The City of Norfolk is conducting market research to identify firms and teams with the capability to perform the work described in this RFI. This RFI is issued for information and planning purposes only and is not to be construed as a commitment by the City of Norfolk to issue a solicitation or award a contract. Information solicited in this RFI will inform Request for Qualifications (RFQ) and Request for Proposals (RFP) development for all tiers.
The purpose of this RFI is to:
• Understand the capabilities and qualifications of interested firms and teams.
• Gather feedback on the project scope, anticipated procurement strategy, and potential challenges for the upcoming opportunity.
The $2.6B Norfolk Coastal Storm Risk Management (CSRM) Project is a decade-long collaboration between the US Army Corps of Engineers (USACE) and the City of Norfolk to address coastal flood risk. The Nonstructural Program within the CSRM Project is a series of property-specific flood mitigation projects designed to address individual properties that are most at-risk of flooding from coastal storms.
Approximately 1,000 structures are pre-eligible for the Nonstructural Program. Pre-eligible property owners will be contacted and asked to participate; however, this program is 100% voluntary and no property will be required to participate. The Nonstructural Program will be implemented using a tiered approach to facilitate the prioritization and scheduling of the work across the City of Norfolk. Tier 1, composed of the most at-risk structures, will be implemented first, followed by later tiers.
