NOTICE

COUNTY OF SULLIVAN

SULLIVAN COUNTY

WASTE TO ENERGY FACILITY

R-25-21

Sullivan County, New York is requesting proposals from companies to explore a partnership with a commercial firm for the development of a Waste to Energy (WTE) facility as a component of their long-term sustainability initiative. This new facility will be located within Sullivan County for the purpose of establishing local responsibility for in-county management of waste generated within the county.

A Draft Request for Proposal (RFP) is being issued by Sullivan County in accordance with the provisions of Section 120-w of the General Municipal Law of New York State. As such, the County’s selection of a company through this RFP process will be based on an evaluation of numerous factors and contract negotiations, and will not be solely based on price or potential revenues to the County.

Interested companies should attend a pre-proposal conference and site visit that will be conducted at 91 Landfill Drive, Monticello, NY, on July 18, 2025, at 10:00 a.m. Comments on this Draft RFP must be submitted in writing by 3:00 pm, on August 22, 2025, to the contact person listed below. The county will review all comments received by that deadline to determine what changes, if any, should be made to the Draft RFP prior to its issuance as a final RFP. Companies are not requested nor required to submit proposals in response to the Draft RFP, but the submittal of comments on the Draft RFP by August 22, 2025 deadline is strongly encouraged.

The final RFP is expected to be issued in September 2025. Written proposals submitted in response to that FINAL RFP will be required from interested companies, likely December, 2025. The issuance and proposal due dates may be changed in the Final RFP. A separate public notice will be issued for the Final RFP prior to its issuance.
