Qualifications:
A.        Prequalification: Per Indiana Administrative Code 5-15-13-10, Bidders must be qualified to perform work on a public works project by the Indiana Department of Administration prior to submission of bids.
B.        Licenses: Bidders must be properly licensed under the laws governing their respective trades.
C.        Insurance and Bonds: A Performance Bond, separate Labor and Material Payment Bond, and insurance in a form acceptable to Owner will be required of the successful Bidder. Contractor shall carry Builders Risk insurance in an amount equal to the project cost. Contractor shall carry General Liability in the amount of the fire station.

Notice to Bidders: Qualified Bidders to submit bids for Project as described in this Document
and in accordance with the Instructions to Bidders.
1. Regulatory Requirements: Indiana Administrative Code 36-1-12-1 et seq. is to govern
submittal, opening, and award of bids.
Project Identification: Fire Station 292 Addition, Project #10022142.02.
1. Project Location: 998 S US 421, Zionsville IN 46077.
Owner: Town of Zionsville, 1100 W Oak St, Zionsville IN 46077.
1. Owner's Representative: James VanGorder, 317.873.5358, jvangorder@zionsville-

Architect: Kerry LaPrees, Woolpert, 317.315.7670, Kerry.laprees@woolpert.com.
Project Description: Project consists of 657 SF addition to existing Fire Station Apparatus Bay.
1. Project cost range is anticipated to be under $450,000.
Construction Contract: Bids will be received for the following Work:

BID SUBMITTAL AND OPENING
Bid Submittal, Printed: Owner will receive sealed Lump Sum bids until the Bid time and date at
the location indicated below. Owner will consider bids prepared in compliance with the
Instructions to Bidders and delivered as follows:
1. Bid Date: December 16, 2025.
2. Bid Time: 1:00 p.m., local time.
3. Location: Fire Department Office, Town Hall of Zionsville, 1100 W Oak St, Zionsville
IN 46077.
4. Bids will be thereafter publicly opened and read aloud.

BID SECURITY
Submit bid security with each Bid in the stipulated form and in the amount identified in the
Instructions to Bidders.
No bids may be withdrawn for a period of [60] sixty days after opening of bids. Owner reserves
the right to reject any and all bids and to waive informalities and irregularities.

PREBID MEETING
A. Prebid Meeting: See Document 00 25 13 "Prebid Meetings."
B. Prebid Meeting, In Person: A prebid meeting for all Bidders will be held at the project site, Fire
Station 292, on December 1, 2025 at 12:30 p.m., local time. Prospective prime Bidders are
required to attend.
C. Site Walkthrough Meeting: Immediately following the Prebid Meeting, a site walkthrough
meeting for all Bidders will be held at Project location. The project premises will be open for
prospective Bidders until 2:00 p.m., local time. Prospective prime Bidders are requested to
attend.

complete sets of documents will be issued.
1. Bidder is responsible for all printing and delivery costs associated with procuring Bidding
Documents.

TIME OF COMPLETION
By submitting a Bid, Bidder represents that Bidder will begin the Work on receipt of the Notice to
Proceed and will complete the Work within the Contract Time indicated in the Bidding
Documents.

LIQUIDATED DAMAGES
Work is subject to liquidated damages of $1,000 per day for each calendar day of delay until the
Work is completed or accepted.
