The purpose of this Request for Proposal (RFP) is to solicit sealed proposals from qualified offerors to establish a contract through competitive negotiation for the purchase of private sector Collection of Curbside Refuse service.
Within the Scope of Work, four Options for providing the services are presented. Qualified offerors are invited to submit sealed proposals for Option 1 (required), Option 2 (required), and Option 3 (voluntary). In addition, qualified offerors are encouraged to submit an Alternative Option for the City’s consideration. Submit a proposal clearly marking which options are addressed: Option 1, Option 2, Option 3, or Alternative Option.
The City of Charlottesville has a total area of 10.4 square miles. The current Charlottesville curbside refuse collection program involves once per week pick-up from residential areas; and seven-days per week collection for the downtown/uptown commercial/residential mix corridor as well as the commercial businesses of the downtown Belmont area.

Residential curbside refuse collection occurs Monday through Friday, providing customers one collection each week, on the same day, starting at 7:00 am.
The commercial/residential mix route comprises curbside refuse collection for Downtown, 500 Court Square, Uptown, the University corner, and Belmont area restaurants. This route receives service seven-days a week at 7:00 am and six-days a week (Monday-Saturday) at 4:00 pm. Under the current contract:
• The contractor provides 7:00 am service Monday – Saturday (six-days a week).
• The City of Charlottesville’s in-house crew provides 7:00 am service on Sunday and 4:00 pm service Monday – Saturday.
At 100% setout rate, the total number of weekly stops is approximately 15,400, of which roughly 2,500 stops are related to the seven-day commercial/residential mix route. This includes up to 100 street trash cans at bus stops and other selected locations. Total annual tonnage for the curbside refuse program is approximately 7,800 tons.
The City currently offers a variety of options for residents to pay for refuse collection. Residents can choose from either individual stickers ($1.05 for a 13-gallon bag; $2.10 for a 32-gallon bag/can) or residents can purchase an annual decal. Annual decals are prorated by quarter, depending on the purchase date as follows:

The City of Charlottesville’s solid waste management program supports the City Council’s vision for a “Green City” which includes an emphasis on recycling and reuse - priority strategies aimed at minimizing the volume of refuse that gets landfilled and the associated greenhouse gases associated with landfills. The City’s current residential recycling program encourages customers to separate recyclables from their trash.
