2.1        PROJECT OVERVIEW

a)        Project Background-
The AIRB conducts an annual survey of consumers to obtain their perceptions of automobile insurance in Alberta, as part of a legal requirement for the Consumer Representative’s report to be included in the Annual Review final report. The Consumer Representative utilizes the findings of the survey to develop a report which is included in the AIRB’s Annual Review final report and may be publicly presented, in addition a copy is provided to the Province. Reports from previous years can be viewed on the AIRB website (2024, 2023, and 2022). The AIRB has a mandate for providing consumer education and information pertaining to automobile insurance and may require other services to support this mandate.

b)        Project Objectives
i.        The AIRB currently conducts an annual survey consisting of approximately 25 questions plus demographic information. The Contractor will work with the AIRB on the question design and language, collect survey responses and provide a detailed report of the findings, as well as infographics highlighting key trends. The Contractor will prepare advertisements to attract Albertans to respond to the survey.
ii.        The AIRB may collect data on consumer perceptions through a smaller mid-year survey, either stand alone or part of an omnibus survey being conducted by the Contractor.
iii.        The AIRB has a mandate for consumer education pertaining to automobile insurance and may require the Contractor to arrange and/or facilitate public engagement sessions or other stakeholder engagement opportunities for the purpose of obtaining consumer’s opinions and/or providing education. The AIRB may also require the Contractor to assist in the development of social media strategies and other consumer education activities.

In accordance with any service requirements specified below, the Province requires the Contractor to perform the following:

1.        Services
(a)        Primary Services
The AIRB conducts an annual survey of consumers to obtain their perceptions of automobile insurance in Alberta, as part of a legal requirement for the Consumer Representative’s report to be included in the Annual Review final report. The Consumer Representative utilizes the findings of the survey to develop a report which is included in the AIRB’s Annual Review final report, which may be publicly presented.

On an annual basis at minimum, the AIRB requires the Contractor to:

i.        Prepare and conduct one survey that is representative of Alberta residents’ perceptions on automobile insurance in Alberta. This annual survey typically consists of approximately 25 questions plus demographic information.
ii.        Undertake data collection, analysis and develop a report of the annual survey results; and

iii.        Prepare and conduct a shorter survey of consumer perceptions mid-year, on an as-needed basis, either through a standalone survey or inclusion in an omnibus survey being conducted by the Contractor.
(b)        Ancillary Services
The AIRB’s mandate includes providing consumer education and information pertaining to automobile insurance and may require Ancillary Services to support this mandate by facilitating public engagement sessions or other stakeholder engagement opportunities for the purpose of obtaining consumers’ opinions and/or providing education.
i.        On an as-needed basis, the AIRB may request that the Contractor provide Ancillary Services in relation to the development of social media strategies, consumer engagement activities, and/or education activities.
