Summary

The City of Florissant seeks a request for proposal for Bruce Dr Hazard Mitigation Grant Program (HMGP) Demolition/Land Clearance and Asbestos Abatement.

*IMPORTANT NOTE: Up to 7 multi-family structures, 5 of which are 4-unit and 2 that are 8-unit structures, and associated outbuildings.

The City of Florissant has been approved for federal and state funds to purchase flood-damaged homes. The City has been working with state and federal agencies to develop and implement programs designed to help homeowners and tenants who experienced damage by the July 2022 floods.

The City government of the City of Florissant approved and authorized City staff to establish and administer a flood recovery program, which allowed for the acquisition of flood-damaged homes located within the City of Florissant.

In accordance with the flood buyout policy, to complete the program the City must procure a qualified contractor to demolish the acquired properties. The procurement of the contractor must be through a competitive bid process.

The City of Florissant has been working with state and federal agencies to develop and implement programs designed to help homeowners and tenants who experienced damage from flooding in July 2022.

Electronic submissions will be received by the City of Florissant’s Engineering Division until 2:00 pm on Monday, October 13th, 2025 , at which time, at said office, bids will be publicly opened. Electronic submissions will be received through the City’s e-Procurement Portal, OpenGov , https://procurement.opengov.com/portal/florissantmo ,

Any questions regarding this bid must be presented in writing and posted directly on the OpenGov Procurement Project question section. The cut-off date for questions is 2:00 PM CST on October 6th, 2025.

Background

Up to 7 Multi-Family Structures may need Demolition based on outcomes of the Bruce Drive HMGP Buyout. Buildings 6 through 12 Bruce Dr (6 Bruce Dr., 7 Bruce Dr., 8 Bruce Dr., 9 Bruce Dr., and 10 Bruce Dr are the 4-unit structures and 11 Bruce Dr. and 12 Bruce Dr. are the 8-unit structures). An INVITAITON FOR BID document and ASBESTOS TESTING RESULTS will need to be reviewed by any party making a bid for this project.
