Conceptual Plan for 11 Mechanic St in Downtown Westbrook
INTRODUCTION
The City of Westbrook, Maine, is seeking proposals for the purchase and redevelopment of 11 Mechanic Street (the Property), a City-owned parcel in the heart of downtown Westbrook.
Interested developers are being asked to prepare a conceptual plan envisioning the highest and best use for the Property (the Project).
The awarded bidder will have the opportunity to purchase the Property for its proposed purchase price, subject to the condition that awarded bidder move forward with the Project consistent with the provided conceptual plan and any modifications agreed upon.
Additional terms of sale for the Property will be outlined in a purchase and sale agreement to be negotiated between the City and the awarded bidder, subject to approval by the City Council, to be executed on or before July 23, 2027.
DEADLINE AND MATERIALS
Submission Deadline: Tuesday, September 15, 2026, at 10:00 AM.
To be eligible to bid, all interested developers must attend a required site walk on
Tuesday, August 18, 2026, at 10:00 AM.
To be considered, eight (8) full copies of the proposal must be received by Christine Johnson (Deputy City Clerk), 2 York Street, Westbrook, Maine, 04092 by 10:00 AM on Tuesday, September 15, 2026 (the Proposal Deadline). All responses, documents, terms and information related to the developer’s proposal must be submitted with the proposal package before the Proposal Deadline. No separate schedules, agreements, terms, conditions, etc. shall be recognized or accepted if not initially submitted with the proposal package.
All proposals will be publicly opened and available for public inspection at the time of Proposal Deadline: 10:00 AM on Tuesday, September 15, 2026. A multi-departmental selection team will review all complete proposals received by the Proposal Deadline and make a recommendation to the Mayor for action by the City Council.
The City reserves the right to waive any informalities in proposals, to accept or reject any/or all proposals. The City further reserves the right to retain all proposals submitted and to use any ideas in a proposal, regardless of whether that proposal is selected. Submission of a proposal indicates acceptance by the firm of the conditions contained within this Request for Proposals (RFP). Any award shall be conditioned upon the execution of an agreement in a form acceptable to the Mayor and City Council.

Responses from the City that substantially alter this RFP will be issued in the form of a written addendum to all those that have expressed interest in the Project and posted to the City bid website:

. Any oral explanations or interpretations relating to this RFP or the Project will not be binding. All proposals submitted shall remain open to acceptance for ninety (90) days from the Bid Opening.
