Amendment 0003:

The purpose of Amendment 0003 is to: (1) update Attachment C1 with revised Minimum Labor Rates; and (2) correct General and Operations Managers (Program Manager), Journeyman (KEY) labor hours and add General and Operations Managers (Project Manager), Journeyman labor category as shown in Question 26 in Attachment Q3. In addition, this Amendment updates Attachment L2 Government Labor Hours to reflect revised labor hours for General and Operations Managers (Project Manager-Intermediate) and General and Operations Managers (Program Manager-Intermediate). The due date for proposals remains unchanged: 01 April 2026.

Amendment 0002:

The purpose of Amendment 0002 is to incorporate Attachment 20: Cyber Security Workforce (CSWF) Qualification Matrix to Section J, and to answer additional questions (see Questions #24 - 25 in Attachment Q2). The due date for proposals remains unchanged: 01 April 2026.

Amendment 0001:

The purpose of Amendment 0001 is to answer questions submitted from contractors (See Attachment Q1). All changes to Attachments L1 and M1 can be found in red font. Exhibit A, Attachments C1, C2, T1, T2 have been revised in accordance to Atttachment Q1. In addition, this amendment changes the Point of Contact information.

The due date of proposals remains unchanged.

This is a Request for Offer. The Naval Air Warfare Center – Aircraft Division (NAWCAD) Webster Outlying Field (WOLF) at St. Inigoes, MD, announces its intention to procure, on a competitive basis, the services necessary to provide systems engineering and evaluation, Small Unmanned Air Systems (SUAS) Reusable Architecture (SRA) cybersecurity, technical management support, and SRA life cycle support for new and existing SUAS.

Offerors shall submit all proposal volumes in response to this RFP electronically through the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) portal at https://piee.eb.mil at RFO# N0042126R1006. Offerors and their subcontractors shall ensure the proper company points of contact are registered on the site.
