Description

1. INVITATION TO SUBMIT PROPOSAL

You are invited to submit a proposal in response to this Request for Proposal (RFP) for the specified items, in accordance with the provisions set forth herein. The resulting subcontract is anticipated to be issued as an This Indefinite Delivery/Indefinite Quantity (IDIQ) agreement encompasses both Time & Materials (T&M) and Firm Fixed Price (FFP) task orders and shall be governed by the terms and conditions set forth in this solicitation. The required services will be acquired either through the proposed task order release process, competitive procedures, or other authorized procurement methods. The successful Subcontractor shall provide all labor, equipment, materials, supplies, transportation, qualified supervision, and all other incidentals necessary to perform general electrical and corrective services as outlined in – Exhibit A Scope of work.

This RFP is issued under Prime Contract No. 89243024CSC000002 between the United States Government (“Government”), represented by the Department of Energy (“DOE”), and Fermi Forward Discovery Group, LLC (“FFDG”) for the management and operation of the Fermi National Accelerator Laboratory (“FNAL” or “Fermilab”) and the performance of research and development work.

2. SMALL BUSINESS SET-ASIDE & NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE

This is a small business set-aside. The North American Industry Classification System (NAICS) code for this solicitation is 238210, Electrical Contractors and Other Wiring Installation Contractors. The small business size standard for this NAICS code is $19.0 Million.

A small business subcontracting plan will be required should the awardee not meet the definition of a small business as described in the paragraph above, and the subcontract exceed $750,000.00. The Subcontracting Plan shall follow the Federal Acquisition Clause, 52.219-9, Small Business Subcontracting Plan (See Exhibit F). A draft plan must be submitted with your RFP response.

3. PRE-PROPOSAL MEETING/SITE VISIT

A virtual pre-proposal conference is scheduled for October 14, 2025, at 10:00 am CENTRAL TIME to discuss the scope of services and FFDG subcontract requirements. The meeting provides an opportunity to discuss and clarify the RFP. However, nothing said or represented in the meeting shall be deemed to modify RFP requirements unless followed by a written amendment. Offerors are requested to submit questions relative to the RFP in advance of the meeting so the Procurement Specialist may prepare responses. The subcontractor shall provide all labor, materials, equipment, supervision, and incidentals necessary to perform electrical construction and corrective services in accordance with task order requirements. Work shall be executed across Fermilab’s 6,800-acre site, encompassing approximately 375 buildings and structures, and must support uninterrupted laboratory operations.

• Installation of electrical distribution systems (panels, conduits, raceways, outlets, switches, low-voltage cabling)

• Lighting system installation (interior, exterior, emergency)

• Maintenance of transformers, circuit breakers, and power distribution infrastructure

• Grounding and surge protection system implementation

• Electrical integration of HVAC and mechanical systems

• Fault diagnosis and corrective repairs

• Load balancing and system optimization

• Inspection and testing of electrical components

• Cable tray installation, grounding, and cable pulling (including use of power pullers for large-diameter or long-run cables)

• Connection and energization of electrical equipment in new facilities

• Interface and termination of equipment to busways and load/power cables

• Completion of Fermilab-specific training

• Development of work planning and control documentation, including hazard analyses

The subcontractor shall maintain a skilled labor force capable of executing tasks efficiently and within required timeframes to ensure continuity of operations at the laboratory.
