ADVERTISEMENT FOR
RFP NO. 26-06 DRAYTON PLAINS DOWNTOWN REVITALIZATION PROJECT
Sealed RFPs for the project entitled "RFP NO. 26-06 DRAYTON PLAINS DOWNTOWN REVITALIZATION
PROJECT" for the Charter Township of Waterford will be received at the Clerk's Office, 5200 Civic Center Dr.,
Waterford, Michigan 48329 on or before, but not later than 12:00 pm, local time on July 30, 2026. All RFPs received
will be publicly opened and read aloud at that time.
All RFPs shall be delivered to the Waterford Township Clerk's Office in sealed envelopes. The outside of the
envelope containing the RFP shall bear the name of the Bidder, their address, license number if applicable, and
the name of the project for which the RFP is submitted.
The scope of this contract shall include all professional services necessary to prepare design, engineering, permitting,
bid documents, and insurance by the Bidder for implementation of: RFP NO. 26-06 DRAYTON PLAINS
DOWNTOWN REVITALIZATION PROJECT in accordance with these entitled specifications.
RFP documents may be obtained through Michigan Intergovernmental Trade Network (MITN) at
www.bidnetdirect.com/mitn or Waterford Township's website www.waterfordmi.gov on or after June 29, 2026. A
public viewing copy is available at the Waterford Township Clerk's Office, 5200 Civic Center Dr., Waterford, MI
48329.
A bidder will be permitted to withdraw their RFP unopened after it has been deposited, if such request is received
prior to the time specified for opening RFPs and provided that their identity is made known and the responsible party
signs for the RFP. No RFP shall be withdrawn after the opening of the RFPs without the consent of the Township for
a minimum of ninety days (90) from the scheduled time for closing RFPs.
The Township reserves the right: to accept any or all alternative RFPs; to award the Contract to other than the lowest
Bidder; to waive any irregularities of informalities, or both; to reject any or all RFPs; and in general, to make the
award of the Contract in any manner deemed by the Township, in its sole discretion, to be in the best interest of the
Township. Conditional RFPs will not be considered.

REQUEST FOR PROPOSALS
26-06, DRAYTON PLAINS DOWNTOWN REVITALIZATION PROJECT
PROJECT DESCRIPTION:
The Charter Township of Waterford ("Township") has been awarded Community Project
Funding (CPF) through the United States Department of Housing and Urban Development
(HUD) for the implementation of public infrastructure improvements within the Drayton
Plains Downtown District.
The Township is seeking proposals from qualified consulting firms ("Consultant") to
provide professional planning, landscape architecture, surveying, engineering, permitting,
and bidding assistance services necessary to prepare design and construction documents
for the Drayton Plains Downtown Revitalization Project.
The purpose of this project is not to determine whether improvements should occur, but
rather to develop engineering and design documents necessary to implement the
Township's established vision for the Drayton Plains Downtown District.
The Drayton Plains Downtown District is located generally along Dixie Highway within
the historic Drayton Plains area of Waterford Township. The Township has undertaken
extensive planning efforts in recent years to establish a walkable, mixed-use downtown
environment that promotes economic development, creates a sense of place, and
encourages reinvestment within the district.
The project is supported by the Waterford Township Master Plan, the Drayton Plains
Downtown Business District Overlay, and prior planning efforts undertaken by the
Township. The Township has secured federal funding to begin implementation of these
improvements and is seeking a qualified multidisciplinary consultant team capable of
transforming the Township's conceptual vision into construction-ready plans.
The Township has been awarded approximately $750,000 in HUD Community Project
Funding for the construction of this project. The Consultant shall prepare design concepts
that are reasonably anticipated to be constructible within the available project funding.
Respondents are encouraged to consider cost-effective and practical design solutions that
maximize public benefit while remaining financially achievable.
The Township anticipates that the project may include, but not necessarily be limited to,
the following improvements:

* Decorative pedestrian-scale lighting
* Decorative banner systems
* Sidewalk reconstruction and pedestrian improvements
* Urban tree wells and associated streetscape landscaping
* Reconstruction of a Township-owned public parking lot
* Development of a small public gathering space, or similar community amenity
* Associated drainage, utility coordination, and right-of-way improvements
necessary to support the project
The project area includes portions of the Michigan Department of Transportation (MDOT)
right-of-way. Respondents shall demonstrate familiarity with coordinating design and
permitting activities within MDOT jurisdiction.
The Township does not currently possess a detailed topographic survey of the project area.
The selected Consultant shall be responsible for obtaining all survey information
necessary to complete the project.

PRE-SUBMITTAL MEETING
No mandatory pre-submittal meeting has been scheduled for this project. However,
prospective consultants may request a site visit through the Township's designated contact
person.
SUBMISSION OF PROPOSALS
Consultants shall submit six (6) hard copies and one (1) electronic copy of their proposal
no later than July 30, 2026 at 12:00 P.M. clearly labeled "DRAYTON PLAINS
DOWNTOWN REVITALIZATION PROJECT" and addressed to:

Questions must be submitted no later than the date identified in the Proposal Timeline.
Responses to questions, if necessary, will be issued in the form of written addenda and
posted by the Township.
CONSULTANT SELECTION OBJECTIVE
The Township is seeking a multidisciplinary team with demonstrated experience in
downtown revitalization, streetscape design, placemaking, landscape architecture,
municipal engineering, federally funded infrastructure projects, and MDOT coordination.
Preference may be given to teams that demonstrate successful experience implementing
similar downtown improvement projects that progressed from concept through
construction.
GENERAL SCOPE OF SERVICES
The selected Consultant shall provide all professional services necessary to prepare
design, engineering, permitting, and bidding documents required for implementation of
the Drayton Plains Downtown Revitalization Project. The Consultant shall be responsible
for coordinating all disciplines necessary to complete the project including, but not limited
to: planning, landscape architecture, surveying, civil engineering, utility coordination,
permitting, and bidding assistance. The Township anticipates the following scope of
services:
1. Existing Conditions Review
The Consultant shall review all available information relevant to the project
including, but not limited to:
a) Existing roadway, right-of-way, and parking conditions
b) Available utility information
c) Existing Township planning documents
d) Existing aerial photography and GIS information
e) Applicable MDOT standards and requirements
f) Existing drainage conditions
2. Topographic Survey
The Consultant shall prepare all survey information necessary to complete the
project. Survey work shall include, at a minimum:
a) Topographic survey of the project area
b) Identification of existing improvements
c) Identification of visible utilities and utility structures
d) Right-of-way verification
e) Collection of information necessary for design and permitting purposes

3. Concept Development
The Consultant shall prepare conceptual design alternatives for Township review.
The conceptual design shall include:
a) Streetscape concepts
b) Sidewalk and pedestrian improvements
c) Decorative lighting concepts
d) Urban tree well concepts
e) Public gathering space concepts
f) Parking lot improvement concepts
g) Preliminary construction cost estimates
h) Preliminary project phasing recommendations
The Consultant shall prepare illustrative renderings sufficient to communicate the
proposed improvements. The Consultant shall prepare an Engineer's Opinion of
Probable Cost and demonstrate that the proposed improvements are reasonably
anticipated to be constructible within available project funding. Township
authorization shall be obtained prior to proceeding to final design.
4. Preliminary Engineering
Upon Township approval of the conceptual design, the Consultant shall prepare
preliminary engineering documents. Services shall include:
a) Preliminary plan development
b) Utility coordination
c) Preliminary grading and drainage design
d) Preliminary lighting layout
e) Preliminary parking lot design
f) Preliminary landscape and tree well design
g) Updated cost estimate
The Consultant shall attend meetings with Township staff as necessary to review
progress and receive direction.
5. Final Engineering
The Consultant shall prepare final construction documents suitable for bidding and
construction. Construction documents shall include:
a) Civil engineering plans
b) Demolition plans
c) Layout plans
d) Grading and drainage plans
e) Utility coordination plans
f) Lighting plans
g) Construction details
h) Technical specifications
i) Bid schedule
j) Engineer's Opinion of Probable Cost
All plans shall be prepared in accordance with applicable Township, MDOT, and
industry standards.

6. Permitting and Agency Coordination
The Consultant shall prepare and submit all documents necessary to obtain
required permits and approvals. This task may include:
a) MDOT Right-of-Way Permit
b) Soil Erosion and Sedimentation Control Permit
c) Oakland County Water Resources Commissioner review
d) Utility company coordination
e) Any other permits determined necessary by the Consultant
Permit application fees shall be paid by the Township.
7. Bid Documents and Bidding Assistance
The Consultant shall prepare complete bidding documents for public solicitation.
Services shall include:
a) Preparation of front-end bidding documents
b) Preparation of technical specifications
c) Preparation of bid schedules
d) Assistance with advertisement for bids
e) Responses to contractor questions
f) Preparation of addenda, if necessary
g) Bid tabulation
h) Review of bids received
i) Recommendation of award
8. Optional Construction Administration Services
Respondents shall provide a separate fee proposal for optional construction
administration services. Optional services may include:
a) Pre-construction meeting attendance
b) Shop drawing review
c) Construction observation
d) Review of pay applications
e) Response to requests for information
f) Preparation of punch lists
g) Final project closeout assistance
DELIVERABLES
At a minimum, the Consultant shall provide:
1. Topographic survey data.
2. Conceptual design package.
3. Illustrative renderings.
4. Preliminary engineering plans.
5. Final construction plans and specifications.
6. Engineer's Opinion of Probable Cost at major design milestones.
7. Permit application materials.
8. Bid package documents.
9. Digital copies of all plans in PDF format.
10. GIS-compatible data where applicable.

HUD COMMUNITY PROJECT FUNDING REQUIREMENTS
This project is funded in whole or in part through Community Project Funding
administered by the United States Department of Housing and Urban Development
(HUD). The selected Consultant shall demonstrate familiarity with applicable federal
requirements and shall prepare all plans, specifications, and bid documents in accordance
with applicable federal regulations. The Consultant shall comply with all applicable
federal requirements including, but not limited to:
1. HUD Community Project Funding requirements.
2. 2-CFR Part 200 Uniform Administrative Requirements, Cost Principles, and Audit
Requirements for Federal Awards.
3. Section 3 of the Housing and Urban Development Act of 1968, as amended.
4. Applicable environmental review requirements.
5. Any additional federal requirements applicable to the project.
The Consultant shall incorporate all required federal contract provisions and compliance
language into future construction bidding documents.
PROPOSAL REQUIREMENTS
The successful proposal shall:
1. Describe the firm's understanding of the project and proposed approach.
2. Describe how the firm intends to manage project scope and design decisions to
maintain consistency with available construction funding.
3. Identify all personnel proposed for the project, including project manager and key
team members.
4. Describe the firm's experience with:
a) Downtown revitalization projects
b) Streetscape design
c) Public gathering spaces
d) Municipal parking facilities
e) MDOT right-of-way projects
f) Federally funded infrastructure projects including projects subject to HUD,
CDBG, CPF, or other federal grant requirements
4. Identify all subconsultants proposed for the project and their roles.
5. Provide at least three (3) references for similar projects completed within the last
five (5) years.
6. Provide examples of at least three (3) projects similar in scope and complexity.
7. Provide a proposed project schedule.
8. Provide a detailed fee proposal identifying costs associated with each phase of
work.
9. Provide a separate fee proposal for optional construction administration services.
10. Indicate whether the firm is a minority-owned business enterprise, woman-owned
business enterprise, or disadvantaged business enterprise.
11. Disclose any actual or potential conflicts of interest involving the Township, its
elected officials, employees, consultants, or agents.
12. Must have and maintain an active SAM.GOV Unique Entity Identifier (UEI).

EVALUATION CRITERIA
Proposals will be evaluated based upon the following criteria:
1. Demonstrated understanding of the project.
2. Qualifications and experience of the project team.
3. Experience with similar downtown revitalization and streetscape projects.
4. Experience working within MDOT rights-of-way.
5. Experience administering federally funded projects including projects subject to
HUD, CDBG, CPF, or other federal grant requirements.
6. Quality of previous work and references.
7. Proposed project schedule.
8. Reasonableness of proposed fees.
9. Overall responsiveness to the Request for Proposals.
PROPOSAL CONDITIONS
1. The Township reserves the right to reject any or all proposals.
2. The Township reserves the right to waive informalities and irregularities in any
proposal received.
3. All materials submitted become the property of the Township.
4. The Township shall not be responsible for costs incurred in preparation of
proposals.
5. The selected Consultant shall maintain professional liability, general liability,
automobile liability, and workers' compensation insurance throughout the duration
of the contract.
6. The contract shall be governed by the laws of the State of Michigan.
7. Venue for any legal action shall be Oakland County Circuit Court or the United
States District Court for the Eastern District of Michigan.
8. The Township reserves the right to negotiate scope, schedule, and compensation
with the selected Consultant.
9. The Township reserves the right to conduct interviews as part of the selection
process.
10. Award of a contract is contingent upon all required federal, state, and local
approvals.
