Project Description: Sealed Bids will be received online by Upper Montgomery Joint Authority until 1:00 PM local time on February 5, 2025. Online bids shall be submitted by way of the PennBid Program. Paper bids will not be accepted for this project. All documents and solicitation details are available online at no cost except to the successful bidder at PennBid – https://pennbid.bonfirehub.com. Bidders assume responsibility that their Bid is received prior to the designated bid opening time and date.
The Work for this project includes the supply and delivery of approximately 12,500 gallons of PACl (Poly Aluminum Chloride) chemical to the Upper Montgomery Joint Authority (UMJA) under a potential, multi-year contract. The PACl will be used in UMJA’s wastewater treatment operations. Deliveries will be made intermittently throughout the year, as required by UMJA. The contractor will be responsible for the furnishing and delivery of the PACl chemical to the UMJA Wastewater Treatment Plant (WWTP).
Bidders assume responsibility that their Bid is received prior to the designated bid opening time and date. Each Proposal for the Project shall be accompanied by a Bid Security in the form provided by the Contract Documents, drawn to the order of the Upper Montgomery Joint Authority, and in an amount not less than ten percent (10%) of the extended Bid Amount, as a guarantee that if the Proposal is accepted, a Contract will be entered into and the performance thereby properly secured.
Attention is called to the fact that prevailing minimum wage rates as determined by the Secretary of the Department of Labor and Industry must be paid by the Contractors on this project and that employees and applicants for employment shall not be discriminated against because of their race, age, color, religion, sex, national origin, or handicap. Each Bidder is required to meet the requirements of Public Works Employment Verification Act, Act 127 of 2012.
The Upper Montgomery Joint Authority, Owner, hereby reserves the right, which is understood and agreed to by all bidders, to refuse and reject any or all bids submitted, to waive any informality in bids received, and to accept the Bid, which is in the best interest of the Authority, consistent with the laws affecting municipal contract awards.
