The City of Phoenix invites sealed offers for Commercial Locksmith Products and Services.
The Effective Date of this Agreement will be upon final signature and recording by the City Clerk’s department.
The Commencement Date of this Agreement will be upon September 1, 2027 or the contract term start date that the Phoenix City Council approves or the Effective Date, whichever is later.
The term of this Agreement will be for five-years, beginning on the Commencement Date, with no options to extend .

Notwithstanding the foregoing, this Agreement will terminate upon the earliest occurrence: by reaching the end of the term including any extensions exercised, or termination pursuant to the provisions of this Agreement.
The City of Phoenix requires reliable, professional key and locksmith hardware products and services to ensure the security, accessibility, and operational continuity of its facilities. As buildings age, staff change, and security requirements evolve, the need for timely rekeying, lock repair, hardware replacement, and emergency access becomes critical. Delays or inconsistent service can disrupt operations, compromise safety, and increase costs.
The contractor must provide fast response times, high‑quality workmanship, and clear communication will significantly strengthen the agency’s ability to maintain secure environments and support uninterrupted mission activities.
