BACKGROUND INFORMATION:
The Warrensburg Community Center (WCC) is a 54,000 Sq. Ft. facility, located at 455 E. Gay Street, Warrensburg, Missouri. The WCC is approximately 27 years old and has a full Double Gymnasium, Walking/Running Track, full Fitness Center, Indoor Lap Swim, Leisure and Hot Tub Pools. Also are Meeting Rooms, part of which house a Senior Center and Staff Offices.
PROJECT DESCRIPTION:
The City of Warrensburg, Parks & Recreation Department (WP&R) desires a new Front Desk Entrance to be built, including a recommended design, the necessary amenities necessary to operate the Front Desk, i.e. potential turn styles, electrical, internet, phone, computers, and all technological necessities. Also, there are other types of uses that can be developed for the current lobby location, such as additional office space, program or storage space.
In addition, is the second entrance to the WCC, by the Meetings Rooms, which is recommended to be a “check in only”, smaller structure. In addition is the flooring changes to the entrance and hallways, leading up to the Gymnasium entrance.
WP&R Staff facility walk through is offered by scheduled request from the applicants. The “desired goal” for completion of this entire project is June 6, 2025. (A later date is acceptable to this goal date, but it must be completed by September 1, 2025).
SELECTION AND CRITERIA FOR EVALUATION:
Selection of an Architectural Design Consultant will be made at the discretion of the City of Warrensburg, by means of a selection committee. The Consultant Firm selected for the Project will be required to enter into an agreement with the City of Warrensburg. The selection committee will review, evaluate, and score all firm’s specific project qualifications in determining the most qualified consultant for this project.
At a minimum the following items will be considered in selecting the Architectural Design Consultant:
1.Technical Competence and Capacity to Complete the Work
2.The merits of the scope of services and approach for addressing the tasks
3.Timeline and proposed schedule
4.References and Prior Experience with Similar Projects
5.Consultants Proximity, History of Activity in the Kansas City Area and Economic Impact to the Local Economy.
Consultants will be evaluated by the selection committee by means of the following point system criteria. The selection committee and/or City reserves the right to add or remove categories of scoring criteria.
•Experience and qualifications of proposed key personnel to be assigned to the project (15 points)
•Experience in the development of similar projects (15 points)
•Expected ability to meet proposed schedule (15 points)
•Proximity of office and staff assigned to the project (10 points)
•Overall Qualifications (e.g. understandable, concise, readable, detail level) (15 points)
INSTRUCTIONS:
Anyone submitting project specific qualifications shall be responsible for familiarizing themselves and complying with the following instructions.
1.Project Specific Qualifications will be accepted at the Parks & Recreation Department Front Desk, 445 E. Gay Street. Warrensburg, MO 64093, no later than 5:00 p.m. close of business on January 24, 2025.
2.Consultants shall read thoroughly and understand the requirements of the Request for Project Specific Qualifications.
3.Failure to comply with any of the above instructions may disqualify the consulting firm at the discretion of the City.
4.All Requests for Information and/or Interpretation (RFIs) related to this Request for Qualifications must be received no later than the close of business on Friday, January 17, 2025. Such RFIs shall addressed to Chris Deal, Director of Parks & Recreation, by e-mail at

5.Consultants shall submit a minimum of five (5) copies of their qualification packets. Each submittal must contain the following:
A.Letter of interest
B.Name and address of consultant or firm.
C.Key staff assigned to the project and their professional qualifications.
D.Description and understanding of the project objectives.
E.Detailed scope of work defining and outlining the proposed services to be provided by the consultant.
F.Project schedule
G.Fee schedule
H.A detailed list of deliverables
I.Services or resources to be supplied by the city and any assumption made in regard to the City’s capabilities.
J.An Affidavit of Compliance with the federal work authorization program and a copy of the proposer’s E-Verify Memorandum of Understanding (15 CSR §60-15.020)
K.A list of references and short descriptions of similar projects
6.Consultants interested in providing these services are requested to submit their Statement of Qualifications and Interest to the City of Warrensburg, Missouri Parks & Recreation Department, 445 E. Gay Street, Warrensburg, MO 64093m by 5:00 p.m.

7.The services of a city representative will be available to the selected consultant. The city representative will serve as the local liaison between the city and the consultant.

SCOPE OF WORK
The City of Warrensburg will contract with an Architectural Design Consultant for services to assist the City of Warrensburg in designing and constructing the WARRENSBURG COMMUNITY CENTER FRONT DESK IMPROVEMENT PROJECT. At a minimum the scope of work with the selected consulting firm should include the following.
•Conceptual Plans
•Preliminary Plans, and Estimated Construction Costs
•Final Drawings and Plans, all required Specifications
•Bid Phase Services (Includes Drawings, specifications, and complete bid packets)
•Construction Phase Services (Inspections as required, submittal reviews, contractor pay application reviews, draft change orders)
•Prepare all necessary permits as required.
•Contract Closeout Services
