Part 1: Crowd Management and Guest Services for All ICA Venues and Events
NOTE: Your response to Part 1: Crowd Management and Guest Services for All ICA Venues and Events of this
Attachment cannot exceed ten (10) pages.
1. Account Development
A. Provide a list of three (3) stadiums in which 24/7 security services were provided and a (1) page description of
operating procedures in previous stadiums (university or professional).
a) Identify tasks that were performed and scope of work within each Project.
b) Identify how the internal timeframes and assurance of meeting key milestones within expected
timeframes were established by the Respondent.
c) Identify topics and items learned from previous accounts. Respondent to provide a Huntington Bank
Stadium migration plan to mitigate challenges encountered in previous account ownership transfer(s).
B. For each of the stadiums listed above in question 1, identify the company and account structures utilized and
retention rates for senior leadership.
C. For each of the stadiums listed above in question 1, provide a list of equipment that was provided for the
Respondent.
D. List of Equipment. Provide detailed list of equipment that if awarded this Contract, the Respondent would
provide (examples of equipment include uniforms, bullhorns, computers, office furniture, incident tracking
software, etc.) and upload this as a separate document with your response. (Note: The List of Equipment
does not count toward the 10 page limit.)
E. From the stadiums listed above in question 1, provide specific examples of previously developed and
implemented credentialing systems.
F. Explain the role/roles that the Respondent has played in an emergency situation during a large-scale event

2. Implementation of Contract
A. Provide a detailed implementation plan for the following crowd and guest services management requirements
and upload this as a separate document with your response. (Note: The Crowd Management and Guest
Services Implementation Plan should be limited to 5 pages but does not count toward the 10 page limit.)
a) Company structure/account staffing structure
b) Recruitment/hiring plan
c) Retention/incentive plan

C. Provide a five (5) year capital expense projection statement for Respondent to provide these and all crowd &
guest management services in Huntington Bank Stadium.
3. Reports
A. Examples of Reports. Reports are required as part of this Contract. Provide examples of reports available for
review, as well as the frequency of delivery; reports to include shipment receiving, building access, and pre &
post-game staffing reports. Upload the reports as a separate document with your response.
a) State the storage system for these reports.
b) State the frequency of such reports.
c) Provide samples of such reports.
d) Describe the process for requesting reports.
e) Describe method of report delivery (electronic, paper, e-mail, etc.).

4. Team Credentials
A. Per Attachment C Staffing Plan, Part 1: Crowd Management and Guest Services for All ICA Venues
and Events (pages 1-11), identify members of your Company you plan to utilize while performing the Work
for this Contract. In Attachment C: Staffing Plan, please detail your staff’s specific experience with similar
accounts/events, qualifications and special expertise in crowd and guest management, number of years with
your company, and percentage of total time assigned to manage this Contract.
B. Job Descriptions. Respondent shall provide a detailed job descriptions for the following positions within
Huntington Bank Stadium and upload it with their response. (Note: Job Descriptions for each job
description should not exceed 1 page and do not count toward the 10 page limit.)

5. Recruitment/Hiring/Human Resources
A. Please include the following items in the response to the RFP and upload it with your response. (Note:
Recruitment/Hiring/Human Resources Documents do not count toward the 10 page limit.)
a) Employee recruitment, selection and retention procedures / policies
b) Copy of sample week/monthly recording systems utilized
c) Copy of typed work schedules and incident reports
d) Photographs or descriptions of suggested uniforms and inventory stock
6. Event Staffing
A. Dot Plan. Respondent will also provide a proposed Dot Plan detailing the optimal crowd management and
guest services coverage of Huntington Bank Stadium, containing the following items (but not limited to):
a) Respondent should configure Dot Plan for a capacity Gopher Football game (Attendance 50,000)
b) In corresponding charts/spreadsheets, the Respondent should detail the staffing times of each position, the
redeployment plans for gate personnel (ticket takers, bag check, etc.). Respondent shall identify clear,
concise and timely re-positioning of staff.

c) Respondent should identify the maximum number of staff needed to successfully facilitate a functional
game day environment for capacity crowd utilizing IAVM and NFPA best practices; Respondent should
also identify the priority positions and the minimum number of staff necessary to provide adequate
coverage in a situation where personnel shortages became an issue
d) Dot Plan should identify the number of radios that coincide with execution of the plan, as well as location
of all said radios
Respondent shall upload the Dot Plan and submit it with their response. (Note: Dot Plan does not count toward
the 10 page limit.)
B. Respondent shall provide an explanation of how they intend to meet the expected staffing call for events (at
least 90% of the mutually agreed-upon staffing levels for any event). Your explanation should include
contingency plans for no-shows and late arrivals.
C. Event Operations and Protocol Plan. Respondent shall provide a complete explanation and plan for pre-event
preparation, event facilitation and post event protocol and upload the Event Operations and Protocol Plan
and submit it with their response. (Note: Event Operations and Protocol Plan should be limited to 3 pages
and does not count toward the 10 page limit.)
7. Training
A. Training Program. The Respondent shall provide a complete description of proposed training program provided to
crowd management and guest services personnel. Training program plans should be thoroughly detailed as to the
type of training being provided and when it is being provided. The successful Respondent will provide a
comprehensive plan that details out the weekly, monthly, and yearly training sessions, the hours and costs of this
training, the systematic logging and updating of the status of each supervisor’s acquired training, etc. Respondent
shall upload the Training Program and submit it with their response. (Note: The Training Program document
should be limited to 3 pages and does not count toward the 10 page limit.)
B. Training Program- Temporary Employees. Provide detailed description of protocols related to training of
temporary employees (fundraising groups, college teams, etc.). Respondent shall upload the description for the
Training Program for Temporary Employees and submit it with their response. (Note: The Training Program-
Temporary Employees document should be limited to 2 pages and does not count toward the 10 page limit.)
8. Additional Information Required from Respondent
A. What difficulties or challenges do you anticipate in providing services to the University and how do you plan to
manage these? What assistance will you require from the University?
B. Provide details regarding any special services or product characteristics, or other benefits offered, or advantages
to the University in selecting your company's product or service.
C. Labor Staffing & Strategic Workforce Management
a) Market-Specific Staffing Strategy. Provide a comprehensive overview of your staffing model.
Specifically, how is your strategy tailored to overcome the current volatility of the Twin Cities labor market
while meeting the high-capacity demands of a Big Ten venue?

b) Recruitment, Vetting, and Retention. Detail your methodology for the full employment lifecycle. How
do you identify, vet, and retain personnel who possess the dual-competency of technical security
proficiency and "guest-first" hospitality? Include your target retention metrics for 24/7 static sites versus
event-day surge staff.
c) Compensation and Market Competitiveness. Demonstrate how your proposed wage structure aligns with
or exceeds current local market data. How does your compensation philosophy directly mitigate turnover
and ensure the "highest accountability" mentioned in the Scope of Work?
d) Performance Incentives and Culture. Outline your employee incentive and recognition programs. How
are these initiatives structured to drive specific outcomes, such as zero-incident shifts, exceptional guest
interactions, and 100% attendance during high-volume event windows?
e) Contingency Planning for Market Overlap. Provide a formal "Peak Demand Contingency Plan." How
will you guarantee full staffing at Huntington Bank Stadium when concurrent major events at other local
venues (e.g., U.S. Bank Stadium, Target Field) are competing for the same labor pool? Include your
strategy for "Priority Staffing" in these scenarios.
f) Operational Efficiencies: On-Site Facilities. The University is able to provide dedicated on-site office
and training space for the Awarded Contractor. Quantify how the elimination of these overhead costs is
currently reflected in your proposed billable rates in Attachment D: Price List? How will this proximity
improve your "Stand-To" time and training frequency?
g) Operational Efficiencies: On-Site Laundry. The University is able to provide on-site laundry facilities
for the Awarded Contractor. Specify the rate adjustment or value-added service benefit this provides.
Quantify how the elimination of these overhead costs is currently reflected in your proposed billable rates
in Attachment D: Price List? How will you utilize this resource to ensure 100% compliance with the
uniform requirements outlined in Exhibit 1: Scope of Work, Description of Services, and Contract
Requirements?
Part 2: 24/7 Security Services for Huntington Bank Stadium
