Pursuant to the General Statutes of North Carolina, Section 143-128 et. seq, contractors are
invited to submit Sealed Single Prime Construction bids providing labor, material, and
equipment for entering into a Single Prime Contract. The scope of work includes but is not
limited to the following:

seeking bids for the purchase and installation of a secure fencing and gate system in a
specific area of the Moore Square Parking Deck located at 233 S. Wilmington St. Raleigh,
N.C.
The project consists of furnishing all labor, materials, equipment, and coordination
necessary to install chain link privacy fencing within an existing parking garage. Work
includes fencing, gates, man doors, structural coordination, and all associated
components required for a complete and functional installation.
The contractor shall be responsible for field verification, proper installation, coordination
with the Structural Engineer of Record as required, and compliance with all applicable
codes, standards, and project requirements.
Cost Specifications:
Total cost of this project will be included within the bid package. All labor, materials, equipment
and permitting fees in relation to the purpose of this project are to be included. Bid proposals
shall be for a single lump sum.

Project Scope:
1. Bidders shall have a minimum of five (5) consecutive years prior experience with this type
of commercial construction demo and installation.
2. Bidder shall be a current and active North Carolina Licensed General Contractor
3. General Contractor shall utilize a Commercial Fencing Company as part of the fencing
installation for this project
4. General Contractor shall include the following as part of their total bid pricing (1) Fencing
Contractor (2) the use of a North Carolina Licensed Engineer and/or Architect described in
“Contractor Requirements”, (3) all other fees (i.e. permitting, locating, etc)
5. Bidders shall continuously adhere to all manufacturer installation requirements.
6. The Bidder shall require his / her employees to comply with the instructions pertaining to
conduct and building regulations issued by duly appointed officials such as the building
managers, guards, inspectors, etc.
7. The Bidder shall adhere to security and safety standards.
8. Bidder must provide three (3) references for representative projects including, names,
titles, addresses, and telephone numbers for everyone within these client companies who
may be contacted.

9. Bidders shall have adequate facilities, tools and equipment to provide the services both
properly and expeditiously.
10. Bidders shall have local support to address all discrepancies throughout the warranty
period of (1) year upon acceptance of final installation.
11. Bidders shall ensure that a trained representative is always present at the site of the
project at any time the Contractor is performing work.
12. Bidders shall keep all work areas clean and free from all debris and rubbish to the most
reasonable extent possible. The Bidder shall remove all debris and rubbish from the work
area on each visit.
13. Bidders shall provide all necessary equipment / signage / material required to ensure a
safe and protected worksite is maintained from pedestrian and vehicular traffic during the
entirety of this project

14. Bidders shall provide a visual inspection of the work area to ensure that no equipment or
safety hazards exist.
15. All work shall be completed in a workmanlike manner according to standard practices and
any additional specifications provided by City of Raleigh.
16. All parts, materials and supplies used by Bidder shall be new and free of defects; and
Bidder shall warrant that all components provided as part of the installation shall be free of
defects in materials and workmanship for a period of one-year from the date of completion
and / or acceptance.
17. Bidder shall furnish all labor, equipment, transportation, and materials to perform the
installation.
18. Project completion timeline shall not exceed 3 weeks. Completion timeline is defined in
this project as:
All construction completed by Contractor and accepted by Owner,
All invoices submitted and approved for payment by Owner
All documentation, manuals, O&Ms (if applicable) submitted to Owner and proof
of Final Inspection (if applicable) submitted to Owner
19. All site work / installation shall be continuous until completed once Notice to Proceed is
given by Owner
Contractor Requirements
1. General Contractor will be responsible for locating all underground utilities.
Note A number of underground appurtenances (utility conduits piping, cabling, etc.) may be
present in the area. It shall be the responsibility of the contractor to locate and protect all
features from damage during the installation of the posts and fencing. Any damage to
underground features will be promptly repaired at the contractor’s expense.
2. The General Contractor (GC) shall coordinate with the Structural Engineer of Record to
review fence spans, loading, and attachment conditions.
3. For large or extended fence spans, the GC shall determine, in coordination with the
structural engineer, whether additional steel support or framing are required.
4. Any additional steel or support required shall be included as part of the contractor’s means
and methods, unless otherwise noted. Awarded contractor shall provide a copy of the sealed
Engineer drawings to the Owner prior to “Notice to Proceed”
5. Contractor shall provide all necessary shop drawings, calculations, and submittals related
to fence support and submittals related to fence support and anchorage.
6. Contractor shall verify all field dimensions and existing conditions prior to fabrication and
installation.
7. All anchorage to concrete decks, walls, or structural elements shall be performed using
approved methods and materials.
8. Installation shall not compromise existing structural elements, waterproofing, or fire-rated
assemblies.
