NOTICE IS HEREBY GIVEN that sealed bids will be received by Whatcom County Administrative Services Finance/Purchasing at their office on the fifth floor of the Whatcom County Courthouse, 311 Grand Avenue, Suite 503, Bellingham, WA 98225 for purchase and installation of the following:

Central Shop NPDES Stormwater Improvements Phase 2

UNTIL: 2:30 PM Tuesday, May 5, 2026

At which time and place the bids will be opened (virtual via Zoom), and read aloud. All bidders and any other interested persons are invited to watch the virtual bid opening via Zoom. Late submittals will not be considered.

Whatcom County Public Works requests bids for the Central Shop NPDES Stormwater Improvements project. The construction contract includes asphalt paving, constructing a concrete valley gutter, replacement and installation of new stormwater catch basins and the associated stormwater drain pipe, installing oil/water separators, and a flow splitter and other site work, at Whatcom County’s Central Shop, as further described in the bid documents.

There is an apprenticeship utilization minimum requirement of 15% of total labor hours for this contract.

A non-mandatory pre-bid project site viewing will be held from 9:00 AM to 10:00 AM, Friday, April 24, 2026, at the project site located at 901 W. Smith Road, Bellingham, WA. Prospective bidders are encouraged to visit the project site during the scheduled viewing time.

Award will be made to the lowest qualified bidder. Whatcom County reserves the right to reject any or all bids, and to waive any irregularities. Whatcom County encourages disadvantaged, minority, and women owned firms to respond.

Whatcom County, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
