CALL FOR BIDS
Notice is hereby given that sealed bids will be received by the City of Redmond, Washington, no
later than 11:00 a.m. on Thursday, May 7, 2026, for the construction of Pavement
Management - 154th Ave NE (Redmond Way to 85th St.), Project No. 2414. The
Subcontractor List and written confirmation forms signed by the DBE subcontractors listed on
the DBE Utilization Certification form must be submitted with the bid package within the
deadline listed above. The bids will immediately thereafter be opened and publicly read. Bid
Proposals received after the deadline will not be considered.
All bids shall be submitted following the instructions outlined in Section 1-02.9. The bid opening
will be held via Microsoft Teams Live Event about 11:30 a.m. to allow time to download the bids.
Prior to the bid opening, the link to the webcast will be provided on BXWA and the City’s
website at redmond.gov/bids (in the bid item for this project).
The Work to be performed shall include: Construction of approximately 1,900 linear feet of
pavement preservation on 154th Avenue NE, including but not limited to pavement grinding, full
depth HMA repair, HMA paving, traffic signal loop replacement, cement concrete sidewalk spot
replacements, striping, storm drain and manhole frame and grate/cover replacement, impact
attenuator replacement, traffic control and other work necessary to complete the project.
Engineer’s Estimate for this work is $940,000 to $1,140,000. All physical work shall be
completed in the time specified in Section 1-08.5.
Bidders are made aware of the requirement to include a Bidders Questionnaire (WSDOT form
272-022) in accordance with special provisions section 1-02.6. Bids that do not include this form
at the time of bid will be rejected in accordance with Section 1-02.13 of the special provisions.
Plans, Contract Provisions, addenda, pertinent supplementary information, and plan holders list
for this project are available on-line through Builders Exchange of Washington at
http://www.bxwa.com. Click on: “Posted Projects”; “Public Works”, “City of Redmond”. Bidders
are encouraged to “Register as a Bidder”, in order to receive automatic email notification of
future addenda and to be placed on the “Bidders List”. Bidders that do not register will not be
notified of addenda or other documents added. Contact Builders Exchange of Washington at

All bid proposals shall be accompanied by a bid deposit in the form of a certified or cashier’s
check or surety bid bond made payable to the City of Redmond, for a sum not less than five
percent (5%) of the total amount of such bid including sales tax, and all listed additives and
alternates.
The following is applicable to Federal-aid projects. The City of Redmond, in accordance with
Title VI of the Civil Rights Act of 1964, (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the
Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract
entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded
full and fair opportunity to submit bids in response to this invitation and will not be discriminated
against on the grounds of race, color, or national origin in consideration for an award.
The contractor, subrecipient, or subcontractor shall not discriminate on the basis of race, color,
national origin, or sex in the performance of this contract. The contractor shall carry out
applicable requirements of 49 CFR Part 26 in the award and administration of USDOT-assisted
contracts. Failure by the contractor to carry out these requirements is a material breach of this
contract which may result in the termination of this contract or such other remedy as the
recipient deems appropriate, which may include, but is not limited to: (1) Withholding monthly
progress payments; (2) Assessing sanctions; (3) Liquidated damages, or (4) Disqualifying the
contractor from future bidding as non-responsible.
