Sealed bids will be received by the Town of Pembroke until August 20, 2026 at 2:00 p.m. at
the Town of Pembroke in Council Chambers at City Hall located at 98 Union Chapel Road,
Pembroke, North Carolina 28372 and thereafter immediately opened and read publicly for
the Town of Pembroke Stormwater Improvements.The project is generally described as follows:
This project includes multiple project sites that add pipe capacity from Union Chapel Road to Bear
Swamp, through Watering Hole Swamp. The sites include:
* Jones Road crossing at Watering Hole Swamp (Project A)
* Joseph H Street crossing at Watering Hole Swamp (Project B)
* Mabe Street crossing at Watering Hole Swamp (Project C)
* 3rd Street Parallel (Project D)
* Union Chapel to North Jones Street (Project E)
Plans, Specifications and Contract documents may be seen during normal business hours at the
Town of Pembroke, 98 Union Chapel Road, Pembroke, North Carolina 28372.
Digital copies of the Plans and Project Manual, including contract documents, may be obtained from
the Engineer's website at Project Planroom | LJB Inc.or by contacting Saurabh Nomula at
Snomula@LJBInc.com or 937-259-5000.
All questions concerning this bid package or the scope of this work must be submitted in
writing (email) only by 5:00 PM, August 06, 2026 to Saurabh Nomula: at
Snomula@LJBInc.com. An Addendum, if needed, will follow on or before August 13, 2026.
Bidding, contract award and bonding requirements shall conform to NC General Statues for public
facilities construction and Federal Uniform Guidance. Minority firms are encouraged to submit
proposals.
Award will be made to the lowest, responsive, responsible bidder unless all bids are rejected. All bid
cost sheets must be signed by the owner or a representative of the firm in order to be recognized as an
acceptable bid. All line items must be completed on the cost sheets.
Contractors offering a proposal on this project must be licensed to do the specified type of contracting
in the State of North Carolina. The Use of any sub-contractor on this project must be approved by the
Engineer. Any bidder that is currently in litigation with the Town of Pembroke will be disqualified
from bidding.
All bids shall include the required bid document sections, bound as it was presented for bid, with
applicable bidding information filled out. Do not remove sections and resubmit.
Each proposal shall be accompanied by a certified check or bid bond in the amount of not less than
five percent (5%) of the amount of the total bid in the form and subject to the conditions provided in
the Instruction to Bidders.

Failure to adhere to these requirements may deem the bid as incomplete and it will be removed from
the bid process. The Town of Pembroke reserves the right to reject any or all bids.
