Summary



The Ohio Department of Natural Resources, Division of Oil & Gas Resources Management is accepting bids for the construction of a 6’ outdoor oil derrick as described and displayed below. Oil Derrick will stand outside during the Ohio State Fair at the Natural Resources Park. Streamers will blow from the top of oil derrick and will be interchangeable.

Specifications :
Completed oil derrick should stand 6’ (72”) tall once completed. Model should be secured to a based that makes it stable so it will not tip over. Structure will be in public area at fair and future events. Base needs to be sturdy enough to not be blown over or tipped over. Structure should be manufactured out of sturdy plastic material that is weatherproof (rain and fade proof). Materials should look like wood and have those characteristics. At the top of the structure model should have changeable streamers. Red, white and blue for this year and then black and brown for future years. Streamers should be blown upwards out of the top of the structure using a blower and clear plastic tubing. Division is hoping to power the blower with a Solar Generator (Jackery Explorer 1500 v2 Portable Power Station) with the option to use normal AC outlet when close enough to power. Visitors should be able to push a button on a small podium to start up the streamers (hitting oil). Option to set a timer for a certain period when podium button is not being used is a requested feature. Display should be able to be separated into a minimum of two sections for ease of transportation and storage when not in use.

F.O.B. DESTINATION/PRE-PAID/ALLOWED. The Contractor must provide Deliverables under this Contract F.O.B. Destination/Pre-Paid/Allowed. The place of destination will be specified by the Ordering Agency on the agency’s purchase order or other ordering document. Cost of the freight must be borne and paid by the Contractor unless otherwise stated.
All risk of loss, regardless of the cause, will remain with the Contractor until title to the Deliverable passes to the State. Unless otherwise provided in this Contract, the State will determine whether the Contractor provided each Deliverable required in this Contract and has fully met all work requirements of this Contract. Title to any Deliverables will pass to the State on Acceptance of the Deliverable.

Process

Evaluation. The contract will be awarded to the lowest responsive and responsible bidder as determined by the State. All Proposals must be submitted through Ohio Buys. Proposals received outside of Ohio Buys will not be considered.

Contract Award. The contract will be awarded to the lowest responsive and responsible bidder by low lot total.  Low lot total will be determined by multiplying the unit cost by the estimated usage listed in the bid and then adding each of the totals together to arrive at a total for all items. Failure to bid all items may result in the bidder being deemed not responsive. Bidders must be in good standing on all other awarded work at time of award
