Notice to Bidders
Sealed bids for the construction of Montgomery County Bridge #0600001 1; Federal Project BRO-R070(18)
will be received at the office of the Montgomery County Commission, Montgomery County Courthouse, 211 East
Third Street, Montgomery City, MO 63361 until 10:00 o'clock A.M. (Prevailing Local Time) on the 5th day of
March, 2026, at the office of the Montgomery County Commission, and at that time will be publicly opened and
read. All bids shall be submitted as a Hard Copy.
The proposed work includes:
Construction of one (1) single span (117’-6”) W44x290 Steel I-Girder bridge.
Federal Project BRO-R070(18); Structure No. 0600001 1 Located on Freemont Road over Coon Creek in Section 12,
Township 50N, Range 5W in Montgomery County, Missouri
A digital copy of the plans and specifications may be purchased from the office of Hutchison Engineering, Inc.,
8965 Highway 36, Suite 5, Hannibal, MO 63401 for a non-refundable fee of fifty dollars ($50.00). Requests can be
made via phone at (573) 240-9577 or via email at kharris@hutchisoneng.com. Hard copies of the plans and
specifications may be purchased upon request for an additional non-refundable fee of twenty-five dollars ($25.00)
for a total of seventy-five dollars ($75.00). All bidders must purchase plans and specifications through Hutchison
Engineering, Inc. and be on the plan-holder list in order to bid the project.
All labor used in the construction of this public improvement shall be paid a wage no less than the prevailing hourly
rate of wages of work of a similar character in this locality as established by the Department of Labor and Industrial
Relations (Federal Wage Rate), or state wage rate, whichever is higher.
The Montgomery County Commission hereby notifies all bidders that it will affirmatively ensure that in any
contract entered into pursuant to this advertisement, businesses owned and controlled by socially and economically
disadvantaged individuals will be afforded full opportunity to submit bids in response to this invitation and will not
be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin in
consideration for an award.”
All bidders must be on MoDOT’s Qualified Contractor List per Section 102.2 from the current version of the
Missouri Standard Specifications for Highway Construction, including all revisions. The contractor questionnaire
must be on file 7 days prior to bid opening.
Contractors and sub-contractors who sign a contract to work on public works project provide a 10-Hour OSHA
construction safety program, or similar program approved by the Department of Labor and Industrial Relations, to
be completed by their on-site employees within sixty (60) days of beginning work on the construction project.
A certified or cashier’s check or a bid bond in the amount of 5% shall be submitted with each proposal.
The Montgomery County Commission reserves the right to reject any or all bids.
The DBE Goal for this project is 0%..
No 2nd tier subcontracting will be allowed on this project.
Proposals must be on forms provided and all unit price bids, extensions and totals provided thereon shall be
completed fully.
The project will be awarded to the lowest, responsible, responsive bidder.
