1. Introduction

The City of Thomasville is seeking Requests for Qualifications (RFQs) from qualified engineering and design firms to provide planning, design, and engineering services for the redevelopment of the property located at the Former Kern Street School, 200 Kern Street, Thomasville, NC.

The City intends to transform this site into a residential neighborhood that aligns with community development goals and city infrastructure standards.

2. Project Scope

The selected firm will be responsible for providing comprehensive design and engineering services for the site. The scope of work includes, but is not limited to:

• Neighborhood Design & Layout: Preparation of a conceptual and detailed site plan for residential development, including lot configuration, open space, and connectivity to the surrounding community.

• Roadway Extension: Design of a primary roadway extension through the site to city standards.

• Utility Infrastructure: Engineering design for water and sewer infrastructure to serve the proposed neighborhood, including connections to existing city systems.

• Sidewalks & Pedestrian Facilities: Integration of safe, accessible sidewalks and pedestrian connections within the neighborhood and to adjoining streets.

• Stormwater Management: Conceptual and engineered solutions for stormwater control and drainage in compliance with state and local regulations.

• Permitting & Approvals: Coordination with applicable regulatory agencies and preparation of permit applications.

• Cost Estimates: Preparation of preliminary and final cost estimates for infrastructure improvements.

3. Submittal Requirements

Firms interested in responding to this RFQ must provide an Request for Qualifications (SOQ) that includes the following:

1. Cover Letter – Introduction of the firm, contact information, and summary of interest.

2. Firm Background & Experience – Description of firm qualifications, history, and relevant experience with similar neighborhood design and infrastructure projects.

3. Project Team – Identification of key personnel, including project manager, engineers, and planners, with resumes highlighting relevant expertise.

4. Approach & Understanding – Brief narrative of the firm’s approach to the project and understanding of the site context.

5. Past Performance – Examples of at least three similar projects, with client references.

6. Schedule – Proposed project schedule with key milestones.

7. Capacity – Demonstration of ability to complete the project within schedule and budget constraints.

8. Hourly Rates - We request hourly rates and contract prices from past projects.

4. Evaluation Criteria

Submissions will be evaluated on the following criteria:

• Demonstrated experience in neighborhood design, roadway, water, sewer, and pedestrian infrastructure projects.

• Qualifications and relevant experience of assigned staff.

• Understanding of the project scope and approach.

• Past performance and references.

• Ability to meet project schedule and manage costs.

5. Selection Process

The City of Thomasville will evaluate all submissions and may conduct interviews with selected firms. The City reserves the right to select the firm that best meets its needs and to negotiate a contract for professional services.
