Project Description: Issuing Procurement Unit: State of Utah Division of Purchasing
Conducting Procurement Unit: State of Utah Division of State Parks
The purpose of this RFP is to establish a five-year agreement with a qualified contractor to coordinate and manage an annual off-highway vehicle (OHV) recreational event at Sand Hollow State Park. The selected contractor will be responsible for all aspects of planning and execution each year, including event logistics, safety management, coordination with park personnel, and compliance with all applicable laws and regulations. The event will utilize designated areas of Sand Hollow State Park for staging, participant check-in, and restroom access, with primary riding activities occurring on adjacent SITLA-managed lands on Sand Mountain. The successful contractor must demonstrate the capacity and commitment to deliver a safe, well-organized, and sustainable event that enhances visitor recreation opportunities while protecting park resources and ensuring a positive experience for all participants.
It is anticipated that this RFP will result in a single contract award to the responsive and responsible vendor with the highest score justified by the procurement code.
Length of Contract: 5 years
The vendor must guarantee the proposed concession fees paid to the Division for a minimum of the first two years of the contract. After this period, any request to adjust fees must be supported by reasonable evidence demonstrating the need for a change and must be mutually agreed upon by the Division and the contractor.
