The Board of Education of Richland County Community Unit No. 1, Counties of Richland, Wayne, Clay, Lawrence, and Jasper, Illinois, is seeking bids for all material and labor outlined on the listing for the Maintenance Building for Richland County Community Unit #1. Sealed bids should be marked as “Maintenance Building Bid” and delivered or mailed to:

on or before 9:30 a.m. Friday May 15th 2026. Sealed bids may be mailed or hand delivered. Faxed and/or electronic bids will not be accepted. Qualified bids received by the deadline listed above will be opened and publicly read and announced at the school district office at 9:30 a.m., Friday May 15th 2026.  The quantities indicated are a reasonable estimate at this time. The Board of Education reserves the right to revise any and all quantities. The School District cannot assume the responsibility for delayed postal deliveries and does not recognize postmarks as representing the fact that a bid has been “received” by the School District before the specified deadline. Bids received after the time specified in the Invitation to Bid will not be considered. The Board of Education reserves the right to accept or reject any or all bids.

RICHLAND COUNTY COMMUNITY UNIT #1 (Public Notice)
Notice is hereby given that sealed proposals for all material and labor outlined on the listing for the
Maintenance Building for Richland County Community Unit #1, Illinois shall be received at the RCCU#1
District Office on or before 9:30 AM on May 15th. BIDS SENT BY FACSIMILE OR EMAIL WILL NOT BE
ACCEPTED. Bid specifications can be retrieved by contacting the District Office and/or by visiting the
district website at www.rccu1.net. The School District cannot assume the responsibility for delayed postal
deliveries and does not recognize postmarks as representing the fact that a bid has been “received” by the
School District before the specified deadline. Bids received after the time specified in the Invitation to Bid
will not be considered.

BID SUBMISSION
Sealed proposals clearly marked “Maintenance Building Bid” shall be hand delivered or be placed in the
U.S. Mail and addressed to:​

All such bid proposals, whether mailed or hand delivered, must be received no later than 9:30 a.m., Friday
May 15th 2026. Any bids received after the date/time listed above will not be considered. Faxed or emailed
bids will not be accepted. It shall be the responsibility of each bidder to ensure that his/her bid is timely and
properly delivered. Each bid proposal must be submitted on the additional bid form (Appendix A: Bid Form)
with Exhibits “B, C,and D” provided with these specifications and must be contained in a sealed envelope,
which shall be endorsed on the outside thereof with the following information: ​
● Maintenance Building Bid
● Name and address of bidder
All bids shall be deemed final, conclusive and irrevocable for ninety (90) days from opening, and no bid shall
be subject to correction or amendment for any error or miscalculation. The bid specifications, instructions,
and any other associated written direction from the school district are mandatory and shall be integrated
into, shall be part of and necessary to, any contract that may be awarded to the low bidder (if the Board of
Education decides, in its sole and exclusive discretion, to contract). Any bidder who supplies false or
misleading information in response thereto may, at the Board’s sole and exclusive discretion, have its bid
rejected; or, if a contract is awarded to such a bidder, the contract may, at the Board’s sole and exclusive
discretion, be declared null and void.
BID AWARD
The school district is expected to consider submitted bids at its regular Board of Education meeting on May
21, 2026 at 6:00 p.m., or as soon thereafter as the Board is able to consider the matter. The school district
reserves the right to reject any and all bids. The contract will be awarded, if at all, to the lowest responsible
bidder meeting the bid specifications as determined by the school district.

1.​ TIMELINE ​
a.​ Pre-Bid Meeting at Richland County District Office- May 4th 10:00 am
b.​ RFI Deadline May 11th 10:00 am
c.​ Last addendum May 13th
d.​ Bids Due and Bid Opening at Richland County District Office- May 15th 9:30 am
e.​ Bid(s) Awarded May 21st at RCCU #1 Board of Education Meeting 6:00 pm
2.​ SCOPE OF WORK
a.​ Each trade area to include all material and labor unless noted as provided by the owner. ​
b.​ Concrete-Concrete footing 46' x 52’ Footing to be - 2' wide x 1' deep w/ 3 - #5 rebar equally
spaced. Wall - 3'x 8" wide w/ 3 - #5 rebar horizontal and #5 rebar every 2' vertically
c.​ Concrete stem wall approximately 8'' above poured concrete slab---Anchor bolts placed in
concrete stem wall every 4' with 12'' anchor bolt placement from corners, frame breaks, and
bolt plate ends. --- Minimum of 4'' of compacted granular infill before pouring concrete slab.
--- Concrete slab with vapor barrier should be 6'' thick. --- 6'' Concrete approach to building
54' x 30' off of Butler street. Finish to grade the rest of the construction site so it can be
seeded to grass. Owner to provide seed and labor for seeding lawn.
d.​ Plumbing-Rough plumbing from city main to the bathroom for toilet, mop sink, and sink. ---
12'' stub extensions beyond concrete slab. --- Provide rough plumbing for the installation of
24’’x24’’ mop sink in the south east side of the rest room. 4'' sewer line and 3/4'' copper water
service line. Plumbing fixtures such as sink and toilet will be provided by the owner. The
contractor will provide plumbing for the floor drain trough located in the center of floor.
Plumbing for floor drains should have an oil separator
e.​ Electrical-Rough in electrical service 200 AMP trenched underground with 3'' Schedule 40
Electrical PVC Conduit. Install Square D 200 AMP 30 space panel box with service to box.
Remaining electrical outlets, fixtures, lights, etc. to be owner provided. ​
f.​ General Construction-Install 6'' mud sill insulation.---Install 2''x6'' treated lumber sill plate.---
Framing walls to be 2''x6'' 10' tall. Stick frame should be 16'' on center.--- Purlins on exterior
walls should be 2''x4'' and 24'' on center. Install vapor barrier on walls---Attach white metal to
exterior of building walls with screw fasteners.---Roof pitch to be 4/12 with trusses 24'' on
center.--- Overhang on gable ends of 8'' and on eave of 12''---2'' x 4'' purlins placed 24'' on
center. Install drop stop before attaching sheet metal roof. Attach charcoal grey color sheet
metal to purlins with roofing screws. All exterior doors including overhead and walk through
doors will be contractor provided. (2) 12’x8’ exterior solid white insulated overhead doors
with electronic door opener/closers. (1) Exterior walk through insulated door 36’’x80’’.​
g.​ All interior walls and doors will be owner provided. ​

BUTLER STREET
3.​ INSPECTION OF WORK- Before submitting a bid, each contractor shall inspect the site of the
proposed work to arrive at a clear understanding of the conditions under which the work is to be
done. ​
4.​ OPERATIONS PERSONNEL: Contractor shall be responsible for making sure no prohibited person
shall be on school grounds at any time. “Prohibited person” includes, but is not limited to, persons
prohibited by school officials from presence on school grounds and convicted sex offenders.​
5.​ SERVICE INTERRUPTION: Failure to perform the contract according to specifications shall be
considered as a breach of contract which shall entitle the school district to cancel the contract and
procure services from any other source on an emergency basis until a new bid may be let. ​
6.​ CERTIFICATION: Certification must be made that the contract/vendor is not barred from bidding on
the Contract as a result of a conviction for either bid-rigging or bid rotating under Article 33 E of the
Criminal Code of 1961. Certification is to be made by signature of person(s) legally authorized to
perform such function in the appropriate place in Exhibit “B” of the bid documents. Additional
certification is included in Exhibit “C” and Exhibit “D”​
7.​ TAXES: Contractor shall not charge, invoice, or otherwise recoup taxes to which school districts are
not subject. Bid price shall be inclusive of any and all fees, charges, and expenses. ​
8.​ SUBCONTRACTING: Contractor shall not assign or otherwise subcontract this contract without the
written consent of the school district. In no case shall the school district consent, if given, relieve
Contractor from its obligations or change the terms of the contract. ​
9.​ AGREEMENT GOVERNED BY ILLINOIS LAW: The final maintenance building contract
contemplated herein shall be executed in Illinois and shall be governed in accordance with the laws
of the State of Illinois in every respect.​
10.​SURVIVAL OF CONTRACT: The final maintenance building contract contemplated herein shall be
binding upon the parties thereto, their successors and assigns. ​
11.​SAVINGS CLAUSE: If any portion of the final maintenance building contract contemplated herein is
deemed to be illegal or unenforceable, the remainder thereof shall remain in full force and effect.
