 2026
Proposals are being requested from qualified engineering consultants to furnish design services for
the construction of a well field out building at the City of Casper Morad Well Field. The intent of
the building is to provide a storage area for pumps and also to provide a work space. The
construction of the Well Field Out Building will improve longevity and serviceability of the pumps.
Such proposals will be received by the City of Casper Public Services Department,
City Engineering Division, 200 North David, Casper, Wyoming, until 4:00 p.m., Local time,
May 27, 2026.
PROJECT DESCRIPTION
The City of Casper (“City”) would like to request proposals for structural design, construction
recommendations, and total project cost estimation for a pre-engineered metal building. This
building is for the City’s Water Treatment/Distribution Morad Well Field. This building is to
serve as both a storage space for pumps used in the well field and as a workshop. The pumps are
as long as 40 feet and weigh up to 2 tons. The building will have overhead doors on both ends so
that a truck and trailer carrying the pumps will be able to pull through the building. A crane or
hoist will be needed to unload the pumps and place them on storage racks. Attached for reference
is a conceptual floor plan layout with a proposed location for the building.
FUNDING
The funds for this project come from the Water Distribution Service, and $400,000.00 are
available for the Morad Well Field Out Building design, procurement, and construction.
