The County of Orange, County Executive Office - CPO (hereinafter referred to as “County”), is soliciting proposals from qualified firms (hereinafter referred to as “Respondents”) for Staffing Services and Related Services and Solutions . Respondents must meet the minimum qualifications and requirements as set forth within the RFP and be capable of providing services identified in the Scope of Work herein.
The proposed schedule below is subject to change. Any changes to the schedule for the RFP process will be issued to all Respondents via addenda on the County's eProcurement Portal.
This is a fully electronic Request for Proposals (RFP). Respondents must submit their proposals online via the County’s online bidding system. Only electronic proposals will be accepted. Facsimile and e-mail proposals will NOT be allowed. All questions or requests for interpretations must be received within this solicitation by Monday, December 22, 2025 , before 2:00 pm as specified in the solicitation. Respondents are not to contact other County personnel with any questions or clarifications concerning this solicitation. Verbal clarifications or responses will not be considered binding.
Executive Summary
The County of Orange, California, through its Regional Cooperative Agreement (RCA) Program, is releasing this Request for Proposals (RFP) to establish a nationwide cooperative contract for Staffing Services and Related Services & Solutions.
This solicitation is designed for multi-state cooperative use across all 50 U.S. states, enabling public agencies, educational institutions, and non-profit organizations to access competitively solicited staffing services under a single contract.
Through this national agreement, the County aims to:
Provide agencies nationwide with streamlined access to qualified staffing and workforce solutions.
Eliminate redundant bidding processes, driving time and cost efficiencies.
Generate measurable rebate-based revenue for County operations, estimated to exceed $70 million over seven years, through a 2% administrative rebate on all cooperative sales.
Reinforce the County of Orange’s leadership in public sector procurement innovation and cooperative contracting.
The County will serve as the Lead Public Agency, with Pavilion providing third-party administrative support for reporting, rebate processing, and cooperative growth management.
