Summary

Overview
Background
Ohio educators require training on Social Security Disability and SSI work incentives, as well
as Ohio’s Medicaid programs. Providing educators this knowledge and resources is crucial for
students preparing to transition out of school and into the workforce who may not otherwise
obtain this information from other sources.
JUSTIFICATION
This information will assist educators in creating transition plans for students per R.C. §
3323.011(H) Individualized education program (IEP). Beginning no later than the first IEP to be
in effect when the child is fourteen years of age, and updated annually thereafter, a statement
describing:
Appropriate measurable post-secondary goals based upon age-appropriate transition
assessments related to training, education, and independent living skills
Appropriate measurable post-secondary goals based on age-appropriate transition
assessments related to employment in a competitive environment in which workers
are integrated regardless of disability
The transition services, including courses of study, needed to assist the child in
reaching the goals described in divisions (H)(1) and (2) of this section. (I) Beginning not
later than one (1) year before the child reaches eighteen (18) years of age, a statement
that the child has been informed of the child's rights under Title XX of the United
States Code that will transfer to the child on reaching eighteen years of age in
accordance with section 615(m) of the "Individuals with Disabilities Education
Improvement Act of 2004," 20 U.S.C. 1415(m)
OBJECTIVE
Offeror will provide an overview of Social Security Administration, its work incentives, and
benefits planning targeted at transition aged youth including Ohio specific resources. Specific
objectives include:
Learn about Social Security Disability and SSI work incentives to advise consumers
about the benefits of working
Learn how workers can keep Medicare and Ohio Medicaid coverage while working
Understand when and how to make referrals for detailed work incentive planning in
Ohio

Special Provisions
Subcontractors. If an Offeror chooses to incorporate subcontracting to supplement
completion of the scope of work, an agreement between the offeror and subcontractor must
be included in the offeror’s submission or prior to contract award.
Accessibility Requirements. Any content (e.g., PowerPoint slide decks, training modules, guidance
documents, etc.) developed (or existing content updated) by the selected Offeror pertaining to the
scope of work must be done so to ensure compliance with Section 508 of the Rehabilitation Act, 29
USC 794(d).
Travel. Any item(s) within the scope of work that may require travel must have this expense
incorporated into the associated deliverable and will not be reimbursed.
Agency Special Conditions. The Department reserves the right to add additional terms to the
contract after award, if the Department determines doing so is for the purpose of meeting
obligations under state or federal law.

Audit or Accounting.
Audit element may be incorporated in the scope of work and subsequent deliverables. If so,
a waiver has been obtained from the Auditor of State. Per R.C. § 117.43(B) contracts that
include auditing or accounting services must receive a waiver from the Auditor of State.

Preferences

DEW will apply all preferences per A.C. § 123:5-1-06 . Following the initial evaluation and
scoring, all proposals will be considered for preferences which will be calculated at a rate of
five percent for the first preference and two percent each for the second and third
preferences. The preferences shall be combined and applied as a total percentage of the
original proposal to determine the score for evaluation purposes.
Preferences will only be applied if there is at least one Offeror that does not qualify for that
particular preference. For purposes of qualifying for a preference, an Offeror failing to
complete the certification for each preference will be deemed as not qualifying for that
preference.

Offeror Experience Requirements
Prospective Offeror’s shall provide evidence of meeting or exceeding the following:
Knowledge of and ability to train others on Social Security Disability and SSI work
incentives
Understanding of Ohio’s Medicaid programs including common Ohio Medicaid
categories and work incentives, including Medicaid Premium Assistance Programs,
1619(b) Medicaid, ABD Medicaid, Medicaid Buy-In for Workers with Disabilities
(MBIWD), HCBS waivers, and Specialized Recovery Services (SRS)
Practical experience with Ohio Medicaid programs
Candidate Experience Requirements
An ideal candidate shall demonstrate meeting or exceeding the following:
Licensed attorney who has provided work incentive planning, training, and technical
assistance, preferred
Knowledge of and ability to train others on Social Security Disability and SSI work
incentives
Understanding of Ohio’s Medicaid programs including common Ohio Medicaid
categories and work incentives, including Medicaid Premium Assistance Programs,
1619(b) Medicaid, DAC Medicaid, Medicaid Buy-In for Workers with Disabilities
(MBIWD), HCBS waivers, and Specialized Recovery Services (SRS)
Practical experience with Ohio Medicaid programs
