The Department anticipates awarding a design-build contract (the “Agreement”, “Contract” or “Design-Build Agreement”) to the Offeror whose Proposal is most advantageous to the District pursuant to the evaluation and award criteria in Part 3 of this RFP. The Project includes full design and construction services for Euclid MS, which will be approximately 141,000 square foot school facility at the site of the former Banneker High School. Euclid MS will be a new middle school program in the District of Columbia Public Schools (“DCPS”) portfolio and therefore does not have an existing student population.
The Design-Builder shall design and construct a renovation of the existing building to accommodate the educational specifications (“Ed Specs(s)” or “Educational Specifications”) to bring it in line with the DCPS Ed Specs. The Ed Specs for the Project represents a smaller square footage than the existing building, however it is expected the entire building will be fully modernized, any additional space beyond the Ed Spec program and gross up spaces will be determined through the design process. The historic Banneker High School building was built in 1939, with an addition following in 1950. The building has since had two additional construction projects, including a upgrades to the ground level classrooms and a library area in 2015. The elevator in the building was replaced in 2015 but has ongoing issues and should assumed to be replaced. The Project site is limited to the area directly surrounding the building, the remaining portion of the property is Department of Parks and Recreation (“DPR”) operated spaces. The site does not have a parking area and parking will not be included as part of this Project. For avoidance of doubt, the construction limits of disturbance shall be assumed to be the far-side of the sidewalks immediately surrounding the building on the south and east side. The limits on the north and west side are the curb of the street. An allowance will be noted for any work on the DPR spaces outside of this area. Any public space work required shall be included in the scope of the Project.
