PURCHASING DEPARTMENT
INVITATION FOR BID #26-031
The Town of Ipswich invites sealed bids in accordance with M.G.L. c.30, §39M from Contractors for:
ANNUAL ROAD AND SIDEWALK RESURFACING
Only contractors prequalified by the Massachusetts Department of Transportation (MassDOT) are eligible to
bid on this contract. MassDOT will provide a list of Prequalified Construction Contractors to the Town of Ipswich.
Bidders will be verified at time of Bid Opening.
Bids will be received until: 10:00 a.m., Wednesday, February 25, 2026 at the Purchasing Department, 25 Green
Street Room 202, Ipswich, MA 01938. Bid information is available on COMMBUYS under BD-25-1630-PUR04-
PUR04-124879, as well as the Town’s Purchasing website, https://www.ipswichma.gov/333/Purchasing.
A total of one (1) hard copy bid is required for submission, as well as one (1) copy via email to
purchasing@ipswichma.gov. Hardcopy bids should be sent to and will be accepted by the Town of Ipswich
Purchasing Department located at 25 Green St. Room 202, Ipswich, MA 01938. Bids will not be accepted nor may
submitted bids be corrected, modified or withdrawn after the deadline for submission of bids. Immediately
following the deadline for bids, all bids received within the time specified will be publicly opened and read aloud.
The work under this Contract consists of furnishing all necessary labor, materials, and equipment required for
the leveling and overlay of Hot Mix asphalt for overlay maintenance and repairs on various roadways. In
addition, the contractor shall be expected to gutter mill portions of existing pavement, selective concrete work,
adjust utility castings, and perform all other incidental work or work described in the Contract Documents
(unless specifically indicated as not to be done), or any other work as directed by the Engineer. The work shall
be performed on various roadway locations in the Town of Ipswich. *
* Notice #1: The quantities represented in this Invitation for Bid are dependent on Massachusetts Department
of Transportation (MassDOT) Chapter 90 funding. These monies are customarily allotted, and subsequently
apportioned by the Town of Ipswich, on or about April 1 of each calendar year. Therefore, the quantities listed
in this Invitation for Bid (IFB) may be revised at the time of the bid award.
A bid deposit in an amount that is not less than five percent (5%) of the value of the bid, including all add
alternates, is required. Bid deposits, payable to the Town of Ipswich, shall be either in the form of a bid bond, or
cash, or a certified check on, or a treasurer's or cashier's check issued by, a responsible bank or trust company.
Bidders are reminded that the bid deposit covers the Town for damages when a bidder withdraws its bid after the
bid submission date. Be advised that to the extent permitted by the law the Town will retain all bid deposits for
withdrawn bids.
The costs of any bond and any insurance required in this Invitation for Bid are the responsibility of the bidder;
such costs will not be reimbursed by Town and should be included in your bid.
The Town of Ipswich will award the contract to the lowest eligible and responsible bidder. Please Note: This bid,
in accordance with the Chapter 303 Acts of 2008, contains Price Adjustments and new Prevailing Wage
requirements. All bidders are required to familiarize themselves with these terms and conditions before
submitting a bid.

The start date is the date on which the Notice to Proceed is issued. Time for completion for the first year is
prior to December 31, 2026.
All bids are subject to the provisions of M.G.L. c.30, §39M. Wages are subject to minimum wage rates determined
by the Massachusetts Department of Labor Standards pursuant to M.G.L. c.149, §26 to 27H. The schedule of wage
rates applicable to this contract is included in this IFB. In addition, the prevailing wage schedule will be updated
annually for all public construction projects lasting longer than one (1) year.
You will be required to pay the rates set out in any updated prevailing wage schedule. Increases in prevailing wage
schedules will not be the basis for change order requests. The successful bidder will be required to provide a
Certificate of Insurance demonstrating current coverage of the type and amounts set forth in the Project Manual.
The successful bidder will be required to furnish a Labor and Materials Payment Bond in the amount of 50% of
the contract total. Wages are paid to drivers for all “onsite” work.

The Town will reject any and all bids in accordance with the above referenced General Laws. In addition, the Town
reserves the right to waive minor informalities in any or all bids or to reject any or all bids (in whole or in part) if
it be in the public interest to do so.
