The Town of Hingham, Massachusetts (“Town”) is seeking the services of a qualified Owner’s Project Manager (“OPM”) within the meaning of M.G.L. Chapter 149 Section 44A½ and all other applicable laws to oversee the planning, designing, bidding, construction and post construction services for a new Center for Active Living building at Bare Cove Park Drive, Hingham, MA.
The Town Administrator as the Town’s Chief Procurement Officer and/or Select Board, in consultation with the Center for Active Living Building Committee (“Building Committee”), will act as the Awarding Authority for the project. The Select Board (“SB”) is the jurisdictional body overseeing the site and the facility.
The Town contracted with the design firm EDM Studio, Inc. during Phase I of this project to confirm the suitability of the site as well as the scope, program, schematic design, estimated cost, and construction schedule for the building which has been completed.
The Owner’s Project Manager selected for this project will perform the work in the following phase of this project:
Phase II Planning, designing, and bidding of the project and the Owner’s Project Manager shall also be eligible to perform the work in the following phase of the project:
Phase III Construction of the project
The Town has an existing appropriation for the Phase II work and anticipates requesting an appropriation for the Phase III work at the April 2026 Annual Town Meeting and any contract or work under Phase III shall be subject to approval of said appropriation.
The Town of Hingham is a coastal community located approximately 15 miles south of Boston with a population of about 24,000 residents. The Town has had several initiatives over the past five years to address the needs of key municipal departments as the Town’s population has grown and changed in its demographics. In particular, the Center for Active Living (formerly known as the Senior Center) has outgrown its current space in Town Hall, making it more difficult to provide services at the level Hingham residents have grown to expect.
Today, Hingham seniors are active and growing in number. According to the February 2020 Town Census, there were 7,345 senior citizens age 60 and over residing in Hingham, which constituted 31.4% of the Town’s population. The current Center for Active Living does not adequately accommodate the size and variety of spaces needed to support a vibrant senior population with diverse interests and abilities.
After completing rounds of public forum and thoughtful discussion, the Town has chosen the Bare Cove Park Drive site as the preferred location as it is best suited for the programmatic needs and desires of the Town’s growing senior population. The project involves the relocation of the Center for Active Living to a new site at Building 12, Bare Cove Park Drive, Hingham, MA with the existing building at that site being demolished and a new building constructed in its place to accommodate the Center for Active Living.
